LA JOLLA (CNS) - The city of San Diego will close Children's Pool beach Saturday in preparation of harbor seal pupping season, city officials announced Friday.The city began closing the beach in 2014, spurred by environmental activists concerned that beachgoers were disturbing the young pinnipeds. The city has been tied up in litigation for most of the time since then, dealing with suits from a group called Friends of the Children's Pool and other beach access advocates who claimed the closures violated the state Coastal Act and the federal Marine Mammal Protection Act.In June of this year, a state appeals court ruled in favor of the city, allowing the closures to continue.At the time, beach access advocates threatened to take the complaint to the state Supreme Court, but the matter hasn't moved that far yet.The city opened the beach in 1932 as a refuge for inexperienced swimmers due to a seawall that keeps out oncoming ocean waves. Harbor seals began convening on the beach in the 1990s and have since used the relatively calm beach area to birth and raise seal pups. California Coastal Commission officials have also suggested that the water is unsafe due to the seals and their excrement, offering another reason for residents to stay away from the beach for the next several months.The beach will be closed through May 15, 2019 to accommodate the seals and their pups. City park rangers and lifeguards will monitor the beach throughout the rest of winter and the duration of spring to keep both members of the public and local wildlife safe. 1567

LA JOLLA (CNS) - UC San Diego officials Wednesday were looking into reports that China is cutting off state funding for students from that country who want to study at the school.The concern stems from a Saturday tweet by Victor Shih, an associate professor of political economy at UCSD's School of Global Policy & Strategy, showing an image of a document he said was from the China Scholarship Council giving instructions to students planning to attend UCSD.RELATED: UCSD commencement speaker angers Chinese studentsAn English translation of the document said China's study abroad organizations would no longer process applications from students who have not been granted visas by the U.S. embassy, or scheduled a visa appointment, as of Sunday, according to Shih.Shih captioned the tweet: "China Scholarship Council puts a freeze on all CSC funded scholars to @GPS_UCSD , presumably due to Dalai Lama visit."The action comes three months after the Dalai Lama, who is fiercely opposed by China's communist government, gave a pair of keynote speeches at UCSD's commencement ceremonies. KANSAS CITY, Mo. —  Multiple officials in Leavenworth County, Kansas are urging a county commissioner to resign after the white commissioner told a black woman at a meeting that he was part of "the master race."Leavenworth County Commissioner Louis Klemp made the comments at a meeting about a land-use study on Tuesday."I don’t want you to think I am picking on you because we are part of the master race. You have a gap in your teeth. We are part of the master race, don’t you forget that," Klemp said.  “It affects all of Leavenworth. This has been such negative publicity. It affects us. It affects the city,” Leavenworth mayor Mark Preisinger said. “It’s a stain on our community and it has to be removed.” "I was shocked. I was in disbelief," fellow commissioner Robert Holland said. "He should resign. (KGTV) - Wineries in the East County call themselves "hidden gems," offering San Diegans a chance to get away without having to travel as far as Temecula and other more well known wine producing areas.Granite Lion Cellars in Jamul grows 17 varietals. As they shift operations outside their tasting room, they are taking advantage of being in a wilderness area with a waterfall, trails to explore and picnic tables in the shade.They are family and dog friendly, and have contracted with a number of food trucks to offer food on site, as well as outdoor tastings in a more intimate setting.Miriam Valdez, Granite Lion Cellars' tasting room manager, said, "We are used to telling people about our wines, now we actually have to limit contact." While also struggling to sell more wine, Valdez added, "We are right now maybe 60-70 days out from harvest, and our warehouse is full, so the wine has to go somewhere."Sommelier David Whited said they're offering specials on cases of wine and wine club memberships, in an effort to move inventory.They're also breaking ground on a brand new barrel cave and tasting room in the hope that one day they'll be able to move back indoors.Granite Lion has retained and retrained their staff in order to stay in compliance with all of the sanitation and safety rules.They've also donated wine to the community -- to be turned into hand sanitizer. At one point, when a batch of wine didn't turn out as expected, Whited says five pallets were donated to the Mike Curfey Distillery to be turned into sanitizer for the San Diego Food Bank and first responders. Jeffrey Sandusky, the son of convicted sex abuser and former Penn State football coach Jerry Sandusky, pleaded guilty Friday to all 14 counts of child sexual abuse against him.The Centre Country district attorney's office said the younger Sandusky, 41, entered the guilty pleas a week before his trial was scheduled to begin.The 14 counts included soliciting sex from a child younger than 16 and soliciting child pornography.According to the district attorney's office, Sandusky will become a Tier III sex offender, the highest level in the Commonwealth of Pennsylvania."The charges involve incidents with two girls, one in 2013 and one in 2016.The crimes were uncovered late last year when a girl told her father that Sandusky had texted her repeatedly, asking her to send him naked photos.The father contacted the police, and during the investigation, police discovered another girl, known as victim No. 2, who said Sandusky had asked her to engage in oral sex with him years before.Both victims say Sandusky tried to use different excuses to try to get them to participate, saying at one point that he "had studied medicine" and another time that he believed that Victim No. 1 had shared a nude photo with her boyfriend, and he wanted to see it."This outcome also ensures the victims need not suffer the trauma and re-victimization of testifying at trial and importantly, the defendant will have to comply with strict sex offender registration requirements for the remainder of his life," District Attorney Stacy Parks Miller said.According to the district attorney's office, the terms of Sandusky's plea guarantee that he will serve 3 to 6 years in state incarceration "but allows the judge to impose as much as 4 to 8 years of state prison in her discretion at the time of sentencing."Tier III offenders must register with the state police for life and verify their registration information in person four times a year," according to the Pennsylvania Sexual Offenders Assessment Board.Sandusky's defense attorney could not be reached for comment.The-CNN-Wire 2071
