SAN DIEGO (KGTV) - The Medical Board of California has filed an accusation and petition to revoke the probation of a Del Mar doctor who is accused of prowling in a former girlfriend’s backyard.10News first broke the story about Dr. Jeffrey Lovin in May after we were given home security video showing a man lurking behind a home. An ex-girlfriend said the man in the video was Dr. Lovin, a radiologist. Lovin was charged with prowling, peeking and violating a restraining order. He pleaded not guilty.At the time, Lovin was already on probation with the Medical Board for other criminal activity. This month, the Board issued an accusation and petition to revoke his probation. SAN DIEGO (KGTV) — The July Fourth holiday weekend is expected to bring large crowds to San Diego's beaches.Los Angeles beaches will be closed this weekend, and that has some concerned that even more people will flock to San Diego's beaches.Debra Moore lives in Encinitas. She'd like the beaches closed indefinitely."I think they opened way too soon, and we all saw this coming. They told us it was going to come, and I'm sorry so many more people had to get sick," said Moore.She said young people in her neighborhood aren't taking the pandemic seriously."Nobody is wearing a mask, nobody is social distancing. People are walking around my neighborhood all the time, or on the beach, just like it's normal, and nothing is normal anymore," said Moore.Del Mar Councilman Dave Druker also has concerns."People are very worried about lifeguards being overwhelmed and the whole city being overwhelmed with visitors, cause there's nowhere else to go," said councilman Druker.Tuesday, San Diego county supervisor Nathan Fletcher said it's up to officials in coastal communities to decide whether beaches should close this weekend.Fletcher also said all of the coronavirus outbreaks have been linked to indoor settings. SAN DIEGO (KGTV) - The final panel of a 14-mile stretch of the Primary Border Wall project was installed Friday, marking a turning point for U.S. Border Patrol, according to Border Patrol officials.Now there is more updated fencing in place compared to aging infrastructure. The stretch of new fencing replaced stamped steel, that's easy to climb, originally installed in the 1990's.The 18-30-foot steel bollard stretches a quarter of a mile from the ocean, to Otay Mountain. The old wall was breached more than 1,700 times, according to Border Patrol officials.RELATED: Funds earmarked for defense can be used for border wall, Supreme Court rules"Any upgrade we can get we'll take, this wall's been around for 30 years," Border Patrol Public Affairs Officer Theron Francisco said.The transparent feature of the new wall, vital for Border Patrol agents. Fiscal year to date, 149 incidents were reported, compared to 72 last year.Last April migrants hurled rocks at San Diego Border Patrol officers, shattering their Jeep's window. With that, it means less agents have to field a certain area," Francisco said. He said that means an area with seven agents could go down to two or three.As for who paid for the wall, each Border Patrol agent said the Trump administration. "So this would be Trump's wall, it was financed in fiscal year 2017, so it's starting under his administration and will wrap up under his administration," Francisco said.Border patrol is working on two other projects, one in Tecate that's a four mile primary fence and another that's stretches from the ocean to Otay Mountain as a secondary wall. SAN DIEGO (KGTV) -- The conference and convention industry has been hard-hit by the pandemic.With limitations on gatherings and worry about health, most of the in-person part of the industry came to a standstill."COVID-19 has made this year an extraordinarily challenging and unpredictable year," said President and CEO of the San Diego Convention Center Rip Rippetoe.By Rippetoe's numbers, from March through the end of 2020, they'll have lost more than 100 events at the convention center.Rippetoe said the estimated financial loss to the San Diego region is more than one billion dollars."It doesn't just include us," said Rippetoe. "There are restaurants, hotels, attractions, retail. All the things that people may not realize are affected."It's the same problem for spots up and down the state and across most of the country."We have had zero conferences, I believe since March," said Madonna Inn Marketing Manager Amanda Rich.The Madonna Expo Center in San Luis Obispo can hold around 2,000 people, and prior to COVID-19, they hosted multiple events a week."It's been a huge change for us and our staff," Rich said. "We have a banquet staff that's here specifically for those expo events, and we haven't had any."Virtual EventsWhile in-person locations have suffered, for many conferences, the show still goes on, virtually."A virtual event is not here to replace an in-person event," said Jonathan Kazarian, founder and CEO at Accelevents. "It's not intended to even be modeled exactly like that. SAN DIEGO (KGTV) - The California Highway Patrol has ruled out street racing and DUI as causes of a crash on Interstate 805 in Sorrento Valley that left a man with serious injuries. Traffic came to a standstill in the northbound lanes of the freeway about 2 p.m. when a silver Mercedes SUV hit the driver of a blue Nissan. Witnesses told the CHP the Nissan suddenly stopped in a lane and the driver got out of the car. CHP says the Nissan became disabled and the driver got out of the car after pulling off to the side of the road. The Nissan’s driver was struck and thrown 135 feet before landing on the pavement. The CHP said the man had severe head injuries. A total of four cars were involved in the resulting pileup. Three people were taken to the hospital, San Diego Fire-Rescue reported, but no one aside from the Nissan's driver was seriously hurt. The other drivers stopped and cooperated with the investigation. The affected lanes of the freeway reopened about four hours after the crash.The Nissan was recently purchased, according to the CHP. Investigators said the driver might be a member of the military. 1127
