However, only hours spent driving counts toward that total, not the time spent waiting between trips.Proposition 22 was launched and partially funded by Lyft and Uber. CARLSBAD, Calif. (KGTV) - One man is behind bars after police said he stabbed a man multiple times before leading police on a pursuit through North San Diego County.Carlsbad officers responded to reports of a traffic collision in the 6200 block of Paseo Del Norte at about 1:20 a.m. Saturday. When officers arrived, they saw a red truck speed away and fail to yield to police.The suspected driver was later identified as 28-year-old Gervin Giovanni Chavez.At the scene, police found a man with multiple stab wounds to his head, neck, and torso and a female who was uninjured. Officers pursued Chavez and later apprehended him in Oceanside after he collided with a road median.MAP: Track crime in your neighborhoodWitnesses at the scene told police Chavez began an unprovoked attack against the man while they were in the vehicle together. The man was able to get out of the vehicle while it was still moving before Chavez stopped and got out to chase him.Chavez continued attacking the man before a woman broke up the attack. Chavez then returned to his vehicle and led police on a pursuit.Police do not believe there are any outstanding suspects. Chavez has been booked into Vista detention center and charged with attempted homicide.The victim was transported to a nearby hospital where he is undergoing multiple surgeries for his wounds. 1363

CASEY COUNTY, Kent. -- A man in Kentucky not only pulled over but got out of his vehicle to pay his respects while a funeral procession passed. The family was moved by the man's kindness and posted about it on social media and has since gone viral.Cecil Luster was a member of the U.S. Navy. His family celebrated his life yesterday in Casey County. Many drivers pulled over for the procession, led by the Patriot Guard of Kentucky. Cecil's grandson, Drew Richardson, says there was one driver, who was standing outside of his vehicle, who caught his family's attention."When my mom was talking about it afterward, there were tears welling up in her eyes, that someone actually showed respect for our family," Drew Richardson said.Standing with his hands crossed, it was a simple act of kindness that moved the entire family.Mark Meece says he didn't even think twice about getting out of his vehicle and he got the idea from a social media post."I've seen on Facebook where a soldier was standing outside in the rain, and I thought, you know, I need to start doing that to show respect. It was an inspiration to me," Meece said.The family shared the good deed on Facebook and it's been shared and commented on hundreds of times. Meece says the positivity of the social media post has encouraged him. Caregivers already deal with a lot of stress and it's rising.The Caregiver Action Network has been seeing more calls coming into its free help desk recently. It says one out of every three has something to do with a challenge raised by the pandemic.“By the end of the call, I actually will hear them breathing like a deep breath of like sigh of relief almost and that they're actually feeling better at the end of the call, having been able to express some of their thoughts, some of their worries,” said Jennifer Piscitello, caregiving expert with the Caregiver Help Desk.Piscitello says people calling in are expressing a lot of pandemic fatigue. They're overwhelmed, because they don't have the same resources or outlets they had previously.The pandemic may also be keeping loved ones at home longer.“Aging in place has gone from being a desire, a wish, to almost a mandate or something that really has to happen because families are just afraid to have their elderly loved ones put in a nursing home,” said John Schall, CEO of the Caregiver Action Network.Schall says we need more training and financial support for the caregivers in this situation.The expansion of telehealth has been helpful, but one challenge is when caregivers can't be present when that virtual visit is happening, like they would be with an in-person doctor's visit.Experts at the help desk are making sure caregivers focus on their self-care now more than ever. CARLSBAD, Calif. (KGTV) — Many business owners are paying big bucks to move outdoors and comply with state and county health orders. One business owner in Carlsbad said she had to fork up more than ,500 to provide outdoor dining."They said your option is to pay this or you don't get to go outside," said Annie Rammel, owner of Oak + Elixir in the Carlsbad Village.The City of Carlsbad charges 1 for businesses to move onto sidewalks, but it wasn't that simple for Rammel."We were told that the fee would be 1. That's doable for us; we were willing to spend the money to build a beautiful patio where people felt safe."Rammel said she needed to expand into public street parking spaces to make outdoor dining work because there wasn't enough space on the sidewalk. She saw other cities across the county moving quickly to offer low cost or no cost permits for businesses to do the same. She was hoping Carlsbad would follow suit.The Carlsbad City Council voted to approve moving into public spaces on July 28, and Rammel got a permit days later. That came after four weeks of being shut down and working with the city to find a solution."We didn’t want to just put tables on the concrete that are in parking spots next to cars driving by," she said. "We wanted to create a safe space for customers to feel like they could come in relax."Then, the unexpected happened."We got a phone call from the city saying that we actually needed to pay ,500," she said.The city is charging ,200 per parking space plus extra fees. Rammel requested to utilize four spaces."The fee for a curb café is 1 but also includes ,200 per parking space into a fund that is used to create new parking to compensate for the loss of the parking that is converted into a dining area," said David Graham, the Director of Economic Development and Innovation for the City of Carlsbad. "Allowing one business to remove parking means the loss of convenient parking that the nearby shops, restaurants, offices, and personal care services rely upon to draw customers."Despite the circumstances, Rammel got the permit to use four parking spots and built a deck."I begged and pleaded, 'please can we get a prorated amount, can we do month to month, is there any way you can work with us because you are depleting our cash flow at a time where we desperately need cash flow to survive this,'" she said.She paid the fees in full and spent an additional ,000 to have the temporary deck built."When Governor Newsom tells us we can go back inside, we have to tear it down," she said. "We don't get to keep it."The painful costs during an already difficult time were the only solution to keeping way Rammel's business running."We had to pull that ,500 from our savings," she said. "If we're not serving customers, we're not making profits, and we cannot pay our bills."She said leaders from other cities in the county that have waived permitting costs have personally reached out to her to show support.There may be some hope left."We understand that these are not normal times. So, when Oak + Elixer raised the issue of the total cost of the fee due to the ,200 per stall payment into the parking fund, we started working on options. Whether or not that would include retroactivity for those who have already paid will be evaluated," said Graham."On Monday, August 10, we will bring a discussion of any fees associated with an outdoor business operation on public property like sidewalks and streetlights to the city's subcommittee on COVID-19 economic revitalization.""I'm in a big hole, and I've gotta dig myself out of that hole, and I'm not giving up," said Rammel.
