SAN DIEGO (KGTV) — If you’re still holding on to a mail-in ballot, return it using a method other than the U.S. Postal Service at this point.That’s the recommendation from many election experts after a ruling this week by the U.S. Supreme Court.In California, mail-in ballots have to be postmarked on or before November 3, but they can be received by county officials up to 17 days late and still count. That’s one of the most generous buffers of any state.But in about 30 states, the deadline for receipt is November 3. Ballots that arrive after will be tossed out, even ballots that were postmarked well before Election Day.The latest Supreme Court ruling dealt with a case out of Wisconsin, which had an Election Day deadline for ballot receipt set by state lawmakers.A lower federal court sided with the Democratic National Committee and ruled the deadline for receipt should be extended because of the pandemic. An analysis by the Wall Street Journal found it took an average of 10 days for a piece of first class mail to reach its destination in Wisconsin.But the Supreme Court ruled Monday 5-3 that state lawmakers should have the final say on this question, not the federal courts.“That could have tremendous implications across the country because it suggests that the Supreme Court is going to defer to even strict rules that could have the effect of limiting the counting of certain ballots,” said legal analyst Dan Eaton.Wisconsin is one of about 30 states with this deadline that ballots have to be received by Election Day, along with Pennsylvania and Michigan; two states with similar cases still pending.Voters in those states are being urged to drop off ballots at official collection sites, not at the post office, or vote in person.“This ruling does put pressure on people to make sure that their ballot is received in time,” Eaton said.Eaton said concurrence opinions by Justices Brett Kavanaugh and Neil Gorsuch offer clues about how the high court could rule in other election-legal fights, particularly when Amy Coney Barrett joins the court. SAN DIEGO (KGTV) -- Inclement weather beginning Monday and lasting through Thursday will bring cooler temperatures and rain to San Diego County amid a busy travel season. The first of a series of storms is set to arrive Monday, bringing rain and snow to the county. A second storm is due to bring another round of moisture Christmas night through Thursday. Between the two storm systems, light showers will occur, according to the National Weather Service. The first round of storms are forecast to dump as much as an inch of rain along the coast and in the mountains. SAN DIEGO (KGTV) — It's the final countdown for the San Diego Zoo's remaining panda bears.The zoo has launched a three-week farewell celebration for 27-year-old giant panda Bai Yun and her son, 6-year-old Xiao Liwu, before the two are repatriated to China this spring. SAN DIEGO (KGTV) - In the wake of the Florida tragedy, the weapon used by the shooter - the AR-15 - is once again in the spotlight.RELATED: Florida shooting suspect to plead guiltyRolando resident Wendy Hauffen bought her first AR-15 five years ago."The magazine holds 10 rounds just like a standard handgun because in California, we're limited to 10 rounds," said Hauffen.Hauffen, a member of San Diego County Gun Owners, says state requirements actually make an AR-15 slower to load than a handgun. With the required so-called bullet button feature, gun owners need a tool like an allen wrench to release the magazine.But anti-gun violence advocates say the rifle is still more dangerous than a handgun."It's designed to be more accurate. It's designed to project a bullet faster and more lethally," said Ron Marcus, Director of Public Outreach for San Diegans for Gun Violence Prevention.Starting last year, state law extended the assault weapons ban to include the sales of the AR-15 with the bullet buttons. Owners can still keep their AR-15s, but they have to register the gun with the state by June."If a gun is used in a crime, we need to be able to know how it got into the possession of the person who has it," said Marcus."I don't think it's going to be effective at all...the law-abiding citizens are following the law," said Hauffen.
