BEIJING, Jan. 19 (Xinhua) -- Seven Chinese cities and provinces, including the national capital Beijing, will take local officials' water conservation efforts into account when assessing their work performance s in a bid to enhance the enforcement of water management measures.The Ministry of Water Resources has selected seven pilot areas nationwide and asked them to set warning lines for the quantity of water consumption, efficiency of water use and water pollution levels, Bi Xiaogang, spokesman of the Beijing Water Authority, told Xinhua on the sideline of the ongoing annual session of the Beijing Municipal People's Congress, the local legislative body."The officials will be held accountable if they fail to keep any of the three indexes under the warning line, and their annual work performance assessments will also be affected," Bi said.The measures might be included in this year's No. 1 central document, or the first document issued by the central committee of the Communist Party of China and the State Council every year, he said."It was highly feasible to introduce strict indexes in water management, and associate it with officials' work performance assessments, as it could put an end to sluggish enforcement of regulations," said Zhu Jianyue, a member of the municipal people' s congress.The municipal government would begin formulating the specific criteria of the warning lines in March, and the regulation was expected to be enacted by June, Bi said.He speculated that in the future, the government would draw lessons from its experience on fulfilling the five-year energy-saving and emission reduction goal to manage the country's water resources.In that way, the central government would set water conservation targets for municipalities and provinces, which would subdivide their targets to lower levels of governments, he said, adding whether the local government could meet their targets would be seen as a gauge of their performance evaluation.By then end of 2011, China had basically fulfilled its goals of reducing energy consumption per unit of gross domestic product (GDP) by around 20 percent and reducing total pollutant emissions by 10 percent from 2005 levels.In China, the per capita amount of water resources is merely one-quarter of the world's average, while the water consumption per 10,000 yuan (about 1,519 U.S. dollars) of GDP is about a dozen times that of developed countries."

BEIJING, Nov.18 (Xinhua) -- Premier Wen Jiabao's visit to Tajikistan next week will deepen friendly cooperation between China and Tajikistan, said Cheng Guoping, Chinese Assistant Foreign Minister, Thursday."Since the establishment of diplomatic ties between the two nations in 1992, bilateral relations have witnessed steady and sound development with extensive high level exchanges and increasing political mutual trust," said Cheng at a press conference.He said because of the joint efforts by the two sides, cooperation in trade, transportation, communications, electricity and infrastructure had been expanding and fruitful.Total bilateral trade volume in the first 10 months this year reached 1.08 billion U.S. dollars, a 2.5-percent rise from the same period last year, Cheng said.The two countries had also supported each other in major issues of mutual concern and maintained close coordination within multilateral institutions like the UN and the Shanghai Cooperation Organization (SCO), effectively guarding their own interests and making positive contributions to the world peace and development, he said.During the visit, the leaders of the two countries would exchange ideas about bilateral cooperation as well as international and regional affairs.Wen would also attend ninth SCO prime ministers' meeting in Tajikistan's capital of Dushanbe on Nov. 25, said Cheng.He said the SCO member nations were expected to find common ground in promoting regional cooperation, facilitating investment, and enhancing the organization's internal construction.Sun Yongfu, director general of department of European affairs at Ministry of Commerce, who also attended the press conference, said economic cooperation among SCO members had been fruitful due to their close trade links.He said in the first 10 months this year the total trade volume between China and the other SCO states reached 67.9 billion U.S. dollars, up 37.4 percent year on year.Sun said the close cooperation among SCO member nations had made positive contributions to returning the world economy back to growth.

