CHULA VISTA, Calif. (KGTV) -- The man accused of fatally stabbing a man during a road-rage dispute in the South Bay is due in court for pre-trial motions Monday. Rickey Smith, 60, is accused of stabbing 36-year-old Horace Williams to death as Williams sat in his van. According to police, the incident happened on November 27, 2018 along Sweetwater Road. Witnesses told police Smith was following Williams’ van as the two yelled at each other. CHULA VISTA, Calif. (KGTV) It is no secret that restaurants throughout San Diego County have been struggling during the COVID-19 pandemic, but one restaurant in Otay Ranch was forced to close before it ever had its grand opening, just as the pandemic was starting. Hurricane Grill and Wings was supposed to open sometime between late January and early February, but when the pandemic started, it delayed everything. The owner Abu Syed is now getting ready to open the restaurant on Monday, September 28th.The restaurant will open at just 25% capacity indoors and patio seating outdoors. Like so many other restaurant owners, Syed says the landlord did give them a break on rent, but will owe it at the end of their lease. The restaurant is staffed with 32 employees, 16 of them are full-time.In August, the California Restaurant Association projected that close to 30% of restaurants in the state could close for good because of the pandemic. CHULA VISTA (KGTV) -- A frightening scene for any family to witness was captured on video just before Valentine’s Day outside an East Chula Vista gas station. A clip posted to Facebook shows a man screaming racial obscenities at a female customer while the woman he’s with calmly pumps gas into their car.The incident reportedly happened at the Shell gas station at the Village Marketplace in the Eastlake neighborhood of Chula Vista at around 4 p.m., according to the victim.In a Facebook video post, the victim wrote that the man had approached her car and began shouting vulgarities then returned to his car. “No there is nothing done prior to this on my part. No there was nothing wrong that I knew of. No, there was no history," the victim wrote in the Facebook video post."No, I've never seen this couple before. No, there were no words exchanged between us, no eye contact, he just began to spew hateful commentary when he saw me get out to pump," the victim said.Sensing that something may happen, the victim used her cellphone to record the encounter, and that's when the man approached her again.The video shows a man with face and arm tattoos jumping out of the passenger seat of a light colored Nissan Versa hatchback. He approaches the victim’s car while flashing both middle fingers and screaming, “F*** n*****s!”The man then walked up to the victim’s vehicle and spit on the windshield.10News is not identifying the victim for her own protection.According to the victim, the couple drove away after the woman finished pumping gas.“I am beyond grateful that he, for some reason, changed his mind and did not spit on me or put his hands on me,” the victim said.The woman called Chula Vista Police about five hours after the confrontation at the gas station, according to Chula Vista Police Department Captain Phil Collum. Officers took information from the woman and followed up with her Friday to gather more information and documentation, Collum said. They will evaluate the evidence to see if it amounts to a criminal offense. Collum said police do not know the identity of the man seen in the video. “This is highly unusual,” said Collum. CHULA VISTA, Calif. (KGTV) — The Sweetwater Union High School District will allow almost 300 employees to retire early, to balance a budget tens of millions of dollars in the red. "It was in our best interest to work with the district,” President Gene Chavira of the Sweetwater Education Association said. The teachers’ union president said this is part of the district’s "Budget Solutions Plan." They first added two furlough days to all staff this school year. In November, the Board of Trustees also agreed to offer employees who are 50 years or older and have worked for the district for at least 10 years, the option to resign then retire from the district. Eligible staff members were given two options for bonuses: Leave at the end of the year (December 2018) to receive 85 percent of their annual salary, spread over a given number of years; or leave at the end of the school year (June 2019) to receive 60 percent of their annual salary, spread over a given number of years. At the last union election, Chavira said 87 percent of the union members voted for the district’s plan.By Wednesday’s deadline, nearly 300 employees signed up for the early retirement package. One hundred forty-four are teachers, and the rest are either school staff or management. Of the 144 teachers, 94 of them have chosen to leave in December 2018. While some voiced the concern of teachers leaving in the middle of the school year, Chavira said the district employs many capable teachers who are qualified.“If one your teachers was the teacher that left, then someone else is going to take it. And in most cases, it's someone that's already there, who will assume those classes,” Chavira said. While the hope is the change from a seasoned to a potentially less-experienced teacher in the middle of the school year will not affect student success, the district said the finances made sense. According to the current salary schedule, veteran teachers get paid as much as 8,000 a year, compared to new hires at ,000. "In the long run, it's a savings,” Chavira said. Sweetwater Union High School District spokesman Manny Rubio said with this early retirement plan in place, the district will see significant cost-savings.
