CORONADO (KGTV): Five trees at Coronado's Spreckels Park may need to be cut down before they fall down.The trees, all of them Sugar Gum Eucalyptus, are either at "High" or "Moderate" risk of failure, according to an arborist's report presented to the City Council last week.One tree, the one deemed the highest risk, is already scheduled for demolition. That will happen Tuesday, starting at 6 am. That tree is in the Northeast corner of the park.The other four will be monitored, including two trees with branches that hang over the children's playground.The city hired West Coast Arborist to study all 95 trees in the park after a pine tree collapsed in September.City Code gives the Department of Public Services the authority to decide which trees should or should not be cut down. According to the rules, trees will be removed if they present, "a condition that is hazardous, are in declining or poor health and the condition cannot be corrected by pruning or any other means."Since 2010, the city has removed nine trees from the park. Congress passed a bipartisan bill to address the opioid epidemic, and this week the president signed it into law. It's one of the few things that brought Democrats and Republicans together.“Opioids is definitely an issue where there's a lot of bipartisan agreement,” says Republican strategist Brian Bartlett. “We saw the Senate pass their version 99-1. The House also overwhelmingly passed legislation back in June the first time around to address this issue.”Democratic strategist Brandon Neal agrees, saying the issue of opioids is a bipartisan issue affecting everyone.On average, a person dies from an opioid overdose every eight minutes, according to the CDC.“Right now, we're in a point in our society where every average person, everyday person, is affected by this,” Neal says. “So, one pill kills.”The impact of the problem is so big, it forced both political parties to come together to pass a bill that will boost programs to treat addictions, keep a closer eye on prescriptions and promote research to find new drugs that are not as addictive.“I think the next step is to start enacting some of the changes this legislation offered, because in a lot of ways, this was a comprehensive bill, but we need to see what's going to be most effective and what works,” Bartlett says.Just this week, there was a small glimmer of hope. Cycling legend Lance Armstrong will pay the United States million for using performance-enhancing drugs while the US Postal Service was paying millions to sponsor his team, according to the US Department of Justice.The lawsuit accused Armstrong of violating his contract with the US Postal Service and committing fraud by misleading the USPS and the public when he denied using performance-enhancing drugs, known as PEDs, according to the release from the Justice Department.Armstrong's denial influenced the USPS decision to continue sponsoring the team in 2000, the Justice Department said. CLEVELAND, Ohio — A 10-year-old boy has been arrested and charged in the fatal shooting of his stepmother in late September, Cleveland police announced on Friday.According to authorities, Shavonne Willis, 36, was shot multiple times in the 3200 block of East 121st Street. When police arrived, the woman's 10-year-old stepson was found at the scene with no injuries. He was originally considered a victim in the case, according to police. 461
