SAN DIEGO (KGTV) -- California Highway Patrol is investigating after a man was shot while driving on Interstate 8 Saturday night. According to CHP, the shooting happened on I-8 near Waring Road around 8:30 p.m. CHP says an unknown vehicle began firing rounds at the victim. According to CHP, the suspect fled the scene in an unknown vehicle and has yet to be located. The victim was taken to the hospital and is expected to recover. SAN DIEGO (KGTV) - Community members rallied Thursday to send a message to developers looking to build in Barrio Logan. This comes after a developer tried to bring an 80-room hotel to the area, but neighbors opposed it.Neighbors are worried the developers coming in would change the culture of the community. "I don't feel good at all. I think in the past, Barrio Logan has been assaulted and insulted," said resident David Heaney. "I'm afraid that they're going to go against the plan again, and there will be some kind of shenanigans where there the City Council will say it's done."Heaney has been living in his Barrio Logan home since 1998. It sits directly across from the proposed development site on Newton Avenue. Last summer, a developer wanted to put a hotel at the location, but due to opposition from the community, it will now be a mixed-use space. Neighbors must have parking permits to park in the area. 10News reached out to developer Douglas W. Hamm, who initially proposed putting a hotel in the space. He sent a statement that read, in part: "I conveyed that I have zero interest in trying to build a project in their neighborhood that the community is not supportive of, much less opposes. SAN DIEGO (KGTV) — Border Patrol agents arrested five people in connection with a human smuggling incident, including one man convicted of being a sexual predator.A vehicle traveling through a temporary immigration checkpoint in Potrero failed to stop at about 6:30 a.m. Wednesday, according to U.S. Customs and Border Protection, before agents stopped the vehicle several yards past the checkpoint.Agents say five males in the vehicle were questioned. Three passengers in the vehicle's backseat said they were from Mexico but had no U.S. documentation, according to CBP. The driver and front seat passenger claimed to be from the U.S.The driver and front passenger were arrested on suspicion of smuggling and the three other passengers were arrested for being in the U.S. illegally, CBP said. During a records check at a nearby station, agents learned one passenger, a 39-year-old Mexican national, was convicted in 2012 of kidnapping and rape of a minor in San Diego. He was sentenced to a seven-year prison term and removed from the U.S.“I am proud of the great work agents demonstrated in arresting this known child predator,” said Chief Patrol Agent Douglas Harrison. “Their actions help keep our communities safer.”Both U.S. citizens face human smuggling charges and the previously deported Mexican man faces federal charges. SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. This applies to violations of talking or texting while driving, except when hands-free, and to any use of the devices while driving by a person under 18 years old. 1505
