Las Colinas Detention Center is getting accolades for their progressive design in Architectural Digest Magazine.The women's Santee facility opened in August of 2014. It has no bars, barbed wire. There's lots of palm trees, flowers and grass, all taken care of by the inmates. Here, they say, is opportunity to change your life."I was a month and a half pregnant when I got arrested, so I spent my whole pregnancy in jail, I gave birth in jail, she's with my parents, she's almost four years old," Kanya Arredondo said of her daughter Danya.She was locked up for a 5 year sentence for transporting illegal drugs."I missed everything, her first words, her first walking...I get 2-3 visits per week with her on the video screen," at Las Carolinas Kanya says they have a "Facetime machine".She said the atmosphere at the new facility allowed her to have a connection with her daughter, and the deputies who encouraged her to change.She's been taking classes, learned English and is on the Dean's List. She has a job ready when she gets out in 34 days."I don't ever want to come back to this place, even though, it's jail, and a lot of positive things came out of here, I still don't want to come back, at least as an inmate," she said she volunteered to start a Spanish book club to help other inmates follow her path to rehabilitation.Another inmate, Holly Combs, transitioned from the old facility to the new one as well."It's like a fight or flight situation... It's amazing how the trauma you just got used to it," Holly said referring to fights and drugs overtaking the cells.She said it all started when she lost her brother during a robbery. She felt responsible and turned to drugs, landing her behind bars. "My behavior started changing, i started taking every class, I take college courses here I'm on the dean's list and have a 4.0," she said.Her life changed when she came to Las Colinas' new facility."It just took someone to believe in me you know?" Holly said. She's out in about 50 days and has a job ready on the outside."There's a lot of programs here, if you want it you can have them... I could cry, I owe a lot to this place I really do.. I didn't think I could change and the whole way I think is different now." She said.According to the Sheriff's Department, inmate on inmate violence has been reduced by 56% since the new location opened.  2413

Large U.S. employers saw their smallest health care cost increase in more than two decades due to COVID-19, and workers may benefit from that next year, according to the consulting firm Mercer.Patients stayed home and out of doctor’s offices this year to avoid the global pandemic, and that led to an average 1.9% cost hike for companies with 500 or more employees, Mercer found in a national survey.Those employers were expecting a 3.5% increase, said Beth Umland, Mercer’s director of health and benefits research.The lowest cost increase since 1997 will help many large employers avoid raising deductibles or doing other things to shift costs to workers in 2021, Umland said.Many companies also will spend some of what they saved adding programs that help improve the health of those covered by their plans. That could include expanding telemedicine, improving access to behavioral health care like therapy or adding programs that help people with a specific condition such as diabetes.Large employers pay their own health care claims. They can see fairly quickly if costs fall, unlike small employers that pay a fixed premium for coverage.Those employers may receive rebates for a similar drop in health care use, but they won’t know the extent of that until next year.Employer-sponsored health insurance covers about 157 million people, according to the non-profit Kaiser Family Foundation. 1403

Lawmakers in Florida are tired of the whole "fall back" and "spring forward" rigamarole. So they've approved a bill to keep Daylight Saving Time going throughout the year in their state.It took the state Senate less than a minute Tuesday to pass the "Sunshine Protection Act." There were only two dissenters. (The House passed it 103-11 on February 14.)The bill now goes to the desk of Gov. Rick Scott -- but it's far from a done deal after that,Even if the governor approves, a change like this will literally take an act of Congress.But if all is approved, Floridians -- who'll set their clocks ahead one hour this Sunday when Daylight Saving Time begins -- won't have to mess with it ever again.Florida will then join Hawaii and most of Arizona, the two places that are exempt from the Uniform Time Act of 1966. The Act established the system of uniform Daylight Saving Time throughout the US.A time whose time has passed?Efforts to kill off daylight saving time are nearly as old as the time shift itself. And many of the commonly offered rationales for daylight saving time (yes, it's "saving," not "savings") no longer hold true.For instance, one reason Congress used in enacting daylight saving time is that it saves energy.A 2008 US Department of Energy study reported that daylight saving time reduces annual energy use by only about 0.03%. Las Vegas Police said they received calls about a person with a gun at the Boulevard Mall Thursday evening.No injuries have been confirmed, and no reports of shots fired. The mall was evacuated while officers made sure the person with a gun was not inside the mall. Police told the media during a press briefing that video has been obtained of a person wearing a mask with a long gun. At this time, no one has been arrested. The incident began shortly after 7 p.m. PT.  502
