SAN DIEGO (KGTV) - A Palomar College student told deputies he wanted to cause a mass casualty shooting at the school and carry it out in April to commemorate the Columbine High School shooting.Team 10 has learned the student is the same person who made threats involving the San Diego County Administration Center last week.10News is not naming the student because no records are showing he’s been charged with a crime at this time.According to court documents obtained by 10News, the student stated to San Diego County Sheriff’s deputies he intended on “targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.”The court filing, a petition for workplace violence restraining orders, included a Palomar College Incident Reporting Form that stated, “he intended on targeting the egress walkways by using an elevated point and shooting a firearm upon bystanders.” It also noted he “began planning this assault in January 2018 and wanted to carry it out on Friday, April 20, 2018, to commemorate the Columbine High School shooting.”The student didn't have a specific staff member or student targeted but was looking at any bystanders that would be in the area.A spokesperson for Palomar College tells 10News,  1269

San Diego (KGTV) - A San Diego man claims San Diego County Sheriff deputies roughed him up in jail and the incident was caught on camera.He’s calling the deputies' actions an abuse of power.“I’m actually pissed,” said Joshua Strode. “I’m actually very angry.”San Diego State University police arrested Strode back in June for being drunk in public, something he denies.Strode was taken to San Diego Central Jail. He claimed he was inside the first-floor intake area when deputies came at him from all directions.“I kept on trying to tell them, 'You’re hurting me badly, please stop," he said.A video given to Team 10 from inside the jail shows Strode’s encounter with law enforcement. 692

SAN DIEGO (KGTV) -- A judge has ruled that the government can continue waiving environmental laws to proceed with construction of a U.S.-Mexico border wall.Judge Gonzalo Curiel issued the ruling Tuesday afternoon. The ruling allows 14 miles of border wall to be built southeast of San Diego.The ruling comes one day after the Washington Post reported that President Trump will visit border wall prototypes in mid-March. RELATED: President Trump to visit San Diego, inspect border wall prototypesIn early February, ABC News reported that the Center for Biological Diversity filed a lawsuit against the U.S. Department of Homeland Security to protect endangered butterflies. Environmentalists claim the Quino checkerspot butterfly and a number of other species could be in danger if construction of the border wall continues. “We intend to appeal this disappointing ruling, which would allow Trump to shrug off crucial environmental laws that protect people and wildlife,” said Brian Segee, a senior attorney at the Center for Biological Diversity.“The Trump administration has completely overreached its authority in its rush to build this destructive, senseless wall. They’re giving unprecedented, sweeping power to an unelected agency chief to ignore dozens of laws and crash through hundreds of miles of spectacular borderlands.
