SAN DIEGO (KGTV) -- A local father is just a few days away from reuniting with his family who is in federal quarantine in Northern California at Travis Air Force Base. Ken Burnett's wife and two young children were visiting Wuhan, China when the coronavirous broke out. The city shut down and the three were stranded, unable to fly home. Their 14-day federal quarantine ends on Tuesday. Burnett plans on traveling to Northern California to reunite with his wife and kids so they can all travel back to San Diego together. For Valentine's day, he was able to surprise his wife with flowers and send some toys for the kids. Two quarantine flights did arrive at MCAS Miramar, but despite living in San Diego, the family had no choice where they'd go for their 14-day stay. Burnett says his family has remained healthy the entire time and are ready to come home. 1147

SAN DIEGO (KGTV) -- A new report found that nearly half of U.S. renters are spending 30 percent or more of their income on rent.The report also found that nearly one quarter of renters spend half of their income or more on rent.The share of cost-burdened renters has doubled since 1960, when just 24 percent of renters were burdened in the U.S., according to Apartment List.RELATED: Rent increases in San Diego due to higher demand, lack of supplyIn San Diego, those numbers rose significantly. In 2016, more than 57 percent of San Diego renters were cost-burdened, meaning they spent 30 percent of their income or more on rent. San Diego ranked 94 for affordability out of the nation’s top 100 largest metros. From 2005 to 2016, the cost of rent in San Diego rose by more than 14 percent, while renter incomes rose by only 2.3 percent.Meanwhile, more than 29 percent of renters were severely cost-burdened, spending 50 percent or more of their income on rent.The San Diego Housing Commission offers a number of affordable housing options. SAN DIEGO (KGTV) -- A new study conducted by Zillow shows that more college graduates in San Diego are living with their parents.The share of graduates living with their parents has grown from 14 percent in 2005 to 25 percent in 2016.Similarly, the study found that less graduates are living with a romantic partner. In 2005, 38 percent of college graduates were living with a romantic partner compared to 32 percent in 2016.And it’s not just in San Diego. Nationally, 28 percent of college graduated lived with their parents in 2016 compared to just 19 percent in 2005.“In the mid-2000s, lending standards and an abundant supply of homes made it easier for recent grads to move out and form their own households instead of living with their parents,” said Zillow senior economist Aaron Terrazas. “Those market conditions have changed drastically over the past decade as we went through the housing bust. Adding to that, as many millennials who recently graduated into the Great Recession can attest, underemployment or more precarious jobs make it much harder to save up enough to move out. When rents keep climbing and competition is fierce for the most affordable homes, living with mom and dad can be a good option to build up some savings.”Zillow says when the housing bubble was at its height it was easier to get a loan and the building boom meant there were more homes available. Tighter lending standards and less housing inventory today make it more difficult to break into the home-buying market.  1531

  

SAN DIEGO (KGTV) - A sailboat caught fire Sunday around 2:45 p.m. at Shelter Cove Marina, witnesses say a lithium battery in the navigation panel started the blaze."Saw the smoke, thought it was a barbecue then the kids started screaming on the dock and saw the black smoke and knew it was time to react," Boater and Witness Charlie Colson said. He said he grabbed a hose and was helping the father who was on the boat when the fire started. Getting a boat fire put out quickly is crucial, Witness and Boater Murad Abel said. "There's a lot of electrical equipment, you have batteries, you have fuel, propane, it's all probably within 10 feet of each other," he said.Colson said they had it under control by the time firefighters made it to the scene. "The nine minutes probably seemed like 27 to me, because I was putting the fire out, and I wanted some help, I wanted a professional there," He said chuckling.He said the family had just moved onto the boat last week. Both confirmed the family has a special needs son, adored by the community. "You could literally come back 2 hours later and he's still fishing trying to get fish off the back of the boat, so he's very diligent in that," Abel said.They're hoping insurance covers the damage. SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The vote is expected to take place in July.Ranked choice voting would allow voters to list up to four candidates in order of preference, instead of casting one vote for a single candidate.RELATED: San Diego to consider major change to 'ranked choice' votingHere's how it would work:The top four candidates in each primary race would advance to the general election, instead of just the top two.In November, voters would then rank the candidates by preference.If one candidate has more than 50% of the vote on first count, that candidate would win. If no candidate reaches 50%, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50%.The city would be required to also hold a voter awareness campaign to familiarize voters with the change.Councilmember Mark Kersey, who has led the effort to get the measure on the ballot, said in a release, "ranked Choice Voting increases choice for voters, competition and decreases negativity which is great for campaigns. San Francisco and Oakland are using this system, we are taking their model and improving on it." 1514
