ESCONDIDO, Calif. (KGTV) - The Old Palomar Hospital on the eastern edge of downtown Escondido could be redeveloped into hundreds of new homes and thousands of square feet of commercial, recreational and office space.In a letter to the city, developer Integral Communities says it wants to turn the site into a 450 homes, and 5,500 square feet of commercial spaces. The project could serve as a new gateway to downtown and add some much needed foot-traffic to Grand Avenue. Some businesses were closed Wednesday despite this being the midst of holiday shopping season. Beth Stevens, who owns the Vinklectic boutique on Grand Avenue, said she would welcome the project and the crowds it could bring. "I think new development is a good thing for everyone," Stevens said. Other business owners, however, said they are concerned about the project's increased traffic. But Rorie Johnston, who heads the Escondido Chamber of Commerce, said downtown needs to become more walkable. "The more you can slow people down, the more you can keep people in an area longer, the more possibility you have to engage with them," she said. Integral reached a deal with Palomar in February to buy the site for million. Palomar moved most of its services to its new hospital in west Escondido in 2012, making the older hospital available. It still offers cancer treatments, mental health services, and has office facilities at the downtown site. A hospital spokesman says it expects to stay in the downtown location through March 2020. ENCINITAS, Calif. (KGTV) - A dog owner is sharing her story after she says a neutering procedure turned into a month-long nightmare.On the morning of February 21st, Brigitte Yvon dropped off 2-year-old Yellow Lab Davie at her veterinarian in Encinitas to be neutered. Hours later, she got a call saying everything went well and she picked up her dog early that afternoon. For the next nine days, Yvon tended to him. Davie kept whimpering and trying to get at his back, but Yvon thought it was part of the recovery from the neutering. Yvon then noticed something on Davie's back."Fur was matted. Skin was raw and bleeding in places," said Yvon.She used a clipper and found more of the same under the fur. She took him to another vet, who shaved his back to reveal third-degree burns across his back. "They told me to prepare for what I was about to see. I was horrified and devastated," said Yvon.Yvon brought photos to the original veterinarian."He did apologize and admit responsibility," said Yvon. She says he didn't go into detail, but pointed to saline bags used to warm up and regulate body temperature during and after the procedure. Yvon says he agreed to pay for treatment. Yvon says the veterinarian has since filed a claim with his insurer.For Davie, the treatment has included surgery and several rounds of antibiotics. For Yvon, there have been plenty of sleepless nights. She has this message for other pet owners: Ask questions and educate yourself on the most basic of procedures.Yvon asked us not use the name of the vet, because her only goal is to increase awareness of the risks. Experts suggest asking your veterinarian how they warm up animals when anesthesia is used. Devices like warming blankets with temperature alarms are considered safer.The veterinarian who performed the procedure issued the following statement: "While I would like to respond with an accurate account of what transpired, it is my professional responsibility to respect client confidentiality. When this client called with a concern I responded immediately. I worked with her to identify how to move forward with his healing. We provided treatment for the wound and care for the pet and consulted with specialists and offered the best options, and the client was not charged. We understand that pets are part of the family. We want to make sure that our clients receive the highest level of care available. We are truly glad to hear that Davie is doing well and expected to have a full recovery and hope he has a long and happy life." 2539

European scientists say they have caught a rare fish they describe as a "living fossil."According to the BBC, scientists for the European Union's Institute for Sea and Atmosphere captured a 5-foot long frilled shark in the waters off the coast of southern Portugal.Frilled sharks are rarely seen by humans, and typically live thousands of feet below the ocean's surface. This particular shark was caught at a depth of 2,300 feet.According to Fox News, there have only been three recorded sightings of frilled sharks in the past 10 years. The fish was spotted twice near the coast of Japan in 2007 and 2017, and in Australia in 2014.  671

ESCONDIDO (KGTV) -- Escondido police arrested a man with prior criminal convictions Thursday after they found him passed out in his vehicle wearing a ballistic vest and loaded rifle magazines in his front passenger seat. He also had other weapons and police gear he'd allegedly stolen from a law enforcement officer in San Diego, authorities said.According to a release from Escondido Police Department, officers found the man after a caller reported him passed out around 1:10 a.m. outside the 7-Eleven on West Ninth Avenue. The caller said the man was likely under the influence of drugs and did not respond to attempts at waking him.When officers arrived on scene, they recognized the man as 30-year-old Thomas Vann, who has prior criminal convictions. He was wearing a ballistic vest with loaded rifle magazines that were "plainly visible" on the front passenger seat.Officers were able to wake Vann and detain him. They searched his vehicle and found four fully loaded rifle magazines, 126 rounds of rifle and shotgun ammunition, and stolen police gear, including a tactical vest, a duty belt, a medical kit, and handcuffs. Officers determined the police gear was stolen Wednesday from a law enforcement officer in San Diego. They also found 392 grams of methamphetamine and 78 grams of heroin.Vann was arrested and booked into the Vista Detention Facility on numerous drugs, weapons, and stolen property charges. 1426

ENCINITAS, Calif. (KGTV) — Encinitas officials announced a "one-of-a-kind" crosswalk has been placed across Coast Highway 101 in downtown.Officials say the artistic crosswalk featuring surfboard shapes and waves spans across the highway at G Street and took two years of coordination between city staff and City Council to put together. The city says the crosswalk will improve walkability and bring more public art to the area.Artist Steffen Vala, whose work has appeared around the globe and been featured by Apple, Marvel, and other big brands, was commissioned for the crosswalk."The iconography of surfboard shapes is a nod to each surfer's 'magic board,' unique to them like their fingerprint. Juxtaposing this individualism is a unifying tidal wave laid out like the ocean's fingerprint that connects all the surfboards. This symbolizes the unifying, collective, 'party wave' we are all riding and our love in protecting the environment while celebrating our differences," the city said in a release.The city says the crosswalk is the longest decorative crosswalk of its kind and first one across a historic highway. 1132
