"To that end, and effective immediately, we are prohibiting the use of the carotid control hold by all CSU police officers. Additionally, no CSU police officer will receive or participate in trainings that teach the carotid control hold."The task force's recommendations are organized around six pillars: Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Officer Wellness and Safety, Community Policing and Crime Reduction, and Training and Education.The chiefs also committed to looking for ways to incorporate those concepts into the training and certification provided by the California Commission on Peace Officer Standards and Training. SAN DIEGO (CNS) - A pedestrian was struck and killed by a BNSF freight train at the Old Town Transit Station in San Diego, authorities said this morning.Officers responded to the station, in the 4000 block of Taylor Street near Congress Street, at 9:25 p.m. Friday and found the victim dead at the scene, according to Deputy Brian Abraham of the San Diego County Sheriff's Department.The age, gender and name of the victim were not disclosed.Anyone with information about this incident was asked to call the sheriff's department at 858-565-5200. 553

SAN DIEGO (CNS) - Authorities today publicly identified a U.S. Border Patrol agent who fatally shot a Mexican national last month during a scuffle just north of the international line in San Ysidro.Ryan Gonsalves, a nine-year member of the federal agency who is assigned to its Imperial Beach station, opened fire on 30-year-old David Angel Villalobos-Baldovinos early on the evening of Oct. 23 near Las Americas Premium Outlets mall on Camino De La Plaza, according to the San Diego Police Department.The events that led to the deadly gunfire began about 5:45 p.m., when Villalobos-Baldovinos allegedly tried to enter the United States illegally and was confronted by Gonsalves, SDPD Lt. Andra Brown said.When the agent tried to detain Villalobos-Baldovinos, a struggle broke out. During the fracas, the lawman shot the suspect once in the upper body.Gonsalves suffered minor injuries during the fight, Brown said. SAN DIEGO (CNS) - Military officials today publicly identified a U.S. Marine who was fatally injured in a weekend training accident at Camp Pendleton.Staff Sgt. Joshua Braica, 29, was behind the wheel of a MRZR tactical vehicle that overturned Saturday at the military station north of Oceanside, according to Maj. Nicholas Mannweiler of U.S. Marine Corps Forces, Special Operations Command. Two other Marines suffered minor injuries in the crash.Braica, a critical-skills operator with 1st Marine Raider Battalion, was airlifted to Scripps Memorial Hospital La Jolla, where he succumbed to his injuries Sunday evening.The Sacramento native enlisted in the Marine Corps in July 2010 and served as an intelligence specialist with 1st Battalion, 4th Marines, and with Marine Aircraft Group 36.Braica deployed to the Pacific Command area of operations with the 13th Marine Expeditionary Unit in 2011, and to the Indo-Pacific Command region with 1st Marine Raider Battalion in 2017.His military decorations include a Navy and Marine Corps Achievement Medal, two Good Conduct Medals, a National Defense Service Medal, a Global War on Terrorism Expeditionary Medal, a Global War on Terrorism Service Medal and three Sea Service Deployment Ribbons.He is survived by his wife and son. 1284
