SAN DIEGO (KGTV) - A local woman says a water meter device in the Midway District has been leaking gallons of water for at least two years, but no one will fix it. She emailed Team 10 investigative reporter Jennifer Kastner after contacting multiple government agencies to report the wasted water. The backflow device sits just off of Sports Arena Boulevard. When 10News visited it last week, it was dripping steady streams of water.“It’s a problem,” says Diane Ang, who works nearby. She says there's so much leaking water, that the surrounding transient population uses the water to fills up their bottles. Containers of shampoo and soap wrappers are scattered around. Ang tells 10News that people bathe in the water. At one point, she says, people grew a garden next to the device because the ground was so saturated with water. “[They had] tomatoes and some other vegetables,” she adds.There's no property tag on the device, so Ang called the City of San Diego at least three times but couldn’t get any help. She filled out multiple requests for assistance on the City’s "Get it Done” website, but there was no resolution. She was told the backflow device might belong to the Navy. She tells us that she made several attempts to get in touch with someone at the Navy. She says she spent at least two or three years trying to get the issue fixed. “No one cares. No one cares,” she adds.10News wanted to know how much water was leaking, so we timed one of the flowing streams using a measuring bucket. What we discovered was that thousands of gallons of water may have been wasted in the last few years. We took our information to Mathnasium of Point Loma. The math tutoring company found that 21,000 gallons would have be lost in one year alone, assuming the water had been leaking at the same rate, continuously. “It’s such a huge waste,” says Ang. 10News contacted the City of San Diego. A spokesperson directed us to the Navy. A weeks ago, we reached out Naval Base Point Loma. This Tuesday, a media spokesperson for Naval Base Point Loma sent us an email which reads, “We appreciate everyone who took the time to bring this leak to our attention. Our Naval Base Point Loma Public Works team is taking action to fix the leak today. Conserving our natural resources is a high priority and is very important to all of us at Naval Base Point Loma. We encourage active participation by contacting us directly at nbpl_pao@navy.mil or use the “Get-It-Done San Diego” app for the City of San Diego. [It] is a quick way for anyone in the community to report service issues (street lights, traffic signals, trash recycling, sidewalks, street flooding, etc.)” 10News verified that the leak has been addressed. SAN DIEGO (KGTV) – A man was arrested in connection with the shooting death of a woman in a Mountain View apartment, San Diego police announced Thursday.SDPD officials said officers responded to reports of a shooting inside an apartment unit in the 4500 block of Imperial Avenue at around 4:30 p.m. Wednesday.Officers arrived and found a woman, later identified as Emily Cortez, with a gunshot wound in her upper torso. She was located on an upstairs walkway of the apartment complex, SDPD officials said.According to police, a man was providing medical aid as officers and emergency medical crews arrived at the scene.Despite life-saving efforts, Cortez, 19, was declared dead at the scene.During their investigation, SDPD Homicide Unit detectives identified the suspected gunman as 18-year-old Jorge Manuel Sanchez and arrested him in connection with Cortez’s death.SDPD officials said Cortez and Sanchez lived in the apartment where the incident occurred, and the suspect and victim were in a relationship.No other information was released.Anyone with information regarding the incident is urged to call the SDPD Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 1188

San Diego (KGTV) -- A local enterprise center for at-risk teens in City Heights is doing what they can to help those struggling during the pandemic. Their weekly food distribution is serving hundreds of people.The Union of Pan Asian Communities, also known as UPAC, works with at-risk teens in the City Heights community. The organization strives to lead the teens on a successful path.“We provide all the mentorship and guidance that we can for these kids to follow the right tracks but employment is such a critical feature,” says Director Dante Dauz.In 2018, the Enterprise Center was created to help the teens gain employment and entrepreneurial skills. The center consists of the “Neighborhood Cafe,” a commercial kitchen, print shop and technology center.“They are prepared to open up their own business,” says Dauz. “They’ve been instructed from top to bottom about what licenses they need, business formation, marketing plan.”When the pandemic hit, Dauz says many people in the City Heights area were in need of food.“This community was already experiencing challenges and barriers before COVID-19 hit.”UPAC distributes 6,000 pounds of food through care boxes every Friday.“In addition to the distribution boxes our cafe also pumps out roughly 1,000 hot meals for the families.”Dauz says the teens serving the families not only get a chance to better their professional skills but also give back to the City Heights community they love.“Food for the next few days isn’t going to solve all their problems but, its definitely going to help,” says Dauz. “We take a lot of pride in being able to do that.”The organization says to ensure there is enough for everyone, they encourage people to call and reserve a donation box ahead of time. 1750

SAN DIEGO (KGTV) — A San Diego judge said Thursday that his recent ruling protecting two strip clubs from California's stay-at-home order extends to all county restaurants.San Diego Superior Court Judge Joel R. Wohlfeil said Wednesday that strip clubs and "San Diego County businesses with restaurant service” cannot get a cease-and-desist order. Thursday, he reiterated his ruling, saying that it applies to all restaurants in the county, not just the strip clubs in question. "The court’s intention is that all businesses which provide restaurant service — meaning all restaurants in the County of San Diego — are encompassed in the scope of the court’s order.
