TIJUANA, Mexico. (KGTV) -- The female passenger of the truck that plowed into a row of street vendors and vehicles waiting to cross the Mexican-U.S. border Monday afternoon says she and the driver were fleeing an attack before the chaotic scene broke out. Summer Draper, who was injured during the incident and is being treated at Scripps Mercy Hospital in Hillcrest, says she and her boyfriend were visiting Tijuana from Utah when the incident occurred.Draper tells 10News the couple went to Tijuana to shop when their truck was allegedly attacked while asking for directions. RELATED: Tijuana crash suspect drove on suspended license“If we would have stopped the car we would have been dead. We had to run from these people they were attacking us,” Draper said. Draper says the pair didn’t make it to the shops, but instead, tried to reroute to the Costco back by the border. That’s when she says they asked for help. “They said the only way they'd be able to help is if he drove.”Draper says her boyfriend Frank Stricker, 29, was driving and, while he was hesitant, gave in and let the man help. “Instead of going left to Costco he’s going right,” Draper said, adding that’s when her boyfriend started yelling for the man to pull over. “In two seconds the guy pulls over the car and there’s a cop.”Draper remembers hearing gunfire before she says Stricker hit the gas to get away. Minutes later, she says they reached the border, but while stopped in the lanes, they were attacked. Draper says the couple were shot at and their tires slashed. Images from the scene show their truck stopped in a mangled mess while a few dozen people surround the vehicle. One video shows Stricker lying on top of a bloodied Draper outside the truck, seemingly to protect her from the crowd. After the crash, Draper was taken to the hospital where she claims to have been tortured. “They tortured, they laughed at me they had everyone taking pictures of me they seriously did all of this with no medicine I mean I felt everything,” she said. According to Draper, she spent the night at the hospital before being brought to the U.S. for further treatment. Stricker is currently in the custody of Mexican authorities and is facing attempted homicide charges. Videos and images from the incident show that Stricker also suffered injuries, his condition is unknown at this time.According to court documents from Utah, Stricker has drug charges extending back to 2008, including possession or use of a controlled substance, and use or possession of drug paraphernalia. Three weeks into the 2019 racing season, both attendance and overall betting handle are down at Del Mar. The Del Mar Thoroughbred Club says attendance is down about 5 percent, and handle is down 14 percent compared to 2018. Thoroughbred Club CEO Joe Harper says the issues surrounding the 30 horse deaths at Santa Anita have turned off some fans. "We've got to prove to our racing fans that we're doing the safest things we can to keep these horses healthy," he said. So far, three horses have died at Del Mar this season, all during training (two died in a freak accident when they collided head on before the second day of racing). Harper says the track has increased safety protocols that have been helping keep horses safe. "There's vets out there every morning keeping an eye on," he said. "They see a horse that maybe doesn't look that good, isn't warming up enough to where he'd be safe, we get him off the racetrack."Harper says the attendance and betting handle are on track with estimates. Treasury Secretary Steven Mnuchin asked the White House about the possibility of using a government jet for his European honeymoon this summer but later withdrew the request.A Treasury Department spokesperson told CNN in a statement that Mnuchin made the request to ensure he had access to secure lines of communication when he and his new wife, Louise Linton, were traveling."Treasury withdrew its request after a secure communications option was identified during the Secretary's extended travel," the spokesperson said Wednesday.Treasury said it has a practice of considering a "wide range of options" to ensure Mnuchin has access to secure communications, including the possible use of military aircraft.The Treasury spokesperson said it was "imperative" that Mnuchin, who is a member of the National Security Council and directly involved with national security issues tied to North Korea, Iran, and Venezuela, could communicate securely.ABC News was the first media outlet to report the Secretary's request.When asked if there was a review of the request, an official with the Treasury Department's Inspector General, which investigates allegations of wrongdoing within the agency, told CNN Wednesday "We are looking at all requests and uses of government aircraft."A White House spokesperson declined to comment and directed questions to Treasury.This is not the first time a trip by the former Goldman Sachs banker has raised eyebrows.Another trip by Mnuchin and his wife to Kentucky last month is already under review by the Treasury Department's Inspector General.Jaws dropped in August when Linton posted a picture of herself on Instagram stepping out of a U.S. government plane. Many businesses say it's their duty to help people vote.Tanger Outlets in cities such as Daytona Beach, Florida, San Marcos, Texas and Savannah, Georgia, held registration events for shoppers coinciding with National Voter Registration Day. This year, records were smashed on National Voter Registration Day as 1.5 million voters registered, and hundreds of those were through the Tanger Outlet event.“It spoke to the traffic that the center saw that particular day, but we’re going to make this an annual event because of the returns they got,” says Stephen Yalof, president and chief operating officer of Tanger Outlets.“We’re very youth oriented, youth conscious in that we feel like the younger people in America have a voice and we want to make sure that we get a hold of them and make sure that they register and have a chance to have their voices heard when it comes to voting,” says Yalof.Tanger is just one of the many businesses that felt the need to get involved.“We’re very clear; we’re an ice cream company but we believe with adding a little bit of sweetness to assist the groups who are working on the front line who work to bring systemic change in the world,” said Jabari Paul, U.S. activism manager for Ben & Jerry'sBen & Jerry's, he says, does so much more than make and sell ice cream.“People can walk into our shops and there’s usually information somewhere up in the shop that informs you of the issues we care about, the issues our partners are working on," Paul said.These days, Paul says, that issue surrounds voting.
