SAN DIEGO (KGTV) — Several San Diego events this week will resume as planned in the face of the county's increased precautions surrounding the coronavirus.County leaders cautioned the public Thursday to practice common-sense actions to protect themselves from not only coronavirus but the current flu season as well, as several large-scale events are set to headline the weekend.This week, other major events in the U.S. were outright canceled over coronavirus concerns, including South by Southwest spring festival in Austin and Miami's Calle Ocho and Ultra music festivals. The health and safety of our guests and employees is our top priority," a Pechanga Arena spokesperson said. "Through public health organizations such as the Center for Disease Control (CDC) and the World Health Organization (WHO) we are staying abreast of the latest updates and developments as they occur. They too are adding hand sanitizing stations and urging their vendors to practice good hygiene."We told all our vendors to be more cautious about being more clean when handling the food," Alejandra Arrendondo, Marketing Coordinator of the National City Chamber of Commerce, said.The CRSSD Festival is set to host a sold-out crowd at Waterfront Park for two days of electronic music performances. SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. SAN DIEGO (KGTV) - San Diego State University is launching two task forces after a 19-year-old died earlier this month after attending a fraternity event.Dylan Hernandez died Nov. 8 after falling out of the top bunk in his dorm.In the wake of the tragedy, SDSU suspended all 14 of its fraternities. On Wednesday, it announced the creation of two task forces to address student life and attack issues that may have led to Hernandez's death. About half of the 28 members are university employees and administrators, while about five are current students. Erik Johannesen, a chapter advisor for the Delta Sigma Phi, will participate in the task force on activities and safety. "Fraternities, when they're operating well, they're the great finishing school for every young man that joins one," said Johannesen, who graduated SDSU in 1981. SAN DIEGO (KGTV) - Students at the University of California San Diego are still reeling from Wednesday's storm that flooded more than a dozen apartments.Students told 10News they were shocked when water poured in around 11 p.m. during the storm. One young man, who didn't want to be identified, said the water seeped in under the door and poured in through a floor-length window in their bedroom."So every angle yeah, it instantly started soaking everything under my bed," he said, adding the water was freezing cold.RELATED: Rain floods buildings on the campus of UC San DiegoHe took videos documenting the two inches of water that seeped in."If I wasn't here, then every bit of electronics we had out here would've been completely ruined, hundreds of dollars worth of stuff," the man told 10News.Another student shared her experience, saying she was walking back to her dorm after studying and found "about a 4-foot deep puddle leading up to my door." She said once she opened the door mud and water flowed in.She said the timing was terrible."I have a midterm Monday, I'm actually getting tutoring right after this, it's a bit crazy."Students scrambled, trying to get help from the university and relocate. One student told 10News she never got help from the university, despite calling multiple times Wednesday night and getting a case number.Thursday morning cleaning companies went to work, installing fans in the rooms and peeling off baseboards.Some students said the university is doing a great job."Is there something we can brainstorm to fix this so it doesn't happen in the future, because I can only imagine what's going to happen next week when it rains harder and I'd hate to come back from break and see, 'oh everything's damaged." a student said.The university said four students were relocated to temporary housing. SAN DIEGO (KGTV) — San Diego runners take off in the first of three races this year as part of the Triple Crown series.The set of runs includes the Carlsbad Full or Half Marathon on Jan. 19, La Jolla Half Marathon on May 26, and America's Finest City Half Marathon on Aug. 16.To join the Triple Crown series, runners need only register to finish each event in the same calendar year, beginning in Carlsbad.
