One of the positions President-elect Joe Biden will reportedly be looking to fill when he takes office will be a new NASA administrator.According to Aviation Week & Space Technology, current NASA chief Jim Bridenstine said that he would step down from his position with the space agency even if Biden asked him to stay.Bridenstine told the magazine that he based his decision on what's best for the space agency, not for "partisan reasons."Bridenstine continued by saying that the next administrator needs to have a "close relationship with the president" and be "trusted by the administration," the magazine reported.Bridenstine added in the article that he doesn't think he'd be the right person under a new administration.According to NASA's website, the former Oklahoma congressman was appointed by President Donald Trump and took the NASA job in 2018.Bridenstine said he hasn't thought about what his next career step will be, Aviation Weekly reported. 965

OCEANSIDE, Calif. (KGTV) --The man accused of crashing into a car in Oceanside while under the influence, killing three people and injuring three others appeared in court Tuesday for a preliminary hearing. Mason Fish is accused of driving under the influence during the February 5 crash. Oceanside Police say he ran a red light on South Coast Highway at Oceanside Boulevard and crashed his Toyota Tacoma into a Mazda, killing three woman and injuring three others. Petra Arango, 40, of Oceanside; Rufina Rodriguez, 74, of Fallbrook; and 56-year-old Eloina Arango, of Mexico, were identified as the victims. A 13-year-old girl, who neighbors and friends call Kelly, was ejected from the vehicle and seriously injured. Aquilino Arango Ojeda, 82, of Fallbrook; and 43-year-old Rey David Velasco Herrera, of Oceanside, were in the front seats of the vehicle and also seriously injured. Arango Ojeda and the young girl have since been released from the hospital.RELATED:New details emerge in deadly Oceanside crashDriver arrested in deadly Oceanside crash had suspended license, DMV records showAt least three dead in Oceanside car collision, police sayFish's defense attorney claimed he just found out his grandmother died and was driving to the beach to clear his head, before going to class at a local community college.Meanwhile, the deputy district attorney said Thursday that investigators found cocaine in Fish's wallet.DMV records showed Fish's driver's license was listed as suspended or revoked on Jan. 26, 2019, and that he had been involved in three prior crashes on Dec. 23, 2017; Jan. 25, 2018; and Sept. 5, 2018.According to Fish's defense attorney, Fish was unaware his license was suspended. He added, in regards to the crashes, that Fish "tapped" a car at a red light and was sideswiped. The judge Tuesday found that there is sufficient evidence to send the case to trial. He is due back in court August 20. Anyone with information about the crash is asked to call Oceanside Police at 760-435-4431.A GoFundMe has also been set up to help the family with funeral and medical expenses here. 2108

Nursing homes are facing a new mandate for COVID-19 testing.Officials at the Centers for Medicare and Medicaid Services (CMS) say if they're not doing it, they'll be fined 0 a day or over ,000 for each instance of noncompliance. The government says nursing homes need to do widespread testing of residents and staff if any resident shows symptoms or tests positive.Nursing homes will also be required to test staff more often, depending on the virus activity in the area. The Trump administration says it is giving facilities .5 billion to help with costs.Nursing homes continue to raise concerns about the cost of this testing and additional expenses like personal protective equipment and additional staffing due to the pandemic. The mandate also comes as their sources of revenue have changed along with the number of residents declining. With the added costs and revenue change, LeadingAge, the association of nonprofit providers of aging services, is hearing from some of its members that they may be forced to close. At least one nursing home in Rhode Island has had to do it already. Others are looking at the possibility of having to consolidate or alter the services provided.Nursing homes get paid through Medicaid, Medicare and private payments. According to a Kaiser Family Foundation analysis of Certification and Survey Provider Enhanced Reports data, nationwide 62 percent is paid through Medicaid, 26 percent is paid through private payments and 12 percent is paid through Medicare.Post-acute care through Medicare is a big revenue source for nursing homes. That means you're coming out of the hospital and need to rehab for a few weeks in a nursing home."With elective surgeries being closed down, there is no steady flow of residents who need that level of care. That's been cut off entirely," said Katie Smith Sloan, President and CEO of LeadingAge.Sloan says they need those elective surgeries to start up again everywhere to fill that gap in revenue lost as a result of the pandemic. The most recent survey from insurance company Genworth Financial finds the national median cost for a private room at a nursing home is more than 0,000 a year.Depending on your financial situation, you may start paying this and then have Medicaid start paying later.Leading Age says they haven't heard from their members that they'll be increasing prices because of the financial challenges they're facing."Nursing homes charge what the market will bear, and I don't think the market can bear much more than that," Sloan said. "I mean 0,000 a year is a lot of money for an individual living in a nursing home. It's a lot of money because it costs a lot to operate a nursing home."LeadingAge looked at nursing home closures right before the pandemic started. It found more than 500 closed since June 2015. Some of these closures were because of low occupancy. Others were because of not getting enough money from Medicaid. This story has been updated to include more information regarding costs facing nursing homes and how nursing home payments work. 3071

Now that it's clear that sexual violence is a problem, the creator of #MeToo would like the conversation to change. The names of perpetrators don't matter anymore, activist and writer Tarana Burke said. It's time to focus on the systems that allow sexual violence to flourish."There will always be a new person," she said. "I want to keep the conversation going, but it needs to progress." 396

Now that the conventions are over, what will happen next with the campaigns? RALLIES & TRAVEL TO SWING-STATESIn-person rallies in arenas do not appear to be happening this election season. While Democrats have been skeptical about them for months, President Donald Trump's team has also accepted the reality of the pandemic in recent weeks. That does not mean an end to travel however. "The one thing I can guarantee you is the president will continue to travel to these states," Marc Lotter, a longtime aide to Trump and Vice President Mike Pence, said. For now, Trump is planning on holding stops at airports, like today's visit to New Hampshire. Campaign aides also say he is open to more in-person visits to places like diners. As for the Biden campaign, they are committed to virtually campaigning -- for now. "We are keeping our supporters, our staff safe, but we are still getting the vice president’s message out to voters," TJ Tucklo told Scripps National Political Editor Joe St. George recently. However, during a virtual fundraiser on Thursday, Biden hinted about getting out to swing states after Labor Day in a responsibly way. 1155
