SAN DIEGO (KGTV) -- Authorities have identified one of the teens killed after he was believed to have mistakenly jumped from a bridge following a crash on a Carmel Valley freeway. According to the medical examiner, 18-year-old Ruben Ortiz Jr., died after jumping from the bridge on State Route 56 near Carmel Valley Road around 11 p.m. Tuesday. The other teen who died after jumping from the bridge was a 17-year-old male California Highway Patrol says was the driver of the vehicle. A family friend says the 17-year-old was Jesse Garcia. Four people from the group then jumped over the right shoulder, not realizing they were jumping off the bridge, CHP says. The four fell 50-75 feet from the structure, and CHP officials said two males died at the scene.A 14-year-old girl and 15-year-old girl were taken to Scripps La Jolla Hospital with injuries of unknown severity.The two others from the group, who reportedly fled the scene after the crash, were located by police late Tuesday night, according to CHP. One of the teenagers is 14-years-old while the other is 15. This comes after a developer tried to bring an 80-room hotel to the area, but neighbors opposed it.Neighbors are worried the developers coming in would change the culture of the community. "I don't feel good at all. I think in the past, Barrio Logan has been assaulted and insulted," said resident David Heaney. "I'm afraid that they're going to go against the plan again, and there will be some kind of shenanigans where there the City Council will say it's done."Heaney has been living in his Barrio Logan home since 1998. SAN DIEGO (KGTV) — Call them the ghosts of summer vacations past: two mostly empty cruise ships remain anchored off the coast of San Diego, waiting for the green light to resume operations as the nation grapples with the COVID-19 pandemic.Celebrity’s Millennium and Eclipse cruise ships have been anchored in San Diego since March, when the CDC suspended cruise ship sailings around the country March 14. That order has been extended to at least July 24.Several cruise ship companies have announced voluntary delays until September.After thousands of passengers disembarked from the Eclipse in late March, test results came back showing several passengers were COVID-19 positive.More than a month later, in May, 63 passengers remained quarantined on the Eclipse with hundreds of crew members.A third ship, the Disney Wonder, was anchored in San Diego for the first few months of the pandemic, but departed May 30, said Brianne Page, a public information officer for the Port of San Diego.For now, the Millennium and Eclipse are ghosts of their former selves.
