SAN DIEGO (KGTV) — There have been 137 community outbreaks reported in San Diego County since June 1, according to San Diego County health officials.Since March 25, the county has reported 164 community outbreaks that have resulted in 1,220 coronavirus cases:March: 3April: 16May: 8June: 34July: 93August: 10County officials broke those numbers down from June 1, 2020, to Aug. 4, 2020, where the majority of community outbreaks have been reported at restaurant/bar and business settings. See the data below:The county adds that community outbreaks between June and August from business, restaurant, and restaurant/bar settings have resulted in a total of 212 cases in June, 508 cases in July, and 48 cases in August.On Wednesday, the county reported 30 community outbreaks, much high than the county's trigger of seven in a week.Even though a restaurant or restaurant/bar is linked to a community outbreak, County Public Health Officer Dr. Wilma Wooten says that doesn't mean a business is failing to adhere to public health orders.RELATED: San Diego County Board approves plan to allow businesses to operate at county parks"It may not mean there's anything going on wrong at the restaurant or at the restaurant/bar," Wooten said. "Most of our outbreaks we do deploy an assessment team and if they are restaurants, the Department of Environmental Health has taken that role until, as of Tuesday, when that will now be under the (county) compliance program."Wooten said investigators visit a reported business and make sure they are adhering to signage, social distancing, face covering, and sanitation measures.The county has said in the past it doesn't name locations where a community outbreak was traced to in order to encourage businesses to cooperate with COVID-19 case contact tracers. 1799

SAN DIEGO (KGTV) -- The San Diego Blood Bank is still dealing with a convalescent plasma shortage. The plasma can be used at local hospitals to help fight COVID-19, but donations from gay men could be turned away if they don’t meet certain requirements.The donation restrictions received national attention after talk show host Andy Cohen says he was turned away from donating the plasma for being gay.The local blood bank explained the restrictions to ABC 10News. The blood bank’s chief medical officer, Dr. Mark Edmunds, says the restrictions are in place by the FDA. He says the FDA actually eased some of the restrictions in April of this year, which was an update from a 2015 change. The FDA says the guidelines exist to protect the safety of the blood and plasma supply.In April, the FDA provided the updated guidelines to allow for a larger donor pool in response to the COVID- 19 pandemic. Before the guideline modifications, a gay man could only donate blood if he abstained from sex for a year. Now, the abstinence time frame is three months.Similar changes were made for people who recently received tattoos or piercings or for travel and residences deferrals related to malaria.Dr. Edmunds says there are studies happening right now to see if and how the donor pool can be expanded even further.The blood bank adopted the FDA’s new regulations on July 31st. SAN DIEGO (KGTV) - The woman accused of running over her neighbor during a domestic dispute in Chollas View pleaded not guilty Friday. San Diego Police said Tantrina Spencer-Simmons, 24, was beating her 8-year-old sister with a belt on the 200 block of 47th Street Wednesday. Spencer-Simmons’ 50-year-old neighbor, James Shank, tried to stop her but she put the girl in her SUV. 10News spoke to Shank's wife, Zena Salsbury at her home before the arraignment. She said the incident started when she witnessed her downstairs neighbor, Spencer-Simmons beating her little sister with a belt. As a double amputee, Salsbury could not go downstairs to stop it so she asked her husband to make sure the girl was safe. Salsbury said Spencer-Simmons hit Shank with her car and ran over him before driving away. RELATED: Police: Woman arrested after running over neighbor in Chollas ViewProsecutor, Brian Erickson said the entire incident was captured by MTS Trolley Station video cameras. "You can literally see as the victim is basically cast out from behind the car, the car lurches over and drives off," Erickson said. "She doesn't stop, doesn't hesitate, and literally takes off."Salsbury told 10News her husband now has a broken nose, shattered pelvis, punctured lung, and may need his arm amputated. He is still sedated, undergoing several more surgeries this week. Erickson said Spencer-Simmons turned herself in and was arrested on Market Street. Her bail was set at million. Shank's family has set up a GoFundMe account for their unexpected medical expenses. 1568

  

SAN DIEGO (KGTV) — The San Diego Registrar of Voters is revising down its expected turnout numbers for the March primary from earlier projections. With an estimated 290,000 ballots still outstanding as of Thursday evening, turnout is now expected to fall between 47 and 52 percent of the county's registered voters. This means turnout will look similar to 2016's primary, which had about 50 percent participation. Original projections in January from the Registrar of Voters showed expectations of turnout between 55 and 60 percent. That number was revised in February to between 50 and 55 percent."It looks like turnout in this primary is about what it was in 2016 in San Diego," said professor Thad Kousser, department chair of the UC San Diego political science department. "We didn't see the spike we were expecting."However, Kousser points out that using turnout percentage can be misleading. Because of California's new Motor Voter law, there are more than 300,000 more registered voters in San Diego County than there were in 2016. Therefore, a matching 50 percent turnout would actually mean tens of thousands of new voters cast ballots in the 2020 primary. 1173

  

SAN DIEGO (KGTV) -- There is road rash on his forehead and a smile on his face. "Just hangin' in there, man."Julio Vazquez is in a hospital bed at U.C.S.D. Medical Center in Hillcrest, his broken leg in a cast from above the knee to his toes.  "The pain I have is in my right leg.  Once I move it, it's a crazy pain, really bad. My right rib, one is broken and when I raise my voice, it hurts really bad."It was Sunday night about midnight in Ocean Beach. He had pulled over to assist a stranded couple on the shoulder of Sunset Cliffs Blvd.  The Ocean Beach man was trying to help start their white Lexus when another car slammed into them. The impact peeled back the door of the Lexus and propelled Julio into the air, over his own car, and into the ditch.Paramedics were soon on-scene; as his wife and two young children watched.Vazquez was doing a good deed; and paying a price for it.  "Stuff happens. Doesn't make me feel bad. It's just something I do when I see somebody needs help."Now he needs help; could be off work for several months and people are responding.  A GoFundMe page was set up to help offset costs; asking ,000.    "It feels great! Never thought so many people were gonna be helping me: people texting, social media, something surprising."As for the driver who took off, he said,   "If I was in his position, I'd go to the police."Despite the pain and his uncertain future.  "I don't have anger at nobody. There's a lot of types of people, gotta fight it and deal with it but no anger, never."Witnesses said the suspect car might be a green Subaru; likely to have front end damage.  No arrests have been made. 1759
