(AP) — A convicted felon has been charged with abducting two Christian college students and forcing them to perform sex acts on each other at gunpoint after they violated curfew and were locked out of their southwest Missouri campus.Robert Hyslop, 49, of Branson, Missouri, is jailed without bond on charges of kidnapping, sexual abuse and sodomy, the Springfield News-Leader reported. No attorney is listed for Hyslop in online court records. He could face life in prison if convicted.College of the Ozarks, in the small town of Point Lookout, has a 1 a.m. curfew. Gates to the front entrance, known as the Gates of Opportunity, remain locked until 5 a.m.Charging documents say the two students, a male and a female, arrived back at campus 10 minutes too late in the early hours of Oct. 29, so they went to a nearby commuter lot to sleep.Hyslop, who was on probation for a 2017 drug conviction, told Taney County investigator Dan Luttrell that he had been high on methamphetamine for three days when he spotted the sleeping students around 3 a.m., court records say. Hyslop allegedly used a hammer to smash the passenger window, showed a gun, and got inside the car.Luttrell said Hyslop admitted forcing the male student to drive to a highway lookout. Once there, he allegedly forced the students to perform sex acts on each other, and forced the woman to touch him sexually.Hyslop then told the students to drive him back to his car, Luttrell wrote. The students contacted police and gave a detailed description of their attacker and his vehicle. He was arrested several days later. Charges were filed Thursday.College of the Ozarks spokeswoman Valorie Coleman said the college received a report about the incident on Oct. 29 and issued a campus safety alert on Oct. 30. She declined further comment about the alleged crime.Sue Head, the college's vice president for cultural affairs and dean of character education, said students can call a 24-hour security number to unlock the gate."We do have the phone number posted clearly at the front gate," Head said.Coleman and Head said there are legitimate reasons for students to break curfew, including working off-campus jobs. But, she said, "If they are habitually late, they are going to have to have a conversation with the dean of students."Coleman said the college has offered the students confidential counseling."We are sick over this incident for the students. We are trying to protect their privacy," Coleman said. "The fact that all the details have been in the media, I just hate that for them."A campus for another school, Ozarks Technical Community College, also is near the commuter lot. People all across San Diego are breaking the law to ease parking problems in congested neighborhoods. They're either painting over red curbs to add spaces, or they're adding red paint to the curbs near their driveways to keep people from blocking them in.Either way, it's illegal and the city deals with hundreds of complaints each year on its Get it Done website and app. City officials say it's most common in neighborhoods like Hillcrest, Pacific Beach and North Park, where the population is dense, and parking spots are at a premium.San Diego Municipal Code 82.14 says "No person shall paint or otherwise mark any curb, sidewalk or street surface without first complying with the requirements of this code." Although city officials say it's tough to enforce because it's hard to prove who painted the curb. The San Diego Police Department wasn't able to provide 10News with details on what the penalties could be.An SDPD Spokesman did say anyone who gets a ticket for parking in a red zone that may be illegal can appeal the citation here.In 2017, the city dealt with 222 reports of illegally painted curbs on the Get it Done website. They try to respond to all of them. Already in 2018, there have been more than a dozen. The woman said the deer had been in the water for more than an hour as she tried to get them out with no luck.Officers were able to corral the deer to the water’s edge and pull them out. Police departments across the country have been getting more diverse, but there are conversations happening now about further improving diversity in new officer hiring.A new analysis from The Washington Post finds many major police forces are still whiter than the communities they serve.For example, in Milwaukee County, Wisconsin, 49% of residents are racial minorities, but 83% of officers are white. And in Philadelphia, 77% of the population is non-white, but 59% of officers are white.University of Maryland criminal justice professor Maria Velez has been researching the impact of this as it relates to crime.“In communities that are predominantly African American, as percentage black goes up in a neighborhood, that's often been thought of as a risk factor for violent crime, but what we find is that in cities where there is, representation in terms of the city council, having a black mayor, having a civilian review board, having prior levels of unrest actually renders that relationship insignificant,” said Velez.She says when cities have more minorities on their police force, that signals accountability and receptiveness. And that filters down to the neighborhood level where it starts to create a sense of trust.“At the end of the day, this is good for both the communities and the police right, because the police need to be able to do the work that they need to do to help with things related to crime, but they can only do that if the community trusts them and is willing to engage with them and work with them,” said Velez.She stresses having more black and Latino officers is a step in the right direction.
