CHULA VISTA (CNS) - A former Tijuana police officer was handed a two- year state prison sentence today for his role in a planned break-in of a Chula Vista residence, which he and others believed was a stash house containing around million in drug money.Marco Quijas-Castillo, 28, pleaded guilty earlier this year to one count of conspiracy to commit robbery for the attempted January break-in.A fellow Tijuana officer, Jesus Estrada Torres, 35, was also charged in the case and is awaiting trial on a conspiracy charge.According to preliminary hearing testimony, the two officers and four other men believed a shipment of money would be delivered to the three-bedroom residence, which was actually being rented by the FBI. The defendants were informed of the supposed shipment by an undercover FBI agent, according to testimony.According to the criminal complaint, Quijas-Castillo and Torres crossed into the United States from Mexico with Ignacio Martinez-Cruz, 34, and met up in Chula Vista with fellow defendants Nicholas Jeremiah Shaw, 25, Mario Eugene Hall, 35, and Tomas Emmanuel Ramirez, 30, who allegedly traveled to Chula Vista from San Bernardino County.Castillo and Torres ``provided counter-surveillance'' at a Kohl's store in Chula Vista, while the other four men met with the undercover agent, according to the complaint.Castillo and Torres also provided surveillance near the Chula Vista residence while Shaw walked up to the house, and ``entered a code into a lockbox containing a key to enter the house,'' the complaint alleges.According to testimony, the men planned to tie up two people believed to be inside the home, then take the money, but were arrested by law enforcement upon approaching the home. 1733

Those are all the ways the Sweetwater Union High School District is being put on blast by a new analysis by the Fiscal Crisis and Management Assistance Team. In a review of the district’s budget woes, the team's CEO Michael Fine presented Sweetwater’s school board with details on how the district ended up in its dire financial situation.Fine said the district has mismanaged its money for many years, even suggesting that specific accounting errors were “intentional” and part of a “cover up.”The report also found that the district didn’t comply with public disclosure requirements. So what does the future look like? According to the analysis, the district is projected to keep spending at a deficit at least through 2021. RELATED: Sweetwater Union High School District faces potential fraud investigationAccording to the report, a financial projection shows an expected .4 million deficit in the 2019-2020 school year and a .6 million deficit in 2020-2021. The board has yet to approve a plan to fix deficit spending. What’s more, the report found that the county doesn’t have access to the district’s financial system, blocking access to oversight.The report also found that the district doesn't have controls in place that limit access to its financial system. In fact, Fine found that a single employee has "complete access to cash between funds and is given complete access to the county treasury district accounts." It's unclear whether or not that employee has the ability to move money outside the treasury accounts. After action is taken against the employee, such as the employee being terminated, the district doesn't verify that that employee's access to financial systems is suspended. TIMELINE: Sweetwater Union High School District's budget woesFinally, the report found that the district doesn't account for all positions and costs. Fine suggested the Sweetwater District can do the following to begin the process of climbing out of debt:1. Cooperate with the County Office of Education: Fine said the county office are “partners” and recommended the district work closely -- and be transparent -- with the assigned fiscal advisor.2. Invest in business office staff: Fine believes the district’s new chief financial officer, Dr. Jenny Salkeld, can be the best resource as they work through the problems.3. Develop and implement a recovery plan: Fine said, “You cannot kick this can down the road,” when it comes to putting together an adequate plan.4. Audit cash borrowing and cash position: Fine suggested Sweetwater thoroughly evaluate its cash management, including the sources from which money is borrowed. 2758

(KGTV) - The Sweetwater Union High School District Board unanimously passed a revised and balanced budget for the 2018-2019 school year.It comes after they discovered a million accounting mistake. The budget did not take into account staff raises.The budget changes are a combination of spending freezes, furloughs, as well as money received from education grants and funds.The revised budget freezes several positions currently open.It also puts district officials on furlough days. “Based on your level of management we’re asking for different days there. So it’s a scale based on your positions. Our superintendent, for example, is gonna be doing ten furlough days this year,” Manny Rubio, a district spokesman, said.The district also worked with the unions, so teachers will give up two so-called ‘training days,’ which are paid, non-classroom days.The budget also touches on other cost-saving measures, including energy conservation strategies, consolidating summer school sites and cutting back on faculty travel expenses.The budget will head to the San Diego County Office of Education, which has until Nov. 8 to approve it. 1188

Last June, voters approved a half cent sales tax increase, giving Chula Vista the highest sales tax in San Diego County. The money goes into the general fund, but os designated for hiring more police and firefighters. Despite the new sales tax, some business owners say they are still having issues with the department's response times. A bakery owner on Third Avenue tells 10News she sometimes has to call police multiple times a week to report a crime, but that sometimes police don't show up or shows up hours after the crime. Captain Phil Collum says the department has hired nine of the 12 officers currently allowed by Measure A. According to SANDAG, crime in Chula Vista is actually down 3 percent in 2019, including property and violent crimes. "Sometimes the perception that crime is on the rise or perception that things feel less safe than they were, in fact all of the data suggests otherwise," said Collum. In a recent survey, 91 percent of Chula Vistans said they are "very satisfied" with the department, despite not meeting response times for priority one and priority two calls. Collum said those response times are slowly improving. The police department says additional positions will be filled through the Measure A sales tax, meaning 31 additional officers by 2023. (KGTV)- The Chula Vista Police Department is debuting a first-of-its-kind program allowing officers to listen in on 911 calls in real time.If you live in Chula Vista and need to call to 911, there's a good chance the person who takes your call won't be the only one listening."Essentially the community is talking directly to officers and getting that information relayed to them immediately," said Lt. Don Redmond, who oversaw the project.The brainchild of a Chula Vista police officer, the department partnered with HigherGround, a dispatch software company, to create Live 911, which allows officers to hear 911 calls inside their vehicles. Here's how it works. Patrol officers can pick an area near them - say a half-mile radius - and listen to any 911 call as it comes in."They're hearing real-time information, as opposed to the inherent delays in dispatching," said Lt. Redmond.Right now, 911 calls are taken by a person who inputs information. A dispatcher reads that information and radios officers to respond. Lt. Redmond says that process can take several minutes. Those minutes could become critical."If it save us two or three minutes, that could be a life that we save," said Lt. Redmond.After a six-month test, Live911 went into all police vehicles in mid-May. Already, there have been examples of quicker response times. On one occasion, an officer got to a home within a few minutes - in the middle of the 911 call - and rendered medical aid. Lt. Redmond says Live911 will also help officers respond better. Because dispatch can relay only so much information, officers in the past only got part of the picture."The officers can hear everything, they are picking up on clues that could be left out," said Lt. Redmond.Those clues could include a person's tone and urgency, and any details that could help an officer better assess or deescalate a situation."We feel like Live911 can be a game changer for law enforcement in general," said Lt.
