SAN DIEGO (KGTV) — The environmental community is concerned that individuals using masks are disposing of the face-covering properly.Dimitri Deheyn is a Scripps Institution of Oceanography research scientist and studies biodegradable objects, something disposable masks are not. He said around the world, researchers are seeing an increase in trashed masks on beaches, which will ultimately end up in the ocean and harm wildlife and our ecosystem.In addition, when the disposable masks are thrown away, the string can become a danger to animals if not cut, so he said if you have to use disposable masks, cut the string that goes around the ear.Deheyn has been working with a company based in Austria called Lenzing that typically makes eco-friendly comfortable clothing from fibers that can degrade, making them better for the environment. He said the company shifted to making biodegradable masks when the pandemic hit, and he’s helped test them.“Basically test them, we put them in the seawater and see if they degrade and yes they degrade,” he said.He said there are U.S. companies that make a similar product, and this is what people should be wearing instead of disposable masks. SAN DIEGO (KGTV) - The brand new Continental Apartment complex in Little Italy isn't like its upscale neighbors.It's made up of studios, some smaller than 400 square feet, and offers very little parking. That's why the starting rent is "just" ,550 a month, about 35 percent below market for the trendy area. "The rent is high in San Diego because of simple math - supply and demand," said Jonathan Segal, the architect who designed The Continental.Segal says costly approval delays and fees are contributing to that very supply crunch. The Continental, no exception, was delayed for two years. Segal says he paid almost million in fees for the building. But he's specifically perplexed by how the city charges what are called Developer Impact Fees. The money goes to uses like parks, fire, library and transportation.The city charges as much as ,000 per unit, depending on location, not size. That's why the city fee on developers could be disproportionately impacting rent prices for smaller units. In other words, if a developer takes a building and creates 40 apartments, that developer would have to pay that fee 40 times. Alternatively, if that same developers takes that same building and does just one large unit, that developer only pays the fee once. Now, there's a growing push at City Hall to change how the city calculates the impact fee. This week, a city council committee held a preliminary discussion on the fee's future. One option, endorsed by City Councilman Scott Sherman, is to do it by square foot. That way, building more, smaller units won't increase costs on developers - and ultimately renters or buyers. "If you were to do it by a square foot process, then a developer would come in and say, 'you know what? I can build two units at 0,000, instead of one at 0,000,'" Sherman said. A 2016 report from the housing commission said flat fees create a disincentive for developers to create more, smaller units that could help ease the housing crunch. Segal says changing how the fee is calculated could give him more latitude to offer lower rents. "I may be able to reduce my rent because I want to be more aggressive," he said. Everyone living in the country regardless of age, race, and citizenship status is asked to fill the survey out. But San Diego and Imperial Counties are notoriously difficult to get an accurate count, the second most challenging region in the entire country. For the 2020 census, over 100 community organizations and civic groups in San Diego are working together to reach "hard to count" populations.“Some of the ethnic groups are the ones that are hard to count, such as the African Americans, the Hispanic, Asian Pacific Islanders, as well as immigrant and refugee populations are really hard to count," said Nancy Sasaki, President & CEO of United Way of San Diego County.United Way of San Diego County is leading the Count Me 2020 campaign. Sasaki went on to say veterans, homeless people, and children are often left out too. SAN DIEGO (KGTV) — Surveillance footage captured a man attacking a gas station customer in Kearny Mesa before fleeing.A 54-year-old man was paying for his coffee at the Mobil station at 8380 Clairemont Mesa Blvd. on Saturday just after 3 p.m., when the suspect began speaking to the man. Police said the suspect was not making any sense when he was speaking to the victim.Then for no reason, the man pulled a small wooden bat from a tool bag and began to hit the victim on the back of his head.
