Body cam footage from Goodlettsville, Tennessee police shows officers interacting with a drunk Steven Rowe two hours before he crashed his car head-on into a car full of teenagers.Footage recorded at 1:30 a.m. on Jully 28, shows several officers confront Rowe outside Silverado's, a bar in Goodlettsville. Officers comment on how intoxicated Rowe appears to be. He's slow to respond to questions and seems confused about where he parked his car and has lost his keys.Rowe thinks somebody has stolen his car, but police tell him he's too drunk to make a report."You've got to have a place to go before we arrest you for a PI (public intoxication)," one officer said.Rowe, 28, died at the scene of a crash on Highway 40 at the southeastern edge of Greenbrier before 4:00 a.m. on July 28. He drifted over into the opposite lane of traffic and struck a Honda Element head on.Inside that car were four young people, all 18 or 19 years old. Erica Tackett, Chase Hampton and Perry and Marlie Ford were all in that car. All sustained serious injuries and were taken to the hospital, Marlie Ford by helicopter.  1130

BONSALL, Calif. (KGTV) — Friday marks one year since the devastating Lilac Fire tore through northern San Diego County. More than 100 families lost their homes in the fire."Everything seems different,” said Bonsall resident Marci Grihalva. “I don't know what it is, but it's almost surreal.”Staring out at the landscape, Grihalva surveys her neighborhood."I think everyone was just really surprised how fast this fire went. It was just here,” she said.Grihalva lives in the Rancho Monserate community. It’s just west of the Interstate 15 in the Bonsall area. Last year, the Lilac Fire turned her home and most of her neighborhood to ash."If I think about it, what I lost, it's almost too much,” Grihalva told 10News. “I just can't handle it. It's too hard; it's too hard.”The homes in Rancho Monserate were some of the first to go. Grihalva said she and her husband watched the destruction on television. In the end, 114 homes were destroyed, 55 more damaged, and 45 horses died.Following the fire, the County of San Diego issued a fire response report. It breaks down the sequence of events and focuses on response efforts. The report also highlights successes and offers recommendations on how to be better prepared."The county is constantly improving,” said Holly Crawford, director of the county's Office of Emergency Services. “What we do here in my office is we don't just learn lessons from our own disasters, we look at disasters that happened elsewhere.”Team 10 asked Crawford about each of the recommendations listed in the report and whether or not the county is moving forward with them. BREVARD COUNTY, Fla. — A Florida woman has been arrested after she allegedly beat and strangled her newborn twins to death, claiming she didn't know she was pregnant before she gave birth. Rachael Lynn Thomas, 30, told law enforcement that she gave birth to the boy and girl newborns on the toilet, according to WFTV. She said that the infants later died. An autopsy report released on Tuesday revealed that there was more to the babies' deaths than Thomas' story.According to police, Thomas called 911 from her home on Sunday "in reference to an unresponsive newborn." Thomas said she left work that morning after feeling sick. When she got home, she says she went to use the restroom and gave birth on the toilet, according to reports.Police said Thomas cut the baby boy's umbilical cord with a pair of scissors, placed him inside a blue shirt and began "cleaning up the mess," according to the arrest warrant."Baby John Doe" was pronounced dead at the hospital.When investigators went to Thomas' home, they say they found the body of a newborn girl in the trash can in a carport. Police say that it appeared as though she had tried to conceal the body with trash. Detectives say that the infant's umbilical cord was wrapped around her throat and that an object was lodged in the back of her throat. "Baby Jane Doe" was pronounced dead at the scene.According to reports, Thomas claims she didn't know she was pregnant and said that she continued to have her period until this month.Detectives said that the newborn twins suffered severe blunt force trauma to their heads.Investigators said Thomas told them “they were both dead and she got scared,” according to WFTV.Thomas was arrested on Monday afternoon and charged with child neglect and one count of tampering with evidence. On Tuesday, the charges were upgraded to one count of first-degree murder, two counts of felony murder and two counts of aggravated child abuse. Thomas has two other children.
