BEIJING, Nov. 20 (Xinhua) -- Chinese Premier Wen Jiabao on Friday congratulated EU's top leaders elected on Thursday, vowing to further boost China-EU all-round strategic partnership.     Wen made the remarks in his meeting with a group of EU diplomats including former French Prime Minister Jean-Pierre Raffarin and Hungary's ex-Prime Minister Peter Medgyessy, who were here to attend a China-EU forum.     The Belgian prime minister was unanimously elected on Thursday as the first full-time EU president and Britain's EU Trade Commissioner Catherine Ashton as EU foreign policy chief.     "As a strategic partner of the EU, China congratulates the leaders elected and feels glad for that," Wen said.     Calling EU as an important pole of the world, Wen said the EU integration would help the 27-nation bloc to play greater role in international affairs.     He called for courage and insight of political figures of both sides, as well as support from various circles of the society to deepen China-EU relations.     "The Chinese government is ready to cement trust and deepen cooperation with EU to promote bilateral all-round strategic partnership," he added.     Some of the EU representatives told Wen both the EU and China shoulder great responsibilities in the world globalization. The two sides should not only properly settle issues in bilateral ties but also jointly respond to major global challenges such as climate change.

BEIJING, Nov. 5 (Xinhua) -- Senior Chinese official Li Changchun Thursday called for reform and innovation in promoting the development and prosperity of the country's animation industry.     Li, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remark during his visit to the first China Animation and Cartoon Arts Exhibition held in Beijing.     Li said the animation and cartoon arts has played a very important role in enriching people's cultural lives and cultivating new economic growth area.     The country's animation industry is standing at a crucial point, Li said, urging practitioners in the industry to work hard and continue reform and innovation to push for the development and prosperity of the industry. ZHENGZHOU, Nov. 10 (Xinhua) -- Chinese President Hu Jintao has urged to establish and improve the mechanism of democratic self-governance of villages that can both secure the Communist Party's leadership and safeguard villagers' rights.     In a recent written instruction, Hu called on local officials to make efforts to improve the grassroot governance mechanism in rural areas in line with the basic conditions of the country.     Other leaders including Vice President Xi Jinping have also made similar instructions.     In a meeting on Tuesday in Zhengzhou, capital of central China's Henan Province, Li Yuanchao, head of the Organization Department of the Communist Party of China Central Committee, urged officials to study the leaders' instructions.     The building of grassroot governance organizations in rural areas must be strengthened, and the village-level democracy and self-government mechanism must be further improved, Li said.

BEIJING, Nov. 15 (Xinhua) -- Early and heavy snow storms in north China have killed 32 people, destroyed nearly 300,000 hectares of winter crops, and caused nearly 7 billion yuan (about one billion US dollars) of direct economic losses as of 2 p.m. Sunday, according to the Ministry of Civil Affairs.     The death toll did not include those who died in snow-caused traffic accidents, the ministry said. Ten died in Hebei Province, 12 died in Henan Province, and others in provinces of Shanxi, Shandong and Shaanxi.     As of 2 p.m. Sunday, more than 9.6 million people were affectedly snow storms, and 166,000 people had been evacuated from their homes or stranded vehicles jammed on the roads.     More than 15,000 buildings collapsed, the ministry said.     Heavy snow storms began to fall on Monday in northern and central Chinese provinces, including Hebei, Shanxi, Henan, Shandong, Hubei and Shaanxi, and Ningxia Hui Autonomous Region.     Beijing also experienced heavy snow, but no deaths have been reported so far.
