(KGTV) -- A man suspected in a reported domestic disturbance led sheriff’s deputies on brief pursuit and then barricaded himself in a Lakeside home for several hours before finally surrendering.At around 8:30 p.m. Sunday, San Diego County sheriff’s officials said deputies were dispatched to a home in the 11600 block of Hi Ridge Road in Lakeside over a domestic disturbance report.According to officials, a woman had locked herself in a bedroom with her two children and was “hiding from the estranged father of the children who was inside her home.”When deputies arrived at the scene, they saw a man -- later identified as 39-year-old Dustin Banzhof -- drive away from the home, prompting deputies to pursue him. Banzhof eventually made his way back to the house on Hi Ridge Road.Deputies believed Banzhof was armed with a gun and had fired it multiples times, possibly in the direction of deputies. One deputy returned fire, forcing the suspect to head inside the home and he refused to come out.It is unknown how many shots were fired.Banzhof finally came out of the house at around 2:30 a.m. Monday and surrendered to deputies.According to sheriff’s officials, Banzhof was arrested on multiple unspecified charges. He was taken to the hospital for treatment, but no other details were released.No injuries were reported in the incident.Officials said the sheriff’s Homicide Unit is investigating the matter. 1437

Life in rural America comes with its challenges, and those challenges are highlighted during election season.Sam Van Wetter, a resident of the small town of Boulder, Utah, knows it. So, he works to make sure the voices of this tiny community aren’t lost in the massive landscape of southern Utah.“I think our voting system is designed to favor people who live in metropolitan areas, and on their way home, just walk a block or two to a polling place to cast their ballot there," he explained of America’s current methods of voting.Van Wetter works with the Rural Utah Project, which helps ensure those living off the beaten path have the same options as the rest of America.On a typical election day in Boulder, the only polling location in Garfield County is hours away."You have to drive two-and-a-half hours to the west to county seat, where you can vote in a courthouse," explained Van Wetter.The seclusion of life in this part of America makes voting by mail the preferred option.In fact, all of Utah has voted by mail since 2018. That year, the state saw midterm voter turnout rose by 52 percent.As many parts of America worry if the United States Postal Service (USPS) can handle all the ballots, Van Wetter fears in the most rural corners of the country, there is a larger room for error."You have to work in advance and be proactive to get your ballot in," he said.For those who worry a ballot could be lost or won’t arrive in time, they could be out of luck.“I don’t trust it. I think the votes can be screwed up big time when they all get counted so I don’t like it," said resident Larry Ripplinger, who has called Boulder home for decades.The only place to turn in your ballot by hand or vote in person is at the Garfield County Clerk’s Office, which is about a two-hour drive.“If you’re working, or maybe you’re an older person who doesn’t feel comfortable making that drive, it just means you don’t get your ballot turned in, and that’s happened more often than you like to hear about," said Boulder resident Peg Smith.The USPS is recommending voters nationwide turn ballots in at least a week before the election deadline.Van Wetter, along with The Rural Utah Project, wants local leaders to provide ballot drop boxes across Garfield County."It would enable us to drop off the ballot a day or two before the election," he said.Garfield County Clerk Camille Moore says the drop boxes likely won't happen for the election in the fall, citing confidence in years of mail-in voting. LA JOLLA, California — A long-time animal rights activist who has filmed seals and sea lions harassed in La Jolla says people are not getting the message.Andrea Hahn has filmed the animals every day since 1994. Footage from Sunday she says showed some of the worst behavior she has witnessed in recent months: a woman with a shovel disrupting pregnant mothers on the beach.Another video shows a grieving sea lion mother with her stillborn pup. It has generated over 100 million hits according to Hahn. She says the pregnant mothers are delivering more stillborn pups because people are not giving them proper space. She has even witnessed tourists stepping on the pups.  "People are not getting it. Tourists think because they paid money to get here they have the right to grapple with the animals. There are perfectly good laws on the books and people are ignoring them and the government is not enforcing the laws," said Hahn.A "no-selfie" sign was recently posted at South Casa Beach. It was posted to remind visitors that sea lions and the seals are protected by federal law, monitored by park rangers, and it's illegal to disturb them.  Access to the Children's Pool is closed due to pupping season but is set to reopen in May. "Right now that area is safe and quiet for them. It should be closed for good," Hahn said. 1391

Large U.S. employers saw their smallest health care cost increase in more than two decades due to COVID-19, and workers may benefit from that next year, according to the consulting firm Mercer.Patients stayed home and out of doctor’s offices this year to avoid the global pandemic, and that led to an average 1.9% cost hike for companies with 500 or more employees, Mercer found in a national survey.Those employers were expecting a 3.5% increase, said Beth Umland, Mercer’s director of health and benefits research.The lowest cost increase since 1997 will help many large employers avoid raising deductibles or doing other things to shift costs to workers in 2021, Umland said.Many companies also will spend some of what they saved adding programs that help improve the health of those covered by their plans. That could include expanding telemedicine, improving access to behavioral health care like therapy or adding programs that help people with a specific condition such as diabetes.Large employers pay their own health care claims. LAS VEGAS — Neighbors living in a southwest Las Vegas neighborhood were shocked to a see a home in their area vandalized with swastikas.Morley Fulgencio said he noticed the swastikas all over his garage, his driveway and the steps leading up to his front door when he was taking his daughter to school Thursday morning."I was flabbergasted," Fulgencio said.After a short drive around the neighborhood, Fulgencio realized that only his house was the one vandalized. He said he has no idea why his home was singled out.Fulgencio said he hopes this was just a prank. Neighbors rallied together to show support, knocking on his door to help. Neighbor Brian Judd even arranged for crews to clean up the vandalism for free. Fulgencio says he's been overwhelmed by the support, and that it shows the idea of Vegas Strong. "It shows whatever hatred is out there, it's outweighed by human kindness," Fulgencio said. No one has been arrested, and the incident remains under investigation according to police.  1062
