SAN DIEGO (CNS) - A flurry of businesses can reopen Friday throughout San Diego County, but community-transmitted COVID-19 outbreaks have activated one of the county's public health triggers, placing a pause on any additional openings allowed by the state.The county also reported 238 new cases of the illness on Thursday, a new daily high and one that moved the total number of cases in the county over the 10,000 milestone to 10,092. Another four deaths were reported Thursday, raising the total deaths related to COVID-19 to 331.These new cases comprise 2% of a new daily high of tests reported, 10,070, for a cumulative total of 254,391 tests since the pandemic began.The businesses scheduled to open Friday, including personal care businesses like skin care and waxing salons, tattoo parlors, massage therapists and nail salons -- will still be allowed to open, but San Diego County Supervisor Nathan Fletcher said any further openings allowed by Gov. Gavin Newsom wouldn't be implemented until numbers go down."We continue to implore the public to wear facial coverings and avoid having gatherings at your home," Fletcher said.The culprit in the county's pause action is the eight community- transmitted outbreaks San Diego County has recorded in the last week.As part of the 13 public health triggers announced earlier this month, the county could take industry-specific actions, pause all reopening efforts or even dial back reopenings if enough of the metrics rise above a certain threshold. The threshold for community outbreaks -- defined as three or more lab-confirmed cases from different households -- was seven or fewer in a week's span.The eight outbreaks from June 11-17 is the most in a one-week span since the pandemic began, eclipsing the previous high of six during the week of April 29-May 5.However, if no new outbreaks are reported Friday, three of those outbreaks will fall off the rolling seven-day period the county is monitoring, bringing the metric back to "green."The two outbreaks reported Thursday were at a campground and a social club. Fletcher did not report where exactly those were, or the previous outbreaks, saying doing so would "undermine" the county's cooperation from self-reporting businesses and other locations.Nolita Hall posted on its Facebook page that an asymptomatic employee had tested positive for COVID-19 and that the Little Italy restaurant would close until June 30 for deep cleaning. It was unclear as of Thursday if that restaurant was one of the community outbreaks reported, but Dr. Wilma Wooten, the county's public health officer, said the outbreaks reported at restaurants were only among staff.Fletcher said the county would increase "targeted enforcement" of businesses in violation of public health orders.Newsom announced Thursday that Californians would be required to wear masks in public. San Diego County as well, as eight other counties in the state, already had such orders in place.Exemptions include children under the age of 2, those with hearing disabilities or who work with those with hearing disabilities who need to see mouths to communicate, and those who otherwise have a medical issue that causes masks to pose a danger to their wellbeing.Masks are not needed in private transportation, at work when not interacting with the public or while exercising so long as a person can maintain social distancing.Wooten, with a nod to how long the COVID-19 pandemic could impact the region, said it may not be safe for people to have gatherings at their homes "until sometime next year," a far cry from the mid-March hopes of flattening the curve and ending the pandemic."With the reopenings, people think we can go back to the pre-COVID existence, and we cannot," she said.A total of 106 outbreaks of the illness have been tracked since the pandemic reached San Diego, with more than half currently inactive. Past community outbreaks have included church meetings, parties and a wedding.A proposal from Faulconer was announced Thursday aimed at creating more outdoor dining and retail space for San Diego businesses, which he says will help make up for revenues lost due to indoor restrictions put in place to slow the spread of COVID-19. It would have the city waive fees and fast-track permitting needed to expand businesses outdoors into parking lots, sidewalks and on-street parking spaces.New testing sites at the Spring Valley Library on Kempton Road and the Mira Mesa Senior Center on Mira Mesa Boulevard have joined nearly a dozen other sites where county residents can get tested for free.The county launched an interactive website earlier this week that allows residents to find COVID-19 testing locations near them. The disaster kits include food and water with a five-year shelf life, a manually operated charging station, light sticks, first aid necessities, and more. It's used to show people what a 6.8 magnitude earthquake feels like and the damage it can do. "You really want to get under something sturdy, you want to get under a table such as this you want to drop, cover your head and neck and hold onto that table so that table doesn't jump around on you," said Trevyn Reese of Ready America. Reese said, resist the urge to run to your children."If you do need to get to your child quickly, it's recommended you get down on your hands and knees and crawl during an earthquake. Trying to run to your child right away is gonna start throwing you against