(KGTV) - Portions of Santa Barbara County were given mandatory evacuation orders, ahead of an approaching storm and possible mudslides.As of 12 p.m. Thursday, individuals near the Thomas, Sherpa and Whittier fire burn areas in Goleta, Santa Barbara, Montecito, Summerland, and Carpinteria were ordered to evacuate before 6 p.m.A flash flood watch has been issued for areas of Santa Barbara County affected by the Thomas, Whittier, and Sherpa fires starting at 9 p.m. and lasting until 9 a.m. Friday.The storm is expected to hit the Southern California region with moderate to heavy rainfall Thursday. Rains may generate mud and debris flows."The potential for debris flows being triggered is low to moderate. Waterway flows may be rapid and blockage and overtopping in waterways is expected. Roads may be flooded and impassable," a city release said. "People close to and immediately downstream of choke points may be endangered. It is important that community members understand the seriousness of the situation and follow the direction of authorities."TRAFFIC...Highway 101 will be used to facilitate the evacuations. SAN MARCOS, Calif. (KGTV) - The San Diego County Sheriff’s Department is investigating a crash that sent a child to the hospital Monday. The accident happened about 2:30 p.m. at Woodland Parkway and Rock Springs Road. "Witnesses observed two 12 year old male Woodland Parkway Middle School students run westbound into a marked crosswalk against a solid red signal light and red crosswalk signal," deputies said.The 38-year-old male driver of a white Nissan could not avoid hitting the first boy, while the second narrowly avoided being struck, according to deputies. Check 10News Traffic"We have spoken with the parents, and the student is currently in fair condition, receiving medical care, and with his family," said Assistant Principal Jennifer Gutierrez in a statement sent to families. "Parents, please take this time to talk with your child about obeying traffic signals and wearing helmets when riding bikes or skateboards. SAN YSIDRO, Calif. (KGTV) -- The San Ysidro School District named a new superintendent Thursday night. Gina Potter has been named the 9th San Ysidro School Superintendent in the last five years.In 2013, Manuel Paul resigned on corruption charges. He pleaded guilty two years later and was sentenced to two months in federal prison.The district hasn’t had a permanent superintendent since September when Julio Fonseca resigned amid allegations of financial wrongdoing.Jose Arturo Sanchez-Macias then stepped in but stepped down two months later following questions regarding payments to himself and his predecessor.Parents and teachers in the district say they want results to create a stronger learning environment they say students deserve. 749

SAN YSIDRO (CNS) - A 61-year-old man who ran into a street in San Ysidro, tripped and fell, was run over by an SUV and killed, authorities said this morning.The man exited a business in the 500 block of E. San Ysidro Boulevard at 2:05 p.m. Friday and as he reached the asphalt of the street, tripped and fell face first and was run over by a Cadillac Escalade pulling out of an adjacent parking lot, Officer Robert Heims of the San Diego Police Department said.The pedestrian, who was not identified, sustained fatal injuries, Heims said. 546

Security experts are clarifying what you should know about the hack against the U.S.Last week, federal authorities warned of the breach in government and private computer systems. It's suspected that Russian attackers were behind it.Some members of Congress have voiced concerns that taxpayers' information could be exposed through the treasury department. But one expert tells us that isn't really valuable to these attackers.“The breach over the last week is much more geared towards nation state secrets, manufacturing secrets, supply chain secrets, you know different intellectual property, than it is personal information,” said Randy Watkins, Chief Technology Officer at CriticalStart.Watkins says the average person likely won't see any immediate impact, but with policy information and military strategies at risk, there could be downstream ramifications.Federal authorities say the hackers primarily got in through software called solar winds that some agencies use.Watkins says that means we need to look more at how we measure security for third party vendors.“A lot of times, the attackers don't need to go directly after the treasury department or the department of defense. Those are very locked down networks, but they can go after the third parties that do business and have connections into those environments, and that's what they did in this scenario.”Officials say this hack could have started as early as last March.Watkins says the type of tech they used is hard to catch, allowing attackers time to patiently collect data under the radar.That means working on detection methods will also be key moving forward. 1641
