BEIJING, Jan. 19 (Xinhua) -- Chinese Vice Premier Li Keqiang Wednesday urged advancing the nation's health care reforms against all odds in 2011.Li, who heads the State council's leading group on health care reforms, made the remarks while presiding over the eighth plenum of the group.The meeting discussed work agendas in 2011, plans for piloting public hospital reforms, guidelines on training General Practitioners (GP) and other topics.Li said health care reforms had made great headway since they were launched one year ago, and people had received tangible benefits from the reforms. Li called for advancing the country's medical reforms against all odds during the meeting held in the capital city on Tuesday. Li urged improving the health insurance system so that people with major diseases would receive better financial protection.Also, Li stressed streamlining the centralized procurement and distribution of essential medicines so that the medicine system covered most government-sponsored grass-roots health institutions.China began implementing the essential medicine system in 2009 in a bid to reduce costs for patients. Essential medicines are heavily subsidized so hospitals can sell them at their cost.Further, Li urged training grass-roots medical personnel, and staff the nation's 50,000 grass-roots medical institutions with a certain number of GPs so patients would have easier access to medical services.In the public hospital reforms, Li said priority should be given to county-level hospitals that served 900 million people. Capacity building of county-level hospitals was pivotal to improve the affordability and accessibility of medical services.

BEIJING, Nov. 14 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged more efforts be made to accelerate economic restructuring to achieve sustainable development amid concerns of global uncertainties."The global economy is still facing great uncertainties and has not shaken off the deep impact of the financial crisis", Li wrote in an article Xinhua received Sunday, calling for "deep understanding" of the proposal for national development in the next five years.The Communist Party of China (CPC) Central Committee's Proposal on Formulating the 12th Five-year Program (2011-2015) on National Economic and Social Development was issued on Oct. 27 after it was adopted at the Fifth Plenary Session of the 17th CPC Central Committee, which ended Oct. 18.The imbalance of the overall world economic recovery remains and trade protectionism is on the rise, Li wrote in the article while calling for correct understanding of both domestic and international situation.Further, Li warned of the potential damage that will be caused by some governments' excessive debt, noting that some major economies continue their expansionary monetary policies and are pumping enormous liquidity into markets to boost their economic recovery, which may spur turbulence in the global financial market and push up commodity prices.Additionally, the inflow of hot money will affect emerging economies, he said."The world economy is growing slowly and the structure of global demand is changing, which puts new pressure on China in its efforts to stabilize and expand exports and maintain a stable and relatively rapid economic growth," Li wrote.The next five years will be crucial for building a moderately prosperous society in an all-round way, he said."The transformation of the economic development mode brooks no delay, and the key for the transformation is to achieve it at an accelerated speed and with practical effects," he said.Only by transforming the development mode can problems of imbalance and unsustainability be resolved, Li said.The government will work to boost domestic demand, consumption in particular, as a long-term strategy to maintain healthy and stable economic development and transform the economic development pattern, he wrote.It is imperative to keep investment at an "appropriate growth rate" and encourage private investment to expand domestic demand, he said.Efforts should also be made to promote balanced urban-rural development and scientific innovation to upgrade industries.Li said China will also move ahead with "vigorous but steady" political reform while pushing forward economic restructuring.The government will reduce its intervention in economy and let market play the role in resource distribution, Li wrote. He also called for stepping up fiscal and taxation reform and strengthening financial supervision to prevent systematic financial risks.The country will open more fields to the outside and enhance opening up in the inland area, he said.He also called for participation in global economic governance and regional cooperation, speeding up the implementation of free trade zone strategy and opposing trade protectionism, so as to push for the development of a just and rational international economic order.

BEIJING, Dec. 29 (Xinhua) -- Senior Communist Party of China (CPC) official Li Changchun has called for Chinese people to take a serious attitude to their work, while praising the accomplishments of a renown train driver.Li, a Standing Committee member of the Political Bureau of the CPC Central Committee, made the remarks Wednesday after meeting with Li Dongxiao, a veteran train driver.Li Dongxiao, who has worked in the railway sector for 22 years, is widely known as China's first high-speed train driver, and the man who trained the country's first team of high-speed train drivers.Li Dongxiao, 40, also helped to write a high-speed rail driving manual."It took China five years to achieve what other countries had only acheived after decades of hardwork, and generations of railway staff had worked diligently to realize the goal... Li Dongxiao is an outstanding representative for them," Li Changchun said.Li Changchun said Chinese people should learn from Li Dongxiao's belief in serving the country and its people, and his hardworking and innovative spirit.

  

BEIJING, Dec. 26 (Xinhua) -- With a series of measures being adopted to curb price spikes, the Chinese government is confident of keeping prices at a reasonable level, Premier Wen Jiabao said Sunday morning."Inflation expectations are more dire than inflation itself," Wen said, urging people to remain confident and government agencies to act to stabilize prices.The premier made the remarks while answering a listener's question during a radio broadcast by China National Radio.The consumer price index (CPI), a main gauge of inflation, rose to a 28-month high of 5.1 percent year on year in November, according to government statistics.Food price rises contributed to 74 percent of the CPI growth for the month.Wen said the country had a good agricultural supply base which gave the government confidence that it could stabilize prices.In a bid to control inflation, the government has also increased the bank reserve requirement ratio six times and lifted interest rates twice this year, he added.Further, authorities have introduced a package of measures including cutting fees for transportation of agriculture products and intensifying the crackdown on food price speculation.The overall price level, especially of major consumer goods, has now begun to drop, Wen said.

  

BERLIN, Jan. 7 (Xinhua) -- Visiting Chinese Vice Premier Li Keqiang met with German President Christian Wulff on Friday to upgrade relations between the two countries.Li said China-Germany relations have been achieving new progress in recent years, particular last year when bilateral trade is expected to exceed 140 billion U.S. dollars, about one third of the total trade volume between China and the European Union (EU).Noting that China always views its ties with Germany from a long-term strategic point of view, Li said that his visit is aimed at further advancing the bilateral relations, which will face new opportunities in the new year.Chinese Vice Premier Li Keqiang (L) meets with German President Christian Wulff in Berlin, Germany, Jan. 7, 2011.The two sides should deepen cooperation in traditional areas, expand the scale of mutual investment and create sound environment for fair competition for enterprises, Li added.With Germany as China's largest source of technology in Europe, he said that it is beneficial for both countries and the world to see a combination of the German technology and the enormous Chinese market.Li said relations between Beijing and Berlin are of global significance, and that better coordination between China and Germany on important international and regional issues will also bring development and prosperity to the world.The German President said that his country attaches great importance to and admire China's development, which is viewed by Germany as an opportunity rather than a threat.He agreed that the two countries should strive for a closer strategic partnership based on mutual trust.Both China and Germany are playing important roles on issues like maintaining world peace, countering terrorism and improving international financial and monetary systems, Wulff said, adding that Germany is willing to strengthen cooperation with China on the world stage such as in the G20 (Group of 20 major economies).The German President also stressed the importance of cultural and educational exchanges between the two countries and said that the two sides should also strengthen cooperation in technology and innovation.Wulff said he is glad to hear that China has agreed to be the partner country of the Hanover Fair 2012, the world's biggest industrial fair. He said the trade fair will offer an opportunity for China to showcase its development, especially its clean energy technologies.Li responded that there is great potential for Sino-German cooperation in areas such as clean energy, adding that China wants to learn from Germany's advanced technology and management expertise and join hands with Germany to develop the new energy markets.China wants to use the opportunity of the Hanover Fair to strengthen high-tech cooperation with Germany, he added.
