CLEVLAND, Ohio — The FBI is investigating civil rights issues inside the Cuyahoga County jail according to a damning report detailing serious problems inside the jail.The details of the incident involving the use of force as a punishment, as well as the FBI's involvement were blacked-out in a version of the report released by Cuyahoga County on Wednesday.However, a complete version obtained by WEWS television station investigators confirm "this particular UOF incident was turned over to the Federal Bureau of Investigation, Cleveland...for further investigation."According to the report, prepared by the US Marshals at the request of county leaders, the Facility Review Team confirmed use of force is used as punishment inside the jail.The report also noted more than 100 interviews with inmates and detainees "reveal strong and consistent allegation of brutality, UOF punishment, and cruel treatment at the hands of the Security Response Team (SRT), whom the detainee/inmates refer to as "The Men in Black" based on their black para-military uniforms."Inspectors also noted that body cam video revealed "aggressive conduct and behavior as well as abusive, explicit language used by SRT members direct at detainees/inmates."US Marshal Pete Elliott confirmed that both the FBI and Cuyahoga County's Inspector General are conducting investigations into civil rights issues inside the jail.Since late June, at least six inmates have died at the jail. Inspectors noted the jail failed to conduct reviews of the deaths and cited "insufficient and unclear answers" regarding the deaths.The report also found there have been 55 suicide attempts at the jail in the last 12 months.Cuyahoga County leaders have pledged improvements at the facility and say some changes have already been put in place. 1818

Colleges and universities are looking ahead to the spring semester as the pandemic continues.Schools like Georgetown University, Smith College, Princeton University and the University of Florida (UF) are either inviting undergrads to live on campus starting in January, or are bringing back more students for face-to-face learning.Princeton and UF are among the universities that will test students and staff regularly.UF already has students living on campus and has more than 14,000 undergrads registered to take in-person classes in the spring.“We feel it's important to move the campus back to normalcy to the extent possible. Because in the end, a university is really a community of people, living and working and researching together. And we feel it is important to bring people back and reestablish that sense of community,” said Joe Glover, Sr. VP of Academic Affairs at UF.While having 14,000 undergrads on campus sounds like a large number, that’s less than half of the 36,000 undergrads who are enrolled at the university located in Gainesville. The campus has reduced class sizes and is already near capacity of what they can handle, while being socially distanced.Before the pandemic, many states required college students to have the bacterial meningitis vaccine if they want to live on campus. That still stands, but now there is a possibility universities could have a similar requirement for the COVID-19 vaccine.“Until it moves from emergency use to a more normal, permanent approval, that will probably remain in the realm of possibility or theoretical possibility,” said Glover.Ultimately, it is up to states to decide whether this should be a requirement. Corporate America is coming to Wall Street's rescue.The Dow soared?548 points, or 2.2%, on Tuesday as investors cheered fat profits from major companies and relative calm in the bond market. The huge rally, the Dow's best day since March, helped the index recover a chunk of last week's hefty losses.Tech stocks, the biggest losers during the market turmoil, raced back to life. The Nasdaq spiked nearly 3%, while the S&P 500 advanced 2.2%.Investors piled back into tech darlings. Amazon, Facebook and Netflix closed sharply higher."It's a bounce back after an overdone situation last week," said David Joy, chief market strategist at Ameriprise Financial.Market sentiment was lifted by earnings beats from Goldman Sachs, Morgan Stanley and Johnson & Johnson. Adobe and UnitedHealth added to the good news by offering upbeat guidance for 2019.Taken together, the corporate report cards underscore the ability of businesses to cash in on the strong US economy. And the results should ease fears about the US-China trade war."We're focusing back on fundamentals," said Dan Suzuki, portfolio strategist at Richard Bernstein Advisors. Suzuki called Tuesday's rally a "reflexive rebound."Last week, the Dow, S&P 500 and Nasdaq all suffered their worst week since March. At one point, the Dow plummeted more than 1,000 points in just two trading days.Despite Tuesday's advance, all three major indexes remain firmly in the red for the month.One major source of investor nervousness has improved: bond yields. A sudden spike in 10-year Treasury rates above 3.25% spooked markets. The rapid climb in rates was driven by the strong economy, the surging federal deficit?and concerns about a more aggressive Federal Reserve.Investors feared higher borrowing costs that could slow growth and sudden competition for the stock market from boring bonds.But Treasury rates, which move in the opposite direction of prices, eased late last week as investors poured cash into the safety of government bonds. Councilmember Georgette Gomez is calling for the San Diego City Council to officially oppose construction of President Trump's "Border Wall." But, she says her opposition has nothing to do with her feelings about the President, or about the need for immigration reform.Gomez told 10News she thinks a wall would hurt San Diego's economy and environment."As leaders of the 8th largest city in the nation, to be silent on the wall is a disgrace," she says.Gomez will host a protest and rally in front of City Hall Tuesday, to bring community advocates together. It starts at 1 pm in the Civic Center Plaza.After that, she will ask the full City Council to vote on a resolution opposing the wall."It's important for the city of San Diego to stand up and protect our back yard," she says. "We need to tell Washington DC that this is not what we want or believe."Gomez says money spent on the wall would be better served to improve infrastructure to make crossing easier, improving the flow of traffic and helping San Diego become an even bigger hub for international commerce. That, she says, could add billions to the local economy."We already see it with the Cross Border Express," she says, referring to the pedestrian bridge built to the Tijuana airport. It lets travelers get across the border without having to go through the San Ysidro Point of Entry.In addition, she says the construction to widen and stream-line the Port of Entry is a good start, but more needs to be done."We should be investing in our infrastructure, but creating a wall does the opposite of what we're trying to achieve," says Gomez.In addition, she thinks construction on the wall could hurt the environment around the Tijuana River."Right now, if you want to go to the border, you can't drive down there. You have to park your car and walk," she says. "But if they build a wall, you need heavy equipment. So that's going to be brought in by vehicles and heavy machinery. They'll have to drive through sensitive habitat."Gomez says recent construction on the fence that currently exists was given a waiver so it didn't need an envioronmental impact review. She fears the same things could happen again."Regardless of how I feel about the wall, every project should have an EIR done so we know what to expect and what we can prevent," she says.Gomez says members of the Sierra Club, the Human Resources Commission and the American Friends Service Committee will be at her rally Tuesday. 2469

  

CORPUS CHRISTI, Texas — Firefighters are battling a major fire in Corpus Christi following a pipeline explosion along the city's refinery row.The blast happened just after 8:05 a.m. near Lantana and I-37, possibly at EPIC Products near Lantana and Navigation.Firefighters said the fire ignited a barge, which became fully engulfed. The fire then spread from the pipeline to the grain elevator.KRIS reports that multiple people during the explosion ended up in the water.CHRISTUS Spohn Shoreline representatives said they are treating four people from the explosion. The extent of their injuries is unknown at this time. Two victims are being flown to Brooke Army Medical Center burn units in San Antonio.Corpus Christi Mayor Joe McComb said there is a search and rescue operation for four people who are still missing.KRIS has learned that EPIC Products had a brand new pipeline built for loading. It was reportedly going in at the facility when there was a pipeline rupture at the barge loading dock.According to Lieutenant Marina Lyons with the US Coast Guard, a dredge struck a submerged pipeline causing a fire in the Corpus Christi ship channel. The owner of the barge said they had multiple employees working at the site at the time of the explosion.The Corpus Christi Police Department has closed off Lantana Street to traffic as crews work to contain the inferno. 1379
