NINGBO, Zhejiang, May 16 (Xinhua) -- European customers benefit from Chinese exports and all parties should work to build a fair, level playing field in international trade, said a senior official of the European Commission in an exclusive interview with Xinhua here on Sunday."We are working to create a level playing field which gives opportunity, diversified choices and good prices to our customers," said Neelie Kroes, Vice President of the European Commission, the executive arm of the European Union, in a forum on the sidelines of the Expo 2010 in Shanghai.Kroes said international trade was a bit comparable to road traffic. "Most of us respect the rules of the game, but if one or two are not respecting the rules and the red lights, there will be an accident," she said.In the case of China-EU trade relations, "most of the parties in the games are respecting the rules, and only one percent is not taking the rules into account, and that is the subject that we called anti-dumping," she said.Recently, China-EU trade relations were marred by a dispute over imports of certain Chinese-made shoes with EU ministers voting last December to extend import duties on Chinese shoes for another 15 months.Earlier last month, the European Commission rejected a complaint by China to the World Trade Organization that EU's anti-dumping tariffs on imports of Chinese shoes breached WTO rules."Making shoes is a traditional skill of my village and we are good at making shoes. I don't understand why they applied the anti-dumping measure against us, " said Gao Hua, a small-sized shoe manufacturer in Wenzhou, to the south of Ningbo of Zhejiang where the Expo forum was held.The Federation of European Sporting Goods Industry (FESI) said in March that it had started legal action against the European Union over its decision to extend anti-dumping duties on shoes imported from China and Vietnam.The FESI said in a statement that the European Commission's decision to extend duties on imported Chinese and Vietnamese leather footwear was based on a misguided investigation and analysis.It was unfair to single out the one percent that didn't obey the rules, Kroes said. The 27-member EU is China's biggest trade partner. China is the EU's second-biggest trade partner and is its biggest source of imports.China's main exports to Europe are machinery and domestic goods, including clothes and shoes. BEIJING, May 19 (Xinhua) -- China's centrally-administered state-owned enterprises (SOEs) raked in a combined profit of 325.99 billion yuan (47.7 billion U.S. dollars) in the first four months of the year, the industry authorities announced here Wednesday.The profit figure in the January-April period represents 81.7 percent growth year on year, the State-Owned Assets Supervision and Administration Commission (SASAC) said in a statement on its website.Centrally controlled SOE's combined operating revenue hit 4.89 trillion yuan in the period, up 50.4 percent year on year, the statement said.While the statement did not specify the reasons for the profit and revenue increases, experts from the SASAC research center attributed the surge to last year's low comparison basis when Chinese firms were hit hard by the global economic downturn.There are currently 126 centrally-administered SOEs under the SASAC.

YUSHU, Qinghai, May 20 (Xinhua) -- A mental health facility was established in Yushu, northwest China's Qinghai Province, Thursday to provide psychological counseling for the victims of last month's massive earthquake.The facility will ease the quake-victims' psychological trauma.The April 14 quake took the lives of at least 2,200, injured another 12,135 and left countless emotionally scared and reeling from the loss of family members and friends."It may take five to ten years for victims to recover from their psychological trauma. It is hard to heal such trauma without professional help," said Shi Zhanbiao, an expert with the Psychological Research Institute under the Chinese Academy of Social Sciences (CASS).The facility was established by the institute and the Qinghai Academy of Social Sciences.It will help restore quake-victims' mental health, he said.China's central government has allocated 9 billion yuan (1.32 billion U.S. dollars) for reconstruction in quake-devastated Yushu this year, according to a statement issued after a regular State Council meeting Wednesday.The meeting also established a three-year target for rebuilding homes, schools and roads in the county.The Ministry of Finance will allocate more money in the second and third years.
