SAN DIEGO (KGTV) -- An investigation into the death of 19-year-old SDSU student Dylan Hernandez, who died after falling from his bunk bed after a night of partying, has been completed, University Police said Thursday.According to a case submitted to the District Attorney’s Office, detectives concluded that there was no basis to prove manslaughter charges because “Hernandez’s death was an accident, and there was no witness or autopsy evidence supporting the existence of any criminal activity that was causally linked to Hernandez’s death."“There was no basis to prove hazing charges because there were no injuries upon Hernandez’s body that appeared consistent with hazing, and no evidence of student group activities likely to cause serious bodily injury or death, which is statutorily required to prove hazing," the department continued.Now that the criminal investigation has been completed, the university will conduct an administrative review of the circumstances.RELATED:Autopsy report of SDSU student who died after fall from bed releasedCause determined after San Diego State University student diesSan Diego State suspends 14 fraternities after student is hospitalizedUniversity Police also provided its final report to the Center for Student Rights and Responsibilities as well as Student Life & Leadership for a review of the alleged misconduct.“We continue to send our deepest sympathies to the Hernandez family and to others who cared for Dylan Hernandez,” SDSU Police Chief Josh Mays said. “We have taken great care in our investigation, spending months interviewing witnesses and analyzing information to fully understand what took place during the evening.”In January, an autopsy report revealed that Hernandez died of blunt force injuries to his head, ruling his death an accident.University Police say Hernandez received the injuries after reportedly falling out off his bunk bed. SAN DIEGO (KGTV) -- A South Bay auto parts store owner is trying to weather the economic storm during the Coronavirus pandemic.Rafael Cotero is the proud owner of two Napa Auto Parts stores, one in Otay Mesa and the other in San Ysidro. Auto parts stores and repair shops are considered essential business during this shut down.Cotero worked his way up to become a small business owner.“I started delivering auto parts out of the Napa in National City. [I was] a driver at 19,” Cotero said.He opened the first store in 2018. Several months ago, he opened the San Ysidro location. He was supposed to have his grand opening celebration on March 21st, but then everything changed as the COVID-19 pandemic started to become a reality in San Diego County. The family made the decision to postpone the celebration—a decision that was made before the official stay at home order was issued.“It was tough because you order in this product in preparation. We were going to do hamburgers, hot dogs, [have a] radio station. And all that just halts. It’s not cheap,” Cotero said.On top of that, they have had to cut hours at the stores to make up for lost income. Cotero estimates business to be down at least 50 percent. “I think a lot of people probably don’t know there are Napa franchises… we’re not some big corporation,” he said. His daughter Bianca has seen her parents struggle over the years, but they never gave up.“I saw them still get stronger in their faith and work harder. A bunch of doors closed, but that didn’t stop them,” Bianca Cotero said. The Cotero family is hoping to keep customers and attract new ones. SAN DIEGO (KGTV) - After 20 months of Immigration and Customs Enforcement (ICE) detainment, a Congolese father fighting for political asylum has reunited with his family. The newly paroled father went to a church service in San Diego with his family for the first time since 2017."Constantin has been reunited with his family," Pastor Colin Mathewson of St. Luke's Episcopal Church said. Sunday was Constantin Bakala's first time at church with his family since his parole. In 2017, the former computer engineer took his family and escaped from the Republic of Congo after he said they received multiple death threats by the new government. They somehow made it to San Ysidro to seek political asylum. But there, the family was separated and Bakala was held alone at four different ICE detention facilities on the East Coast. Meanwhile, while his wife Annie and seven children were released in San Diego. Through a French translator, Bakala spoke to 10News."Because of the distance between my detention and family, communication was very difficult," Bakala said. The family's only form of communication was the phone. For months, the Bakalas and their friends fought for reunification. 10News was there as they rallied at an ICE office in downtown San Diego and at church events. Earlier this year, Bakala's first parole request was denied. Five lawyers, 30 volunteers, and 20 months later, Bakala was granted parole. On Aug. 19, 2019, Bakala arrived at San Diego International Airport with a single duffel bag."[It was] pure joy when I hugged and kissed them," Bakala said. His eldest daughter, Marie Louise, could not contain her joy."I am really grateful to God and to all those people who are helping me and my family to be together," Marie Louise Bakala said. She previously told 10News that all she wanted was for her father to be there when she celebrated her 18th birthday. Her wish came true."I'm just really happy because my birthday will be next month, and my dad is here!"The Bakalas' journey, however, is not over. As Bakala adjusts to his new life as a parolee, the family awaits their trial. But now, they have each other.Constantin, Annie, Marie Louise, Emmanuel, Daniel, David, Augustine, Moises, and Joseph are together at last.In his broken English, Bakala told 10News: "I thank everybody who are before me to understand the condition from where I am coming."Constantin Bakala's case has been moved to California. SAN DIEGO (KGTV) – A year-long construction project to improve State Route 163 hit a milestone Tuesday morning with the completion of work on Friars and Frazee Roads.Crews arrived early in the morning, finishing up last minute preps before the big reveal. One noticeably new addition are signal lights put in place to help regulate the flow of traffic.The city also made improvements, like adding lanes on Friars Road. There are four lanes going east and four lanes going west. Changes to the on and off ramps from the 163 onto Friars Road may reduce the confusion and congestion caused by the old traffic pattern. Crews also added sidewalks and clearly-marked bike lanes. “We can separate and have a path for all modes of traffic including foot and bike traffic. So, it will be safer for everyone using Friars Road. SAN DIEGO (KGTV) — A three-year-old girl being evaluated for coronavirus at Rady Children's Hospital has tested negative for the virus.Frank Wicinski confirmed to 10News that his daughter Annabel has tested negative for the novel coronavirus. CDC confirmed the results.Wicinski says he and his daughter will now be returned to MCAS Miramar to finish out their 14-day quarantine.
