On March 3, 2020, polls will open at 7 a.m. and close at 8 p.m. Below are several of the measures and propositions on the March 2020 ballot: Proposition 13Prop 13 authorizes bonds for facility repair, constriction and modernization at public preschools, K-12 schools, community colleges and universities. The hotel tax hike would fund a convention center expansion, homeless services and infrastructure improvements. The tax increase would raise the city’s transient occupancy tax from 10.5 percent to as high as 15.75 percent in certain areas. Supporters say it could raise billion over 42 years. Those opposed argued the measure should be placed on the November 2020 ballot, when voter turnout is expected to be higher. SAN DIEGO (KGTV) -- The man police say hit and killed a pedestrian on a South Bay road in late July has been arrested.According to police, Carlos Franco, 20, turned himself in to investigators Tuesday and was booked into jail for vehicular manslaughter.San Diego Police on July 30 received a report of a crash on Del Sol Boulevard and Dennery Road at 7:03 a.m.RELATED: Pedestrian hit, killed on south San Diego street  Police say Franco struck a 66-year-old man, who was crossing the street at the time of the crash. The man, who hasn’t been identified by police, was pronounced dead at the scene.Following the crash, Franco stayed on scene. Police say drugs or alcohol weren’t factors in the crash. 712

SAN DIEGO (KGTV) -- The City of San Diego is resuming its enforcement of all parking regulations this month.From Wednesday, July 1, through July 14, the city will issue written warnings for vehicles parked in violation of:-- Posted street sweeping routes-- Metered parking restrictions-- Curb time limits-- Commercial zonesCitations will continue to be issued for vehicles parked illegally at red, white and blue painted curbs. Drivers are encouraged to follow posted signage when looking for a parking space.Starting Wednesday, July 15, citations with fines will be issued.On March 16, the city suspended citations for vehicles violating street sweeping, metered parking, time limits and yellow commercial zones due to state and San Diego County stay-at-home orders amid the COVID-19 pandemic. 802

SAN DIEGO (KGTV) - Sunday, doctors revealed President Donald Trump is taking a steroid, called Dexamethasone, as the latest medication for his coronavirus treatment."We just don't know what's going to happen next, things are very unpredictable," Dr. Christian Ramers, Chief of Population Health at Family Health Centers, said.Ramers has seen thousands of COVID-19 patients and says the disease has two phases, virus production and inflammatory. He said the shift generally happens seven to ten days in."Once things kind of shift, the damage actually comes more from the immune system's response than the virus itself," Ramers said, which is why a steroid like Dexamethasone is prescribed."Where it showed a decrease in mortality was in people who already required oxygen or if they were even sicker than that and were on ventilation," said Ramers, citing a study.Sunday, doctors stated the president received oxygen Friday before being taken to Walter Reed Medical Center, but said his oxygen levels only dipped to 94% and 93%. Normal levels are 95% and above.Ramers said studies show if you give the steroid too early or to someone who has a mild case, it could cause harm. "If you dial down the immune system too early or in a case that is really mild, you might have the opposite effect you're looking for," Ramers said.There's also a list of side effects."If you use them for a chronic basis or for more than a couple of days there is a long list of things it can cause. They can make your bones thinner, it can give you high blood sugar, diabetes, it can make people have trouble sleeping," Ramers said.With the president, as in any case, Ramers said we need to keep watching, "watching very carefully to what's happening day by day, it's going to be very important especially in this 7-10 day period because things could take a turn at any moment."Ramers said there are experimental coronavirus drug trials coming to San Diego, click here for more information or to sign up. 1988

SAN DIEGO (KGTV) -- The Grossmont Union High School District is investigating an Instagram page reportedly used to rate female students. According to a spokesperson for the district, officials were recently alerted about the page’s existence, which reportedly rates the studnts based on certain features. Based on information shared with 10News, the posts rate young girls on looks and personality, among other categories. A parent within the district also posted in a Rancho San Diego neighborhood watch group on Facebook about the page.
