SAN DIEGO (KGTV) — San Diego Police have made an arrest in the death of a 20-year-old in the Bay Terraces area last year.Police said 26-year-old John Orozco was arrested Wednesday for the murder of Joaquin Ruiz of San Diego.On July 12, 2019, Ruiz was found in a vehicle off the side of the road just before midnight in the 7000 block of Paradise Valley Rd. He was suffering from a bullet wound to his upper body.Police began first aid at the scene, but Ruiz died of his injuries on the way to the hospital.The investigation into Orozco is ongoing, and no other details surrounding his arrest or involvement in the murder were released.SDPD asked that anyone who may have information related to the case to call the department's Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 800

SAN DIEGO (KGTV) - San Diego firefighters found themselves in an unusual position Thursday, battling flames inside a city water tower. The fire broke out as crews were demolishing the tower on federal property in Point Loma. Officials said some of the materials the demolition team was using to cut the tank apart caught the scaffolding on fire. “The wind today drove that fire and blew it very quickly,” a firefighter told 10News. With much of the tower covered in plastic, firefighters had to go inside, climbing through scaffolding with their hoses. “The potential for three rescues and the hook and ladder trucks out here, I thought maybe this is a serious event but they seem to have it completely under control,” said neighbor Casey Schnoor. Firefighters spent the afternoon hosing down the rest of the tower as a precaution. 839

SAN DIEGO (KGTV) -- San Diego County needs to stay off the state watch list for two weeks straight for most schools to reopen in-person. But, some schools won’t have to wait that long.As of Friday afternoon, 56 elementary schools applied for a waiver through the county health department. If approved, it would allow them to bring students back on campus regardless of our status on the state watch list.The waiver is only open to schools serving K-6 students. Once applications are reviewed by the county they’ll be sent to Sacramento.“The state can give input or guidance,” said Supervisor Nathan Fletcher. “If we don’t hear back in three days then those will be approved.”Mt. Helix Academy in La Mesa submitted their application this week.“I’m hoping to hear back from the state and the county by next week.” Said Director, Mike Collins. “Our plan is to welcome students back on campus on Monday August 31st when we’re ready for those kids.”The school has been open for summer programs where they implemented new safety measures like masks, frequent cleaning, and social distancing.“I saw all the students had their masks on and I made a big deal, ‘Everyone has their masks on! We’re so happy!’” said Collins. “We really try to encourage our students.”For the wavier to get approved the county reviews each applicant’s proposed safety plan. They’re looking for things like having adequate personal protective equipment and if students can be kept in small groups.County Montessori School in Poway has been fine-tuning their safety measures through their summer programs.They took advantage of the waiver process right away.“The application became available last Friday night and we applied Monday,” said Head of School, Adela Corrales. “If our waiver comes through next week we’re prepared to open on site on August 24th”The county told ABC 10News they were still reviewing applications late Friday afternoon and had not sent any to the state for approval yet. 1971

SAN DIEGO (KGTV) -- San Diego Fire-Rescue responded after a man reportedly got his hand stuck in an industrial tortilla press Thursday night.According to the department, the incident happened just after 5:30 at Tortillera La Perla on the 3100 block of National Avenue in San Diego.The man has been carried out of the factory, but a piece of the equipment is reportedly still stuck to the man's hand. His condition is unclear at this time. Also unclear is how the man got his hand stuck in the press. 507

SAN DIEGO (KGTV) — San Diego County public health officials said Friday that the region is dangerously close to being placed in the state's most restrictive reopening tier.The county's coronavirus case rate over the last 48 hours was alarming, according to Supervisor Nathan Fletcher."We've been living for most of the last month on the precipice of tiers," Fletcher said. "We now are concerned about the trends and we're concerned about the likelihood that we can tip back into purple."Fletcher says over the last six days, San Diego County's daily unadjusted case rates continue to increase.County Public Health Officer Dr. Wilma Wooten said since the start of this week, the county has seen its unadjusted case rate increase from 7.2 cases per 100,000 residents (7-day daily average from the previous week) on Sunday to 7.8 on Friday. The county's adjusted case rate has increased from 6.8 to 7.0 during the same time span.The last week reported for the county, San Diego reported an unadjusted case rate of 7.2 and an adjusted case rate of 6.8.Fletcher says the unadjusted case rate more closely represents the actual public spread of the coronavirus."The overwhelming majority of San Diegans are doing everything right. But we just have to go that extra mile in order to protect our status in our tier," Fletcher said.According to the state's reopening tier system, counties with a case rate of more than 7.0 and/or testing positivity percentage of 8% or greater for two consecutive weeks are placed in the purple tier, the state's most restrictive.Next Tuesday, Oct. 20, the state will report metrics for Oct. 4-10. Then on Oct. 27, the state will report results from Oct. 11-17.Officials say that's why they're sounding the alarm now, to encourage residents to double down on efforts around slowing the spread.
