SAN DIEGO (KGTV) - San Diego County is nearing a move into the state's most restrictive tier of COVID-19 regulations.California launched a tier system in late August to measure COVID-19 risk within a county. San Diego County is now moving into the so-called purple tier, or widespread tier. Moving into that level would trigger stricter regulations, including the indoor closure of several businesses like restaurants and gyms. Some restaurant owners say if San Diego County moves into that tier and they are ordered to close their indoor dining areas, they will not follow the orders."We really want to push against it. There's no other way of making it nowadays," said Nick Kacha, the manager of Rudford's Restaurant in North Park.On Thursday, they put up a sign outside the restaurant that says, "Stand Up Small Business. #Defy""We're hoping other businesses will stand up with us and join the wave," Kacha said. He says nearly a dozen other businesses have said they will also stay open.Restaurant owner, Todd Brown, says he's still deciding what to do. He owns several restaurants, but the one is focused on is Bub's at the Beach in Pacific Beach. Brown says he is worried if they have to close again, they might close for good. Both businesses have followed the public health orders since the pandemic started. But for Brown, he says this time he is thinking it through."If we decide to stay open, it's not because we're trying to make a political statement. It's because we're trying to survive," he said. "You have the option of defying an order and staying open. How does that work? I have no idea, and it's not something I'm really interested in doing. But the other option is your doors are closed forever." 1724

SAN DIEGO (KGTV) — San Diego Gas & Electric has warned about 2,700 customers in several East County communities of potential public safety power shutoffs starting Friday morning. The utility company said outages may occur due to a red flag warning issued by the National Weather Service and the need to reduce wildfire risk in the areas. The affected communities include:AlpineCampo ReservationCrestwoodDescansoJulianLa Posta ReservationManzanita ReservationPalaSanta YsabelSanta Ysabel ReservationValley CenterViejas Reservation"The last thing we want to be telling any of our customers right now is that we may have to shut off power given the Thanksgiving holiday weekend and the ongoing COVID pandemic," said SDG&E’s Chief Customer Officer Scott Crider. "Public Safety Power Shutoffs are a last resort to prevent wildfires, and our employees are dedicated to doing everything we can to minimize impacts should it come to that. We’re hoping Mother Nature cooperates, but in an abundance of caution we have reached out to our customers so they can be prepared."SDG&E says several hundred linemen, troubleshooters, and support personnel will be working on Thanksgiving Day and through the holiday weekend to monitor the grid. The red flag warning will be in effect from 9 p.m. Thursday through 9 a.m. Saturday for San Diego County's inland valleys and mountains. Moderate strength Santa Ana winds are expected in areas of the backcountry. The strongest winds are forecasted to arrive on Friday. To see what communities may be impacted by any public safety outages, SDG&E has a list online. 1611

SAN DIEGO (KGTV) -- San Diego Gas and Electric customers won’t have to pay millions in wildfire costs tied to the company, according to a new U.S. Supreme Court ruling. The court Monday rejected the utility’s appeal to pass 9 million on to rate-payers. The costs are related to the deadly 2007 wildfires that tore through San Diego County. Investigators say SDG&E equipment sparked the Witch Guejito and Race Fires. The company has denied the claims and says the fires were caused by other factors. The ruling comes roughly a week after SDG&E asked the Public Utilities Commission to raise the bare minimum bill from to per month. The utility claims the change is needed to accurately reflect the costs of keeping low-use customers to the grid. The move would affect anyone whose bill is less than per month. SDG&E released the following statement in response to the decision: 908