all the hallways. There will be things falling down on you that can potentially cause harm, especially broken glass," said Reese.Another misconception, Reese says, is to run outside."It could potentially be harmful cause you don't always see those items that are around you," said Reese. SAN DIEGO (CNS) - A former Navy man was convicted of second-degree murder Friday for fatally stabbing his estranged wife, whose body was found in San Diego Bay nearly two years after she vanished.Matthew Scott Sullivan, 35, was found guilty for the death of his 31- year-old wife, Elizabeth, who vanished the evening of Oct. 13, 2014.Prosecutors allege Sullivan killed his wife at the couple's Liberty Station home, then hid her body inside a freezer for nearly two years before dumping it in the water.Following a three-week trial and just over a day of deliberations, the jury panel acquitted Sullivan of a first-degree murder charge, but convicted him of second-degree murder, plus an allegation of using a knife in the killing.Sentencing was scheduled for April 13.Deputy District Attorney Jill Lindberg alleged at trial that after stabbing his wife at least five times in her bedroom, Sullivan hid the body and murder weapon inside his home until he was compelled to discard Elizabeth's remains when movers arrived Oct. 4, 2016, at the onset of his cross-country move to the East Coast.Her decomposed body was discovered that same day in the water about a half-mile from their residence, dressed in the same clothes she was last reported wearing.An autopsy revealed a series of injuries to her ribs consistent with stab wounds, as well as fractures in her jaw and her nose.Investigators also discovered the victim's blood beneath the carpet of her bedroom and on a knife in the attic of the couple's home, according to Lindberg.Defense attorney Marcus DeBose argued that the presence of her blood inside her bedroom and on the knife stemmed from self-inflicted cutting, due to a reported history of depression and self-harm. He said that about a month before her disappearance, Sullivan had discovered that his wife had cut herself with a broken shard of glass and bled heavily throughout her bedroom.DeBose said a more plausible theory was that she stashed the knife in the attic to keep her cutting behaviors furtive, rather than her husband holding onto the murder weapon for two years, when he could have easily disposed of it at any time.DeBose also said his client's wife engaged in erratic behavior, including the cutting, as well as substance abuse, and frequently disappeared from home without notice. DeBose said she'd previously talked to her father and friends about leaving Sullivan and their two children.On the night of Oct. 13, 2014, DeBose alleged she simply left the home and never returned.Lindberg told jurors that the victim never contacted anyone after Oct. 13 and never touched about ,000 she transferred from the couple's joint account to her personal bank account shortly before her disappearance.The Sullivans' marriage was spiraling over financial issues and her affair with another man, leading the couple to start sleeping in separate bedrooms, she said.When Sullivan arranged for his mother and sister to move into the Liberty Station home on Oct. 13 to begin caring for their children, his wife contacted an attorney to secure a restraining order to keep her husband's family out of the home, Lindberg said.In addition to being angry over his wife's cheating and her attempts to obtain a restraining order, the prosecutor alleged Sullivan also feared she might take his children in the impending divorce.The marriage was "speeding toward a conclusion that (Sullivan) did not like" and "his back was against the wall. He had to do something to stop her, so he did," Lindberg told the jury.After Oct. 13, 2014, one of the victim's friends, who knew she was planning to leave Sullivan, couldn't reach her and reported her missing.Sullivan did not report her disappearance, but Lindberg noted he did go to a store the morning of Oct. 14 to purchase a single item: carpet cleaner.Investigators searched the home in 2014, when it was still a missing persons case, and found an empty freezer in the garage, Lindberg said, but nothing that could lead to an arrest.A former San Diego County deputy medical examiner who helped conduct the autopsy testified that the victim's decomposition was more consistent with someone who had been dead for one to two months.Lindberg said the most probable explanation is that Sullivan utilized the freezer to hide the body, which accounted for the delayed decomposition, while DeBose countered that theory was mere speculation."Unable to communicate through science and through their doctors that her body was frozen, the People are asking you to take a leap of faith," DeBose told the jury.The prosecutor said a police cadaver dog alerted officers to the presence of a dead body in Sullivan's garage during the 2016 investigation, which she said indicated the body had been hidden in the freezer there and was recently moved.The defendant was arrested in 2018 at his home in Delaware and extradited to San Diego. 4887

SAN DEIGO (KGTV) — At least two sailors who helped fight the fire aboard the USS Bonhomme Richard at Naval Base San Diego have tested positive for COVID-19.The two sailors tested positive after exhibiting symptoms, according to U.S. Navy spokeswoman Lt. Cmdr. Nicole Schwegman.
