The city attorney is cracking down on independent living facilities that are posing a danger to their residents - and potentially neighbors.City Attorney Mara Elliott's office is investigating about two-dozen of these facilities and prosecuting the operators of six, the office announced Wednesday. The facilities, often inside single-family homes, are unregulated and unlicensed. They provide physically and mentally disabled persons a last chance to avoid homelessness. But Elliott said the operators often take advantage of residents. She said this came onto her radar after investigating a home last year. "It was a horrible situation where 11 individuals were essentially being held captive in this home and didn't have sanitary facilities," she said. "The shower facilities were covered in feces, they didn't have food they didn't have ventilation, they didn't have access to telephones."On Wednesday, Elliott's office announced charges against two more facilities, one on Parkbrook Lane in Skyline and another on Brandywood Street in North Bay Terraces. Operators and owners are charged with violations including vermin infestations, blocked exists, improper plumbing, and fire hazards. People who live near the Parkbrook Lane home described shouting in the middle of the night, verbal harassment, physical fighting and graffiti. "We moved because of it," said one neighbor, whose first name was Tammy. The home had trash and old mattresses on the property. The owner, Evelyn Louise Peters, said the issues identified were only one-time instances and the trash accumulated after the home was vacated. Sherry Lynn Bennett, who manages the home in North Bay Terraces, said the issues are being dealt with."The owners have been doing all the repairs, everything is done, everything's back to normal, we've done everything the city's said," Bennett said. Bennett and Peters are charged with 22 misdemeanor violations of the health, safety and municipal codes.There is no telling how many of these facilities exist in the county. In December, a man living in an El Cajon independent living home was beaten to death with a frying pan. El Cajon police had responded to calls at the home 78 times in the year leading up to the event. 2241

The director of the Census Bureau says irregularities have been found during the numbers-crunching phase of the 2020 census. Thursday's announcement makes it less likely the statistical agency can meet a year-end deadline for handing in numbers used for divvying up congressional seats. The Census Bureau already was facing a shortened schedule of two and a half months for processing the data collected during the 2020 census — about half the time originally planned. “These types of processing anomalies have occurred in past censuses,” Census Bureau director Steven Dillingham said in a statement. “I am directing the Census Bureau to utilize all resources available to resolve this as expeditiously as possible. As it has been all along, our goal remains an accurate and statistically sound Census.”The Census Bureau wouldn’t say Thursday what the anomalies were or publicly state a new deadline for the apportionment numbers.Missing the Dec. 31 deadline for turning in the apportionment numbers would be a blow to President Donald Trump’s efforts to exclude people in the country illegally from being counted in the numbers used to determine how many congressional seats each state gets and how .5 trillion in federal spending is distributed.Once the president receives the numbers by the Dec. 31 deadline, the president has about a week or so from the start of the next Congress to transmit them to the House. If the Census Bureau delays turning in the apportionment numbers because of the processing problems, that transfer of the numbers could take place after President-elect Joe Biden takes office.Trump’s apportionment order has been found unlawful by three courts — in New York, California and Maryland. The Justice Department has appealed to the Supreme Court, which is hearing arguments at the end of the month. 1835

  

The Department of Labor reported Thursday that 1.5 million Americans filed initial claims for unemployment during the week ending June 13, bringing a 13-week total to about 45 million claims.Thursday's figures were down about 58,000 from last week's unemployment filings.Weekly claims for unemployment have been falling for nearly three straight months after peaking at about 6 million a week in late March. But weekly unemployment claims remain historically high.Prior to the pandemic, the record high for weekly unemployment claims came in 2006, when 665,000 people filed for unemployment. The Department of Labor has been tracking the statistics since 1967.Economists often use weekly unemployment claims as a reliable tool when predicting unemployment. However, some surveys indicate that initial weekly claims may be underestimating the amount of those unemployed.At least one survey from the Economic Policy Institute found that millions of Americans gave up trying to seek benefits or didn't even attempt to due to states' overwhelmed and antiquated unemployment systems.Until recently, the stock market has been on a steady rise since March despite the staggering unemployment numbers. However, fears of the virus's resurgence caused the market to fall 600 points last week before recovering slightly this week. 1327

  

The Cleveland Cavaliers announced today that Kevin Love will not be playing in Game 7 on Sunday against the Boston Celtics.The decision came after Love knocked heads with Celtics rookie Jayson Tatum during the first quarter of last night's game. The team said Love was evaluated before their flight to Boston and is experiencing concussion-like symptoms.
