WASHINGTON, D.C. – Congressional leaders in both chambers have agreed on a COVID-19 relief package that would provide nearly 0 billion in aid.The Senate and House are expected to vote on and approve the bill Monday, sending it to President Donald Trump’s desk for approval.A majority of the aid will be repurposed from money that was already set aside for the CARES Act, the relief bill passed in March. Senate Majority Leader Mitch McConnell says the repurposed funds amount to over 0 billion. The long-awaited aid comes at a time when many Americans are struggling to make ends meet and U.S. hospitals are combating the ongoing surge in coronavirus cases. The deal covers a large swath of issues related to the pandemic and it also includes a .4 trillion government-wide funding plan that would keep the government open through September.Below is a breakdown on what’s included in the bill, based on reporting and statements from congressional leadership.Another round of stimulus checksThe massive bill includes another round of direct payments for qualifying Americans. But unlike the CARES Act, which provided ,200 to many, this bill will provide most adults with 0. Families will also receive another 0 per child. As was the case in the last round of stimulus checks, the size of the direct payments will decrease for those who earned more than ,000 in the 2019 tax year and those who made ,000 or more won’t receive money.Enhanced unemployment insurance benefitsThe bill will stop the sudden expiration of unemployment insurance benefits for millions and add a 0 per week enhancement for Americans who are out of work.Support for businessesThe agreement includes more than 4 billion for first and second forgivable Paycheck Protection Program (PPP) loans, expanded PPP eligibility for nonprofits and local media, and PPP modifications to better serve small businesses, nonprofits and independent restaurants.About billion is dedicated to funding for live venues, independent movie theaters, and cultural institutions.Around billion is also included for targeted grants through the Economic Injury Disaster Loans program, which leaders say are critical for many small businesses to stay open. The agreement also provides a tax credit to support employers offering paid sick leave.Education and child careThe agreement provides billion in funding for colleges and schools, as well as billion for child care assistance to help get parents back to work and keep child care providers open.Rental assistanceAbout billion was secured for rental assistance for families who are struggling to stay in their homes. The agreement also extends the eviction moratorium until Jan. 31. It was set to expire at the end of the year. The Washington Post reports that President-elect Biden could extend the deadline further once he's in office.Vaccine distributionNow that two different COVID-19 vaccines have been issued emergency use authorization by the Food and Drug Administration (FDA), Congress is allocating funds to distribute doses. The Post and CNBC report the bill would provide billion for distribution efforts and billion to assist states with coronavirus testing.A total of billion was also secured for GAVI, the international vaccine alliance.“The package provides billions in urgently need funds to accelerate the free and equitable distribution of safe vaccines to as many Americans as possible as soon as possible, to implement a strong national testing and tracing strategy with billions reserved specifically for combating the disparities facing communities of color, and to support our heroic health care workers and providers,” said Speaker of the House Nancy Pelosi and Senate Minority Leader Chuck Schumer in a joint statement.Nutrition assistanceAbout billion was secured for SNAP and child nutrition benefits to help relieve the ongoing hunger crisis that leadership says has left up to 17 million children food insecure.Transportation aidThe bill will reportedly provide billion for the nation’s transportation industry, with at least billion for airline payroll assistance, billion for transit systems and billion for highways. 4225

WASHINGTON (AP) — The U.S. Supreme Court on Tuesday has, for now, stopped the once-a-decade head count of every U.S. resident from continuing through the end of October.President Donald Trump’s administration had asked the nation’s high court to suspend a district court’s order permitting the 2020 census to continue through the end of the month. The Trump administration argued that the head count needed to end immediately so the U.S. Census Bureau had enough time to crunch the numbers before a congressionally mandated year-end deadline for turning in figures used for deciding how many congressional seats each state gets. 637

WELLINGTON, Fla. - Golf courses and grade-schoolers don’t always go hand in hand but for one 6-year-old in Wellington, it’s a perfect match. The first-grader in question is Brian “Little B” Kelley. He has a long list of hobbies, but at the top of the list is golf.“Every night I have dreams about golf,” said Kelley. He picked it up from his dad, Brian “Big B” Kelley, an admittedly average golfer. The two spent plenty of weekends watching pro golfers on TV before Little B could even talk. Little B caught the bug, big time.“I just watch the pros and learn it,” he said.It mystified the adults around him, including his dad who said, “ next thing you know he’s got this amazing swing that I want.”There’s more to this story than a kid with a ton of talent, "Little B’s" parents Brian and Elizabeth are open about his adoption in Kansas City six years ago when he was three weeks old.“He was five pounds at a month old so I had him in the palm of my hand,” said Big B.His mom, Elizabeth Kelley, describes him as the gift that keeps on giving.“It just is incredible and yes he’s got an incredible talent with golf but that’s not the thing that makes him special, it’s him and who he is,” she said.A focused flexible and driven athlete, his caddy Chris Arbour says he brings an "X factor" to the game and that’s become a priority.“Be kind to people,” is the way Little B describes it.Arbour said, “I’ll be his friend for the rest of my life if he lets me.”He says it’s already made him a better person. And it can't be ignored for Little B, it made him quite the player. He’s ranked 24th in the world with US Kids Golf, 3rd in the Southeast Region, and 4th in the state. If you ask him though he’ll tell you having fun is number one. This story was first reported by Chris Gilmore at WPTV in West Palm Beach, Florida. 1821

