SAN DIEGO (KGTV) -- San Diego Gas & Electric this week turned off power to tens of thousands of customers due to high wind conditions, but almost three days into the shutoff, some customers say they’re running out of options and need their power back now.East County resident Cynthia Chisum told ABC 10News, “It isn’t fun. We’ve lived in this house for 45 years. So, I know about power outages. But we’ve never had one of these preemptive power outages.”Chisum isn’t new to red flag warnings and what that comes with, as precautions are taken to make sure everyone stays safe.But this time Chisum is running out of options. Her family has been relying on candles, lamps, and battery powered equipment to make it through. Their big problem is the freezer -- without any power, their food is close to rotting.“We have a freezer full of fish that my husband caught during a fishing trip and we hate for all that to go spoiled,” Chisum said.Chisum said it was windy Wednesday night, but since then it’s been calm. That’s why she believes her power should be restored quickly.SDG&E posted an update on their website laying out their restoration plans, saying “crews are conducting visual inspections of each impacted circuit to determine whether there were any wind related damage before power can be restored.”The utility also said crews are looking for safety hazards such as downed lines, debris or tree branches caught in power lines. If no damage is found, power can be restored quickly.For those impacted by the outages, SDG&E has set up drive-thru resource centers where customers can get water and snacks or charge devices. 1646

SAN DIEGO (KGTV) - San Diego photographers are taking advantage of the serene and luminous glow of the surf this week.Eerie neon blue waves have been seen against San Diego's shore this week, creating some rare photo opportunities for locals. The phenomenon is created when a red tide, which is algae bloom filled with phytoplankton called "dinoflagellates," rolls off waves onto or near the shoreline.The organisms react with a bioluminescent chemical reaction when jostled as a way to warn predators, to lure prey, or communicate within their species. The blue glow can be created by a simple step in the water or crash of a wave.IN SAN DIEGO...The current red tide is being caused by massive numbers of dinoflagellates including "Ceratium falcatiforme" and "Lingulodinium polyedra," according to the Scripps Institution of Oceanography at UC San Diego.Researchers do not know how long this current red tide will last or "the full spatial range of the bloom." SAN DIEGO (KGTV) -- San Diego Police are searching for an at-risk missing man who disappeared from downtown Saturday morning. According to police, 57-year-old William Groves was last seen at the corner of 7th Avenue and A street around 10:25 a.m. Saturday. Groves suffers from seizures and has short-term memory loss due to a traumatic brain injury. Police say Groves is also a dependent adult with no money or medication and is visiting San Diego from Hawaii with his mother. According to police, Groves is known to be friendly and talkative. He is described as five feet, five inches tall with brown eyes, gray and black hair and light skin. Groves was last seen wearing a yellow t-shirt with checkered shorts and a black eye patch. SAN DIEGO (KGTV) -- San Diego police officials have announced the arrest of two suspects in the murder of a security guard who was gunned down outside of an East Village homeless shelter last month.In a release sent Tuesday night, San Diego Police Department Acting Capt. Martha Sainz said homicide investigators were led to two suspects in the case through witness accounts and collected video footage from the area including from Smart Streetlights.The high-quality images obtained from the Smart Streetlights allowed investigators to identify 47-year-old Floyd Garrett and 40-year-old Johnny Hill as the suspects, according to Sainz."On January 4, 2020, investigators tracked Garrett to Phoenix, Arizona where he was arrested with the assistance of the Phoenix Police Department. Garrett will remain in custody in Phoenix, pending extradition hearings," said Sainz.Hill was located in San Diego and arrested by San Diego Police officers Tuesday without incident. He was booked into county jail for the murder.Both men are from San Diego, according to Sainz.Ernest Lee Buchanan, 44, was killed on Dec. 28 outside the Alpha Project shelter on Imperial Avenue. Buchanan was returning from taking a meal break when someone approached him and opened fire. Buchanan was taken to the hospital but died from his injuries a short time later. 1344
