SAN DIEGO (CNS) - Juvenile arrest rates in San Diego County are the lowest they've been in a decade, according to a report released Friday by the San Diego Association of Governments.City and county law enforcement officers made 13.9 juvenile arrests per 1,000 people in 2017, compared to 56.9 arrests per 1,000 people in 2008, more than four times more.However, San Diego County still has the second highest juvenile arrest rate among large counties in Southern California, with San Bernardino County's rate sitting at 16.7 arrests per 1,000 people.SANDAG's Criminal Justice Research Division prepared the report."The juvenile arrest rate comparison continues a 10-year decline," said SANDAG Division Director of Criminal Justice Cynthia Burke. "This trend also has been seen in other jurisdictions across the state and nation."Arrest rates for adults remained steady at 33.5 per 1,000 people from 2016 to 2017. Adult arrest rates have declined since 2008, though, when law enforcement officers arrested 42.8 adults per 1,000 people.Arrests for violent offenses ticked up for both adults, from 13,924 to 14,356, and juveniles, from 1,138 to 1,183. Property-related offenses fell for both demographics, with adult arrests dropping from 8,642 to 7,862 and juvenile arrests dropping from 1,027 to 829."This decline in property-related arrests for adults may be related in-part to Proposition 47 which was passed in 2014 and reduced several property and drug-related offenses from felonies to misdemeanors," Burke said.According to SANDAG, misdemeanor rates spiked in 2015 after the enactment of Proposition 47 while felony rates dropped.Since then, however, felony rates have stabilized at 8.6 per 1,000 for adults and 4 per 1,000 for juveniles while misdemeanor rates have dropped, especially among youth in San Diego County.Adults in their 20s had the highest arrest rate of any age demographic at 60.3 per 1,000 while residents 70 or older were arrested at a rate of 1.7 per 1,000, the lowest of any age range. Residents 70 or older were more likely than their younger counterparts to be arrested for violent offenses, though, according to SANDAG. 2156

SAN DIEGO (CNS) - Officials Thursday publicly identified a woman whose body was found floating in Mission Bay last weekend.A visitor to Fiesta Island made an emergency call shortly after 6:30 a.m. Saturday to report spotting 36-year-old Anita Teres dead in the waters of the manmade harbor south of Pacific Beach, according to San Diego police.``Although there were no obvious traumatic injuries seen (on) the victim, due to the circumstances and the condition of the body ... homicide investigators were called to the scene out of an abundance of caution,'' Lt. SAN DIEGO (CNS) - A Lemon Grove man who aimed a laser pointer at a San Diego police helicopter during a police protest this summer is facing a maximum possible sentence of five years in prison following his conviction by a federal jury, the U.S. Attorney's Office said Thursday.Rudy Alvarez, 25, was found guilty by a jury in San Diego federal court late Wednesday for shining a laser at the SDPD chopper around 8:30 p.m. June 4 in the area of 500 University Ave.The U.S. Attorney's Office said Alvarez shined the laser at the chopper multiple times over the course of an hour as he marched with protesters through downtown San Diego.The count of aiming a laser pointer at an aircraft carries a maximum possible sentence of five years in prison and a 0,000 fine. Sentencing is scheduled for Feb. 22.U.S. Attorney Robert Brewer called the result "a very important verdict" and said "This kind of crime could have a disastrous impact if a pilot's sight is compromised. We support the Constitutional rights of free speech and assembly, but the rule of law must be respected. It's there for a reason -- to protect the public and law enforcement from danger."Earlier this year, the U.S. Attorney's Office also charged San Diego resident Stephen Glenn McLeod with the same count for allegedly directing a laser at a San Diego Police Department chopper multiple times during a protest on Aug. 28. SAN DIEGO (CNS) - An outbreak of leptospirosis, a contagious bacterial disease, has been reported in dogs in the region, the San Diego County Health and Human Services Agency announced Thursday.Since October, 34 confirmed and probable cases of leptospirosis have been documented among local dogs, primarily in the Hillcrest and Mission Hills areas. Several dogs required hospitalization and at least one was euthanized.Boarding at kennels that allow dog-to-dog interaction is a major risk factor, though some ill dogs only had contact with other dogs at dog parks. The kennels that were linked to cases notified the owners of all potential contacts of diagnosed cases and closed for at least two weeks for cleaning and disinfection.Signs of leptospirosis in dogs are varied and can include fever, muscle weakness, vomiting, diarrhea, loss of appetite, low energy and frequent urination, which may be bloody.No human cases have been linked to this outbreak in dogs, but anyone who develops fever, headache, muscle aches -- especially in the back and calves -- or other illness after contact with a sick dog should see their health care provider.This week, the county sent a health advisory to local physicians and veterinarians about the outbreak.Leptospirosis is a disease caused by various species of spirochete bacteria called leptospira. These bacteria can infect multiple species of mammals, including humans, dogs, rats, mice, raccoons, skunks and opossums. The bacteria are shed in the urine of infected animals and may contaminate food, water, soil or bedding. Dogs and people can get infected through direct contact with skin abrasions, mucous membranes or by drinking contaminated water."When dogs visit kennels and parks and play, lick and sniff each other, they are at risk of getting these bacteria," said Dr. Wilma Wooten, the county public health officer. "If your dog shows any signs, you should take it to your vet immediately."A vaccine is available to prevent leptospirosis in dogs, especially for those boarding in kennels and frequenting dog parks. 2076

SAN DIEGO (CNS) - Masked intruders threatened a couple with guns and slashed the male victim with a knife today during a daybreak residential robbery in a Corridor-area neighborhood.The 27-year-old man and 20-year-old woman awoke at their residence in the 3200 block of Bramson Place about 6:30 a.m. to find the thieves next to their bed, pointing guns at them and demanding valuables, according to San Diego police. One of the intruders held a knife to the man's throat, Officer Robert Heims said.During the robbery, the male victim suffered several cuts, Heims said.Details on the severity of the wounds were not released.The thieves stole an unknown amount and type of items from the couple before fleeing, according to police. 738