WASHINGTON, D.C. – President-elect Joe Biden will nominate Pete Buttigieg to be his secretary of transportation, the campaign confirmed on Tuesday.Biden formally introduced Buttigieg as his pick to run the agency at an event on Wednesday. According to Biden, if confirmed, Buttigieg would become the first openly gay person to serve in a cabinet position. In his remarks, Buttigieg said he would strive to improve America's crumbling infrastructure and shared stories of growing up in Indiana with ambitions to be an airline pilot."Travel in my mind is synonymous with growth, with adventure — even love. So much so that I proposed to my husband Chasten in an airport terminal. Don't let anybody tell you that O'Hare isn't romantic," Buttigieg said. At 38, Buttigieg falls under the "millennial" generation and would also be the first person of that generation to serve in the cabinet. As head of the Department of Transportation, the 38-year-old would likely play a large role in accomplishing Biden’s goal of passing a sweeping infrastructure bill, which has been pitched as a major job-creator.“Mayor Pete Buttigieg is a patriot and a problem-solver who speaks to the best of who we are as a nation. I am nominating him for Secretary of Transportation because this position stands at the nexus of so many of the interlocking challenges and opportunities ahead of us. Jobs, infrastructure, equity, and climate all come together at the DOT, the site of some of our most ambitious plans to build back better," Biden said.Buttigieg has already made history. During his recent run for president, he became the first openly gay major party candidate to win delegates. The former presidential candidate helped Biden solidify the Democratic nomination when he dropped out of the race before Super Tuesday and endorsed the former vice president, consolidating the moderate vote against progressive Sens. Bernie Sanders and Elizabeth Warren.A long criticism of Buttigieg during the campaign was that he didn't have experience in the federal government. Some say this sort of cabinet position could give him the experience to run for the White House again at a later date. 2170

WASHINGTON, D.C. – The U.S. House of Representatives has passed a historic bill that would federally decriminalize marijuana use.The Marijuana Opportunity Reinvestment and Expungement Act (MORE Act) was approved by a 228-164 margin on Friday.Specifically, the MORE Act would remove cannabis from the list of scheduled substances under the Controlled Substances Act and eliminate criminal penalties for anyone who manufactures, distributes or possesses pot.The MORE Act, officially called H.R.3884, would also establish a process to expunge convictions and conduct sentencing review hearings related to federal cannabis offenses. The MORE Act would make several other changes as well.Under the bill, statutory references marijuana would be replaced with the word cannabis. The legislation would require the Bureau of Labor Statistics to regularly publish demographic data on cannabis business owners and employees. The bill would establish a trust fund to support various programs and services for individuals and businesses in communities impacted by the war on drugs. A 5% tax on cannabis products would be imposed and require revenues to be deposited into the trust fund. The bill would make Small Business Administration loans and services available to entities that are cannabis-related legitimate businesses or service providers. The MORE Act would prohibit the denial of federal public benefits to a person on the basis of certain cannabis-related conduct or convictions, as well as ban the denial of benefits and protections under immigration laws on the basis of a cannabis-related event.Lastly, it would directs the Government Accountability Office to study the societal impact of cannabis legalization. The passage of the MORE Act marks the first time a full chamber of Congress has even taken up the issue of federally decriminalizing cannabis.Although the House has approved the progressive bill, it will likely face tough opposition in the Senate, which is led by Republican Senate Majority Leader Mitch McConnell. Though, if Democrats are able to win the two runoff elections in Georgia, they would take control of the Senate in 2021 and the MORE Act would stand a better chance at becoming law.Federal law still prohibits the use of cannabis, but recreational marijuana is slowly being legalized on the state level in parts of the U.S. A total of 15 states have legalized pot for recreational use, but laws about possession, distribution and concentrates differ. 2479
