(KGTV) - People who live and work around Carmel Mountain are having their patience tested by a road work project.San Diego Public Works began laying new asphalt on a two-mile stretch of Rancho Carmel Drive on Monday this week and so far it’s been three days of congestion for those who have to drive through the area.“This is insane,” said one driver who had been waiting for over an hour on connecting to go a few blocks.Several people told 10News they had been in traffic for up to two hours in a quarter-mile span because of the road work.In a statement SDPW wrote:In response to the increase in traffic, we have sent one of our traffic engineers to the site to assess how the traffic control can be improved to reduce the traffic impacts of the work. We want to apologize to all those that were impacted by the traffic. We expect that this particular stretch of work should be completed today, and the remainder of the paving work on Rancho Carmel Dr. should be done within a week or two, with final striping to follow.SDPW says crews will work 7 a.m. to 3 p.m. and they plan to have the Rancho Carmel Dr. project done by April 20. 1183

(KGTV) — Starting next year, military veterans will not have to pay adoption fees at California animal shelters, according to a new law.Senate Bill 245, introduced by Senator Ling Ling Chang, was signed by Governor Gavin Newsom, Chang's office said Friday. The bill calls on the state's animal shelters to waive adoption fees for military veterans. “This is a big win for veterans and shelter animals,” said Chang. “Our brave heroes deserve the same happiness, and I’m glad we can reduce the barriers for bringing together veterans seeking companion animals and pets in need of a home.”Under the law, shelters will confirm a veteran's eligibility using California's current "veteran" driver's license designation.SB 245 goes into effect Jan. 1, 2020.Chang's office touts the measure will greatly impact the state's two million veterans, some of who struggle with Post-Traumatic Stress Disorder and would benefit from having an animal companion.“As the saying goes, a dog is a ‘man’s best friend.’ When I’m home my four-legged companions are a part of my family. Buster and Pepper bring me joy and laughter and I benefit from the positive effects of their companionship," Chang said. 1190

A "major explosion" was reported Sunday night by the BBC in the English town of Leicester, causing damage to a convenience store and killing at least four people. Four other people remain in the hospital, and one of those four had serious injuries, according to the BBC. Rescue efforts continued Monday.It is unknown exactly what caused the explosion but law enforcement officials told the BBC that, "At this stage there is no indication this is terrorist related."Search and rescue teams were working to find and remove wounded victims from the explosion. Several roadways in the area have been closed as police converged on the area. Photos posted on social media show flames reaching into the sky from the explosion. (KGTV) - Several big rigs overturned Wednesday along Interstate 15 in San Bernardino County as strong winds whipped through Southern California. Three trucks were pushed onto their sides by powerful gusts on both sides of the freeway. Video from KABC showed a truck moving through lanes, only to have winds lift the back wheels off the ground. Traffic backed up as Caltrans crews and California Highway Patrol officers worked to clear the scene. There was no immediate report of any injuries. Update #2: SB I-15 at Sierra.