BEIJING, Dec. 1 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Wednesday pledged to cement legislative ties.The pledge came out of talks in Beijing between Chairman of the Standing Committee of the National People's Congress (NPC) of China Wu Bangguo and Chairman of the DPRK Supreme People's Assembly (SPA) Choe Tae Bok.In his opening remarks, Wu said the meeting was his third with Choe this year.The first meeting took place when DPRK leader Kim Jong Il visited China in May. Choe was then a part of Kim's entourage.Wu and Choe then met on the sidelines of an international parliamentary leaders' meeting in Geneva in July."Three meetings in one year reflects our special relationship," Wu said, adding that he expects Choe's visit to boost bilateral relations and ties between the two nations' legislatures.Saying China and DPRK are good neighbors, Wu noted that China-DPRK relations have withstood the tests of changes in the international arena.China-DPRK relations have witnessed significant progress this year, Wu said, citing DPRK leader Kim Jong Il's two visits to China during which Chinese President Hu and Kim reached a number of important agreements.Wu said it is the unswerving principle of the Communist Party of China and the Chinese government to cement and develop friendly ties with the DPRK.China hopes to work with the DPRK to carry out the consensus of their leaders while maintaining high-level exchanges and stepping up strategic consultation, Wu said.Choe hailed China's remarkable achievements of the reform and opening-up and China's modernization drive, expressing hope the Chinese people will make further progress in building socialism with Chinese characteristics.On legislative ties, Wu said the NPC and the SPA play crucial roles in their countries' politics.The NPC hopes to work closely with the SPA on state governance and legal system building while boosting communication and consultation on international and regional parliamentary organizations, Wu said.Choe began a five-day visit to China Tuesday. After spending time in Beijing, he will travel to northeast China's Jilin Province.

  

CHANGSHA, Nov. 28 (Xinhua) -- Central China's Hunan Province began building the country's third National Supercomputing Center (NSCC) on Sunday, where the world's fastest supercomputer, the Tianhe-1A, will be installed. Designed to handle one quadrillion computing operations per second, the NSCC in Changsha will add to the world's eight quadrillion-level supercomputing centers and national labs, said Du Zhanyuan, vice minister of the Ministry of Science and Technology.The new NSCC will be housed in Hunan University in Changsha, capital of Hunan, and the construction is expected to be completed by the end of 2011, said Du.Photo taken on Nov. 28, 2010 shows the effect displaying design of National Supercomputing Center located in Changsha, central China's Hunan Province. BEIJING, Nov. 30 (Xinhua) -- Chinese analysts have refuted criticism that China is not acting responsibly enough to address the recent increase in tensions on the Korean Peninsula.It is evident that China is actively making diplomatic efforts to ease the tensions and pushing for contacts and talks among relevant parties, they said, adding that these facts should not be ignored.John McCain, a senior U.S. senator said China "is not behaving as a responsible world power" in dealing with the Korean Peninsula situation.The U.S. House of Representatives Committee on Foreign Affairs and the House Armed Services Committee has called on China to suspend economic and energy assistance to the Democratic People's Republic of Korea (DPRK) to show the DPRK consequences for its "aggression."China on Tuesday called for a resumption of dialogue and negotiations amid rising tensions on the Korean Peninsula.(China does not control the DPRK, and China's actions are made out of a respect for other sovereign states and humanitarian considerations, said Zhu Feng, professor at Peking University's School of International Studies.United Nations Security Council Resolution 1874 adopted in June 2009 made it clear measures imposed by the resolution upon the DPRK "are not intended to have adverse humanitarian consequences for the civilian population of the DPRK.""There is serious misunderstanding and hostility between the DPRK and the Republic of Korea (ROK). The best solution is to make every possible effort to bring the parties to negotiation to maintain peace," Zhu said."Only with more contact and dialogue can we ease the current tensions and find a solution acceptable to all," Zhu added.As tensions grow, China has proposed emergency consultations be held next month between the heads of the delegations to the Six-Party Talks, Wu Dawei, Chinese special representative for the Korean Peninsula affairs, said Sunday.The analysts also called for calm and restraint to maintain and promote peace and stability on the Korean Peninsula.The series of large joint military drills between the ROK and the United States in the Korean Peninsula region is unprecedented, and the show of force may sting the DPRK and heighten tensions, said Tao Wenzhao, a research fellow at the Institute of American Studies at the Chinese Academy of Social Sciences (CASS).The ROK and the United States conducted joint military drills in March, June, August and September in the ROK and in waters off the ROK coast.
