BEIJING, Dec. 3 (Xinhua) -- During the 11th Five-Year Plan period (2006-2010), China spent 3.26 trillion yuan on social security, an annual increase of 17.6 percent, the Ministry of Finance (MOF) told Xinhua Friday.Wang Jun, vice minister of the MOF, said in the 2006-2010 period, the social security expenditure from the central government stood at 1.4 trillion yuan (210.19 billion U.S. dollars), which was 2.1 times the expenditure in the previous five years.As the improvement of civil welfare is a crucial component of the harmonious society China is pursuing, financial authorities at all levels should continue to raise investments in social security when making the 2011 fiscal budget and plans for the 12th Five-Year Plan starting from 2011, Wang said.

MOHE, Heilongjiang, Jan. 2 (Xinhua) -- Some 42,000 tonnes of crude oil had as of 5:48 a.m. Sunday flowed through an oil pipeline linking Russia's far east and northeast China, 24 hours after the pipeline began operating, a spokesman for the Chinese operator of the pipeline said.The pipeline, which originates in the Russian town of Skovorodino in the far-eastern Amur region, enters China at Mohe and terminates at northeast China's Daqing City.A total of 1.32 million tonnes of oil is scheduled to be transported to China through the pipeline in January, said a spokesman for Pipeline Branch of Petro China Co., Ltd. (PBPC), the operator of the Chinese section of the pipeline.The 1,000-km-long pipeline will transport 15 million tonnes of crude oil from Russia to China per year from 2011 until 2030, according to an agreement signed between the two countries. Some 72 kilometers of the pipeline is in Russia while 927 km of it is in China.

BEIJING, Dec. 24 (Xinhua) -- China's health care reform funds - 850 billion yuan (126 billion U.S. dollars) over three years - were mainly used to build a basic medical insurance system for urban and rural residents, said Minister of Finance Xie Xuren Friday.Xie made the remarks at the 18th session of the Standing Committee of the 11th National People's Congress (NPC), a bimonthly session that began Dec. 20 and will end Dec. 25.The government in April 2009 unveiled a 850 billion yuan three-year plan for national health care reform.With the funds, the government promised universal access to basic health insurance, the introduction of an essential drugs system, improved primary health care facilities, equitable access to basic public health services and a pilot reforms for state-run hospitals.Chinese lawmakers attend a meeting of the 18th session of the Standing Committee of the 11th National People's Congress (NPC) in Beijing, capital of China, Dec. 24, 2010. AMMAN, Dec. 25 (Xinhua) -- Jordan and China on Saturday signed an economic and technical cooperation agreement under which China provides the Arab kingdom with 4.5 million U.S. dollars to implement development projects.The agreement was signed by Jordan's Minister of Planning and International Cooperation Jafar Hassan and China's Deputy Minister of Commerce Chen Jian, who was in Jordan for an official visit.Hassan commended the bilateral distinguished tie, voicing thanking and appreciation for the grant from the Chinese government, according to a statement issued by the ministry.The minister stressed Jordan' keenness to develop ties with China, adding that the bilateral ties witness distinguished development in all political, economic and cultural fields.The minister added that the signing of the agreement represents the two countries' keenness to foster bilateral ties in different fields, especially in light of current regional and international circumstances.The Chinese official expressed China's commitment to continue to provide technical and financial support to Jordan in different fields.According to the ministry, China's support to Jordan in loans and grants from 2009 to2010 stood at 119.5 million U.S. dollars.
