BEIJING, Oct. 21 (Xinhua) -- China's national political advisors Thursday offered suggestions on the national development plan for 2011 to 2015, at a meeting of the Chinese People's Political Consultative Conference (CPPCC) in Beijing.Jia Qinglin, chairman of the CPPCC National Committee, the top political advisory body, attended the meeting.At the gathering, 15 CPPCC members made speeches in which they advised the government on issues such as improving education, adjusting income distribution, developing the western regions, enhancing China's innovative abilities and public welfare.The Communist Party of China Central Committee outlined the key objectives of the 12th five-year development plan in a four-day meeting that ended on Monday.The plan will be drawn up by the State Council, or the Cabinet. XICHANG, Sichuan, Sept. 5 (Xinhua) -- China successfully launched the "SinoSat-6" satellite for radio and television live broadcast at 12:14 a.m.Sunday from the Xichang Satellite Launch Center in southwest China's Sichuan Province.The satellite was carried on the Long March 3B rocket which took the SinoSat-6 into a geostationary transfer orbit 26 minutes after the launch.In the following days, Xi'an Satellite Control Center and Yuanwang tracking ship will manipulate the satellite's position and transfer it to enter the geostationary orbit.SinoSat-6 has a designed lifespan of 15 years and will eventually work at longitude 126.4 degrees east about 35,700 kilometers above the equator, said the China Aerospace Science and Technology Corporation (CASTC), the satellite's researcher and producer.It will mainly serve for relaying TV and radio live broadcast signals and will greatly improve cultural life for people living in remote and mountainous regions, according to China Satellite Communications Corporation which will operate the satellite.China has launched the first SinoSat series satellite, SinoSat-1, in 1998. The SinoSat-2 was launched in 2006 but malfuctioned for it failed to deploy its solar panels and communication antennae.SinoSat-6 will serve as a substitute for SinoSat-3 which was launched on June 1, 2007, according to the China Aerospace Science and Technology Corporation.

SHANGHAI, Sept. 4 (Xinhua) -- China's intellectual property rights (IPR) authorities Saturday vowed to play a larger role in the global cause of IPR protection while being more responsible to innovators and the public.The State Intellectual Property Office (SIPO) Director Tian Lipu made the pledge at a press conference held to recognize the 25th anniversary of Sino-EU cooperation on IPR protection.Tian said that China and the EU, as two major economies with close trade relations, should further co-operate to create a better environment to encourage and protect innovation in the business world.At the event, European Patent Office (EPO) President Benoit Battistelli told Xinhua he was optimistic about the future of IPR protection in China, given the rapid progress being made in the country.Battistelli said relations between the EPO and the SIPO would "continue to be decisive for the successful future development of the patent system on a global level."Commemorations of the anniversary, held at the ongoing Shanghai World Expo, also included a demonstration of a real-world IPR enforcement case in a moot court setting.The EPO started cooperating with China in 1985. The two sides are currently implementing the EU-China IPR2 project utilizing a 16 million Euros budget that runs over four years to 2011.Both the EPO and the SIPO are among the world's five largest patent offices, together with the Japan Patent Office, the Korean IP Office, and the United States Patent and Trademark Office.China has also grown into one of the most important non-EU countries filing patent applications to the EPO, with the number of patents submitted increasing from 163 in 2000 to 1,621 in 2009.
