SAN DIEGO (KGTV) — A sailor was critically injured by a rotating helicopter blade at MCAS Camp Pendleton this week, officials announced Friday.The sailor was struck by a spinning UH-01Y Venom tail rotor blade while the aircraft was on deck Wednesday just after 6 p.m., officials said.The service member was brought to a San Diego hospital after the incident and was in critical condition Friday.Officials did not name the sailor but said they are assigned to the 3rd Marine Aircraft Wing.An investigation has begun, though no additional details were made available. 573

SAN DIEGO (KGTV) - A San Diego man has been sentenced to more than six years in prison after pleading guilty to multiple gun charges in a Tucson, Arizona federal court.Joshua Pratchard came to the FBI's attention after a short-lived attempt to join what prosecutors call a border militia group in Arizona in January 2018. The group kicked Pratchard out after just a few days, saying he did not want to follow their rules, including repeatedly asking to get physical with detainees and demanding to put a silencer on his weapon. He was also deemed eager for confrontations with criminal bandits known as "rip crews" who seek to steal drug loads in the desert.Pratchard continued to be involved in activity in Arizona, leading to contact with a member of the group who was a FBI informant. Pratchard revealed that he manufactured and sold weapons. The informant reported this to the FBI, which led to an investigation. Eventually, Pratchard was arrested after selling firearms to the informant. A search of Pratchard's apartment in Pacific Beach led to the discovery of a "gun factory." Along with the machinery to build firearms and bullets, agents found four homemade guns and enough gunpowder for 9,000 rounds of ammunition.The FBI investigation also discovered Pratchard's criminal history, which includes a conviction for having ecstasy when he was serving in the Marine Corps, and a 2007 felony assault conviction.Although he has been sentenced on the gun charges, Pratchard's legal trouble may not be over. During the sentencing hearing, prosecutors made multiple references to a non-profit organization Pratchard ran in San Diego which could see fraud charges filed in the future. 10News uncovered Pratchard's involvement leading a charity known as "Second Chance Fields," which is dedicated to rebuilding or refurbishing athletic fields at San Diego schools. His website touts to significant projects, including renovation of the baseball field at Mission Bay High School and a large-scale renovation of football and lacrosse facilities at Del Norte High School. For the latter project, Pratchard recruited former San Diego Padres star Adrian Gonzalez, who appeared at a press conference with Pratchard at the school and whose foundation donated ,000, according to the Second Chance Fields website.10News asked the FBI if there was an investigation underway into Pratchard and Second Chance Fields. SAN DIEGO (KGTV) - A San Diego man building his travel brand on Instagram said hackers tried to take it all away.Claudio Copiano Jr. runs the account @globalvagabonds. He posts pictures from his travels all around the world and advises people on how to travel on a budget. He’s traveled around the United States and about 30 other countries so far. Copiano has received partnerships with two countries to post about his travels. Eventually, he hopes to build it into a full-time income.“I want to show everybody what I do,” he said. Recently, Copiano received a notification from Instagram saying his email had been changed. “I clicked on ‘forgot my password,’ even though I know my password,” Copiano said.He still could not log in and started to panic. Then, he started to receive emails from someone who said he had hacked the account. The hacker demanded 0 in Bitcoin for the return of the account. Copiano said he sent dozens of emails to Instagram with no luck. “I got an email the first time from them saying that my account had been deleted and there was nothing that they could do,” Copiano said.Fortunately, he was able to figure out the new name of his account and determined it was still active. He said Instagram sent security codes to access his account but it was sent to the hacker’s email.Copiano is still not sure how he got his account back, but said after dozens of attempts, the security code was sent to his phone and he was able to access his account. He immediately changed his password and emphasized he did not pay the ransom. “You should never send money to a hacker because he’s not going to give you your account back,” Copiano said.Security expert Ted Harrington, executive partner with Independent Security Evaluators, agrees. “The reason you don’t pay the ransom is that [it] just further incentivizes other bad guys to keep doing this,” Harrington said. He also encourages people to contact the FBI if they believe they are a victim of a crime to file a report. Harrington also said two-factor authentication is vital to keeping an account safe. It is something Copiano did not have at the time, but added it right after he got his account back. “Two-factor authentication is essentially an additional way to verify who you are,” Harrington said. “Two-factor authentication is one of the most impactful security features that exist today.” A spokesperson with Instagram said they recently launched a new in-app experience making it easier for people to sign in and reclaim an account if it has been hacked. They sent the following information to Team 10:There are two ways to access this experience: 1) if we detect you are having trouble logging in (for e.g. if you repeatedly enter an incorrect password), or 2) by clicking “Need more help” on the login page.The experience will ask you to enter different types of information specific to your account, for example, the email address or phone number associated with your account, or the email or phone number you used when you signed up to Instagram.From there, we will send a 6 digit code to the contact information you select, which will allow you to regain access to your account. When you re-gain access to your account, we will take additional measures to ensure a hacker cannot use codes sent to your email address of phone number to access your account from a different device.This experience allows you to recover your account even if the account information has been changed by a hacker e.g. if the username and associated contact information is changed.The Instagram spokesperson also said if someone gains access through a compromised email account, people can follow steps detailed on the Help Center. 3709

SAN DIEGO (KGTV) -- A measure that would increase San Diego's hotel tax is heading to the ballot on March 3 and a recent poll shows how San Diegans feel about Measure C. Measure C would increase San Diego’s hotel visitor tax from 10.5 percent to 11.75, 12.75 and 13.75 percent depending on hotel location through at least 2061.The money would go toward expanding the convention center, funding homelessness programs and fixing San Diego roads. According to the “Yes on C” campaign, the measure would create 7 million for homeless programs in the first five years of the initiative. The campaign also says the measure would create 7,000 jobs. The measure requires two-thirds supermajority to pass. A 10News-San Diego Union-Tribune poll shows that, as of February, 61 percent support the measure while 21 percent are opposed and 18 percent are undecided. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," said Greg Block, a spokesman for the Measure C campaign. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."Michael McConnell, an advocate for the homeless, is leading the opposition and warns the measure has “loopholes and risks.”"They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement.
