SAN DIEGO (KGTV) - A 15-year-old boy was arrested in connection with the shooting death of his father inside their Scripps Ranch home.At 8:39 p.m. Sunday, San Diego police responded to a report of a shooting at a home in the 11200 block of Affinity Court, near Scripps Ranch Boulevard.10News learned the suspected shooter's brother called 911 to report the incident.Officers arrived to find a 46-year-old Vietnamese man lying on a bedroom floor with at least one gunshot wound to his upper body. After life-saving efforts by paramedics, the man -- who was not immediately identified -- was pronounced dead at the scene.Officers combed the condominium complex and nearby area for the suspected shooter, who was identified as the victim’s 15-year-old son, but could not immediately locate him. Authorities later added that the boy is a Mira Mesa High School student. At about 1 a.m. Monday, officers responded to a reported sighting on Scripps Poway Parkway and saw the boy walking down the street. He was apprehended, and 10News learned the boy had a gun and additional ammunition with him at the time of his arrest. 1133

SAN DIEGO (CNS) - The San Diego-based Institute of Public Strategies reminded residents Tuesday that reduced alcohol usage plays a large part in suicide prevention and increased mental health, especially among teenagers and young adults.According to the San Diego County Medical Examiner, alcohol use was a factor in 30.8 percent of county suicides in 2016. Data from the National Alliance on Mental Health shows that roughly 29 percent of people with a diagnosed mental illness abuse drugs and/or alcohol. The abuse of alcohol can mask conditions like anxiety and depression, and can also impair judgment and spur impulsive behavior -- two factors that lead to suicidal tendencies, according to IPS.The risk for teenagers and young adults is especially high because alcohol and drug abuse can hamper mental and physical development. California school districts with students in grades 7-12 are required to develop policies that aid in preventing suicide and reducing the risk of suicide. Teachers are also trained to recognize the signs of drug and alcohol abuse among teens and young adults.According to IPS, which focuses on public health and safety issues, and the San Diego County Office of Education, helping youth learn about the dangers of alcohol abuse is one of the most important suicide prevention tools educators can use."It is common to see substance use disorder coupled with mental disorders,'' said Heather Nemour, project specialist for the SDCOE's Student Support Services department. "Understanding the role of substance use in suicidal behavior and how to intervene early is a critical component of school staff training in reducing youth suicides.''Local policy can also help reduce alcohol abuse in all demographics, according to the nonprofit, which advocates taking steps to increase alcohol taxes, limit alcohol sales to a certain number of outlets and enforce limits on when alcohol can be sold, using tools like blue laws, to promote healthy lifestyle choices and reduce the risks of abuse and suicide. 2038

SAN DIEGO (KGTV) – A Clairemont man is recovering after he said he was accidentally shot by his next-door neighbor.Walter Lam said he was at his dining room table inside his home on Sunday when he heard a gunshot.“As soon as I heard that shot, I felt something was really cold on the inside of my arm. And I was bleeding; I knew immediately I was shot and I called 911,” Lam said.Once at the hospital, Lam underwent surgery to remove the bullet.“If it had moved towards my heart, I would have been dead,” Lam told ABC 10News.San Diego police said the bullet was fired by his neighbor who lives right next door. The neighbor said he was cleaning his gun and did not even know it was loaded.Investigators took the neighbor’s gun into evidence, and while he was not arrested, investigators said the neighbor could face a misdemeanor gun-related charge.Lam is recovering and in a little bit of paint, but he said he’s ready to return to work as head of his nonprofit organization Alliance for African Assistance.Lam said this is a reminder that life is too short.“Life can end any time. Just a little more to the right and I would be dead. Right now, people would be planning my funeral,” Lam said.ABC 10News learned the case has been forwarded to the San Diego City Attorney's Office. SAN DIEGO (KGTV) — A border officer admitted in court Wednesday to putting his hands around a person's neck and shaking them at the Calexico Port of Entry two years ago.U.S. Customs and Border Protection Officer Esaul Bello, 53, pleaded guilty to using unreasonable force on the individual while on duty in the primary vehicle lane booth at the Calexico Port of Entry on Nov. 26, 2018.U.S. Attorney Office officials say during inspection, Bello placed both of his hands around the person's neck, even though they were not resisting. Officials say Bello then shook the person.The person was applying for admission to the U.S., officials said.As part of the plea, Bello agreed to resign from his position.“This is a rare and troubling situation,” said U.S. Attorney Robert Brewer. “We will always move swiftly to protect the public from officers who use their power to violate another person's Constitutional rights.”Bello will be sentenced on June 2, 2020. He faces one year in prison and a 0,000 fine. 1012

SAN DIEGO (CNS) - Two major freeway connectors in San Diego will be closed overnight for routine maintenance, Caltrans announced.The southbound Interstate 5 connector to eastbound state Route 52 near La Jolla and the southbound Interstate 15 connector to westbound Interstate 8 in the Mission Valley East area will both be closed at 3 a.m. Saturday, with the I-15 closure expected to reopen at 8:30 a.m. and the I-5 closure set to reopen at 9 a.m.Caltrans crews will be performing landscape maintenance at the I-5 junction with SR-52. Those needing to head east on from the interstate to the highway will be directed to drive past the closed junction, exit at Clairemont Drive, get on northbound I-5 and then take SR-52 east.The closure in Mission Valley will allow Caltrans crews to make electrical repairs. Signs on southbound I-15 during the repair work will direct drivers to exit the interstate at El Cajon Boulevard and reenter the northbound lanes of I-15 to connect with westbound I-8.Caltrans reminded drivers to be work-zone alert by avoiding distracted driving, paying attention to traffic and slowing down when approaching work zones. 1154
