SAN DIEGO (KGTV) -- With rising home prices and amid an affordability crisis, a weaker housing market is being predicted in 2019 by the California Association of Realtors.The report seems to confirm a report published earlier Thursday morning by Trulia. Home sales are already seeing a slump compared to 2017 and the trend is expected to continue in 2019, with an expected 3.3 percent drop.“While home prices are predicted to temper next year, interest rates will likely rise and compound housing affordability issues,” said C.A.R. President Steve White.“Would-be buyers who are concerned that home prices may have peaked will wait on the sidelines until they have more clarity on where the housing market is headed. This could hold back housing demand and hamper home sales in 2019.”Meanwhile, the median home price is forecast to increase by 3.1 percent to 3,450 in 2019, following a 7 percent increase in 2018.The association added that the surge in home prices due to supply shortages is finally taking a toll on the market. Adding more uncertainty is outmigration, according to the association.Outmigration is the result of the state’s housing affordability crisis, which is predicted to be a concern for the California housing market in 2019 as interest rates continue to rise.According to the organization, 28 percent of homebuyers moved out of the county they previously lived in, up from 21 percent in 2017.The association warns that outmigration will continue as long as home prices remain out of reach and interest rates rise in the upcoming year. 1574

SAN DIEGO (KGTV) — Two people working on scaffolding on the side of a downtown high-rise were rescued Tuesday after their equipment became stuck.The two workers were stuck 42 stories in the air after their equipment failed just before 10 a.m., leaving their mobile scaffolding stuck, according to San Diego Fire-Rescue.Fire crews climbed to the top floor 46 stories up and were lowered down to the trapped pair. Glass on the 43rd floor of the building was then removed and the workers were hoisted into the building. View this post on Instagram SD Fire-Rescue crews are on scene at a building under construction at 14th and Island. SDFD dispatchers received the request for assistance at about 9:50 Tuesday morning. Two construction workers were on a window washing lift when the lift stopped functioning and the workers were not able to move the lift. USAR 2, engines 2 and 4 and trucks 1 and 11 along with medic 10 responded. The technical rescue team went to the roof and set up the rope system. They lowered down to the construction crew outside the 42nd floor and were able to remove a window on the 43rd floor. The 43rd floor window served as the extraction point. The first construction worker was rescued at 10:52 and the second at 11:01 a.m. The firefighters are now in the process of retrieving their rescue equipment. No injuries. SAN DIEGO (KGTV)- A splash of color brings life back to Bay Park Elementary. Over the weekend, parents and volunteers joined together to give the school a facelift. The beautification project now has kids excited to come to school. “They were just blown away,” says Emily Auer. “Their face just lit up. They actually touched the walls.”Bay Park Elementary is approaching it’s the 80th anniversary. The school’s beautification team brought together almost 80 volunteers. The project started Friday night until late Sunday afternoon. Volunteers painted the walls and wooden backpack holders. Parents tell 10News one family donated a bunch of small desks with chairs that now sit in the halls. Behr gave the paint for the project. “Such a wonderful group of kids, so positive,” says parent Erica Krystek. “We really wanted that positivity reflected in the hallways.”The Bay Park Elementary Beautification Team plans to do more upgrades in the future. They hope to paint and add new carpet to the school’s auditorium. 1022

SAN DIEGO (KGTV) - Only recently identified through DNA testing, Marine Sgt. Millard Odom was laid to rest Tuesday at Miramar National Cemetery.Tuesday was the 75th anniversary of Odom's being killed in action during World War II in the battle for the Pacific Island of Tarawa.Sgt. Odom had been buried in Hawaii for 69 years with no name on his marker.  Now his loved ones are able to pay tribute.His niece, Pollyanna Brown, spoke at the service."Even after 75 years our family is one of the lucky ones that have the privilege and honor to bury our lost loved one," said Brown.Several other veterans, including the Patriot Guard Riders, attended the service. 687
