Gavin Newsom says California will dedicate 30% of its land to conservation by 2030.Newsom said Wednesday that under an executive order, the state will direct agencies to store carbon in the state's natural and working lands and remove it from the atmosphere to preserve more than 30% of the state's land and coastal waters by 2030.The move is also meant to combat species and ecosystem loss, according to the governor's order."Once again, California is taking on the mantle of global climate leadership and advancing bold strategies to fight climate change," a statement from Newsom read. "The science is clear that, in our existential fight against climate change, we must build on our historic efforts in energy and emissions and focus on our lands as well. California’s beautiful natural and working lands are an important tool to help slow and avert catastrophic climate change, and today’s executive order provides important new tools to take on this existential threat."To hit climate goals, agencies will be directed to practice:Healthy soils management, including planting cover crops, hedgerows, and compost applications,Wetlands restoration to protect coastal areas,Active forest management to reduce risk and restore forest health,Boost green infrastructure in urban areas like trees and parksLast month, Newsom announced California will phase out all gasoline-powered cars by 2035 in an effort to reduce the state's emissions. Bill Dodd told the San Francisco Chronicle on Saturday."It was a tough fight ... so we are pivoting," said Dodd, co-chairman of the legislative conference committee on wildfire preparedness and response.Brown's proposal would have let judges decide how much utilities pay when their equipment causes wildfires. It would have softened a legal standard that generally holds them entirely responsible for the costs of fires triggered by their power lines or other infrastructure.Current California law holds utilities responsible for damage from fires ignited by their equipment even if they have followed safety rules.Those who want to change the law fear utilities could go bankrupt or significantly raise prices for California residents as climate change makes wildfires even more severe.Lawmakers raised concerns about Brown's plan at an Aug. 9 hearing on the proposal. They said it would give utility companies too much protection without ensuring they safely maintain equipment.The issue was raised last fall when Pacific Gas and Electric Co. launched a lobbying campaign with other big utility companies to change the system.It's unlikely they'll drop their fight but they will lose a key ally in Brown, whose term ends in January. 1574

SACRAMENTO (KGTV) -- California's attorney general disclosed an ongoing probe into Facebook's privacy practices Wednesday, as it sued the company over its repeated refusal to turn over documents and answer questions.California Attorney General Xavier Becerra said his probe has been going on for more than a year. He said he was disclosing it now because his office was making a public court filing to force the company to comply with subpoenas and requests for information."Facebook is not just continuing to drag its feet in response to the Attorney General's investigation, it is failing to comply," the lawsuit said.The lawsuit was filed in state Superior Court in San Francisco.The California probe, one of many legal and regulatory inquiries into Facebook, began as a response to the Cambridge Analytica scandal and grew into an investigation into whether Facebook misrepresented its privacy practices, deceived users and broke California law.Cambridge Analytica, a data mining firm, gathered details on as many as 87 million Facebook users without their permission. The Federal Trade Commission fined Facebook billion this summer for privacy violations in an investigation that also grew out of that scandal. California officials say questions have been raised about what Facebook knew and why it didn't prevent third parties such as Cambridge Analytica from misusing user data.The court filing said Facebook hasn't given answers on 19 of the attorney general's questions and hasn't given any new documents in response to six document requests. California is also a holdout in a separate probe into Google's market dominance.The District of Columbia and Massachusetts have also gone after Facebook on privacy. The Massachusetts attorney general's office is set to argue in a state court Thursday why Facebook should be compelled to stop resisting and turn over documents for its investigation.Facebook's various legal troubles have yet to make a significant financial dent on the company. Even the FTC's billion fine, the largest ever for a tech company, came to just under one-tenth of Facebook's revenue last year.
