SAN DIEGO (KGTV) - Another San Diego driver has come forward, after she got hit with a late fee despite paying her parking ticket early.In early November 2019, Pamela Moes parked on Thomas Avenue in Pacific Beach and went for a walk on the beach. She was parked in a street sweeping zone."A truck blocked the 'No Parking' sign when I parked, but it's no excuse. I knew the rules," said Moes.Moes likes have things taken care of quickly, so she went home and mailed out a check for .50 that afternoon.RELATED: North Park driver hit with late fees after paying parking fine earlyA few weeks later, she got a notice from the city: they hadn't received her payment and she would soon be delinquent. She stopped payment on her first check, drove to the Parking Administration office downtown, and paid for the fine in person."I thought everything was taken care of. Now I really don't have to worry about anything," said Moes.She was wrong. In late December 2019, she got another notice from the city. The ticket was paid, but she had been hit with a late fee of . "I was angry and frustrated because I paid for it in person!" said Moes.Turns out when the processing center in Inglewood couldn't deposit the check she stopped payment on, a late fee was assessed, even though she was already paid in full."How is this happening? They have to be talking to one another. There has to be some communication," said Moes.Moes is hardly alone. Last week 10News reported on a North Park driver named Stacy, who paid her fine early — a week after Moes paid hers — and also got hit with the same late fee. The city at that time blamed delays on processing with new equipment and "connectivity issues" at the Inglewood facility.Moes has since made a final payment for the late fee so she could be done with it.10News reached out to a city spokesperson about Moes' case, along with a list of questions about the overall issues and the number of people impacted. A spokesperson says they've begun looking into it and will release a response.The city released the following statements in the previous story: "Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments.Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ..." 2897

SAN DIEGO (KGTV) - Customers at two Walmart stores in the North County say they received hundreds of dollars in fake bills.Last Thursday night, Billy Wagner went to the Walmart on Center Drive in San Marcos and cashed out a ,000 money transfer from a friend on the east coast."Watched the lady count the money on the counter three times," said Wagner.On the same night - and about five miles away in Escondido - John Whittingham stopped by the Walmart Neighborhood Market on East Valley Parkway to cash a check, receiving four 0 bills. "You won't believe it. These two 0 bills are counterfeit. We marked them, and they're not coming in," said Whittingham.Meanwhile, Wagner's bills were also raising suspicions."I couldn't them unstuck to count them," said Wagner. It was extreme disbelief," said Wagner, who filed a report with the sheriff's department.He says there was disbelief, partly because the counterfeit bills look very real except for a few differences."There is no watermark on the fakes. They are also less gritty when you touch them," said Wagner.Of course, the identical serial numbers give the fakes away. 10News compared the bills received by both men, and those fake serial numbers matched. Questions linger. Where did the money come from? How many other customers got the bills? And how did the money slip past Walmart's safeguards?"I never figured going into Walmart, counterfeit money would be floating," said Whittingham.Whittingham did get his money back from Walmart. SAN DIEGO (KGTV) — Construction has started on Mission Valley's first public elementary school.The new preschool through 5th-grade campus at the corner of Via Alta and Civita Boulevard will serve residents living in the Civita residential development. Families living in the Mission Valley and Fashion Valley neighborhoods will also make use of the new school.The campus will feature classrooms with roll-up doors that open to the outside for 1st- through 5th-grade students; dedicated play areas for preschool, kindergarten, and 1st- through 5th-grade students; "makerspaces" for students; and an indoor-outdoor multipurpose facility.San Deigo Unified School District provided a virtual walkthrough of the campus here."With more significant growth planned in the area, we must prepare for the influx of new families and students," said Dr. John Lee Evans, Board of Education President. SAN DIEGO (KGTV) - County health officials are encouraging local women to get vaccinated for "whooping cough" amid a possible epidemic.The county says pertussis, commonly known as "whooping cough," could turn into a possible local epidemic based on historical patterns."It’s critical for pregnant women and people who come into close contact with young infants to get vaccinated," Wilma Wooten, County public health officer, said. "Newborns are very susceptible to whooping cough because they are too young to be fully vaccinated. It is vital for pregnant women to be vaccinated in the third trimester to give protection to their unborn infants."So far in 2018, there have been 56 confirmed cases of pertussis.RELATED: This app says it can help you stay flu-freeLast year, San Diego County recorded at least 1,154 cases, the highest of any county in California. Wooten said the high numbers were partially attributed to reporting methods."Pertussis activity in our region appears to higher than the rest of the state, but much of this is due to the excellent detection and reporting of this potentially deadly disease by San Diego pediatricians and family physicians," Wooten said.Pertussis is a cyclical disease that peaks every three to five years, according to health officials.
