BEIJING, April 6 (Xinhua) -- China will promote health-care reform in four areas -- public health services, medical treatment, medical insurance and drug supply -- for both urban and rural residents, according to a central government document released on Monday.     The reforms will make health-care more convenient and affordable and narrow the urban and rural gap, said the reform guidelines, jointly issued by the Central Committee of the Communist Party of China (CPC) and the State Council.     The government will provide unified education on disease prevention and control, health-care for women and children, first aid, blood donation and family planning to both urban and rural residents, the guidelines said.     Efforts will be made to further improve the sanitation of living and working conditions for urban and rural residents and to deal with all forms of pollution, said the document, adding that the monitoring for food sanitation and sanitation at work places and schools will be strengthened.     Medical treatment will mainly depend on nonprofit medical organizations with state-run hospitals playing the major role and commercial hospitals developing in a complementary way, the guidelines said.     The medical service in rural areas will be greatly improved, with emphasis on county-level hospitals. Large hospitals in cities should provide long-term aid to county-level hospitals in terms of clinical services, personnel training, technological guidance and equipment sharing, according to the document.     The reform will set up a new urban medical system based on community health-care services, which can help lower the medical expenses and provide more convenient service.     Chinese traditional medicine will play a bigger role in disease prevention and control, and in dealing with emergency public health incidents and medical care services, the document said.     The guidelines said a comprehensive medical insurance system composed of the basic medical insurance for urban employers and employees, basic medical insurance for urban residents and a new rural cooperative medical care program will cover 90 percent of the population by 2011.     In 1998, China began to establish a medical care system, aimed to cover all employers and employees in urban areas. The country introduced a comprehensive medical insurance program, which covers all urban residents, including children and the unemployed, in July 2007. A total of 79 cities were selected to launch the pilot program.     The insurance system's principle will shift from major diseases to also covering minor diseases. Commercial medical care insurance will also be made available to meet individual needs, according to the guidelines.     The document said China will speed up the establishment of a drug supply system to ensure basic supply and safety. The system is based on a catalogue of necessary drugs that are produced and distributed under government control and supervision.     The basic medical insurance will cover all listed drugs to effectively provide access to a range of basic medicines and to reduce quality problems, and prevent manufacturers and business people from circumventing the government's price controls.

LONDON, April 1 (Xinhua) -- Chinese President Hu Jintao met with French President Nicolas Sarkozy here Wednesday night.     "Our meeting today means a new starting point for the bilateral relations, and I hope the two sides work together to usher in a new phase in Chinese-French ties," Hu said at the start of his meeting with Sarkozy. WASHINGTON, March 12 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi on Thursday proposed some major guidelines for China and the United States to promote sound and steady growth of bilateral relations in the new era. Speaking at a luncheon meeting at the Center for Strategic and International Studies (CSIS), Yang expressed satisfaction that the two countries have worked together and ensured a smooth transition of bilateral relations in the past 50 days since the new U.S. administration took office.     The two sides have established good working relations at the top level and between various government departments and maintained close consultation and coordination in bilateral and multilateral areas, he said. We should make concerted efforts and promote sound and steady growth of our relations," he said.     To do this, the minister proposed some guidelines which he believed could help advance China-U.S. relations in the coming years.     First, he said, both sides should adopt a strategic and long-term perspective and keep the relations on the right track.     China and the United States now have more common interests and a broader foundation of cooperation on a series of major and pressing issues facing today's world, according to the minister. The strategic significance and global influence of China-U.S. relations have further increased and their relations in the new era should be broader and deeper.     The minister believed that the two countries should work together in an all-around way to raise bilateral relations to a new and much higher level of cooperation in the 21st century on the basis of mutual respect, seeking common ground while shelving differences and cooperation for win-win results.     Second, Minister Yang said, both sides should maintain close dialogue and exchanges at the top and other levels and cement the political foundation of the relations.     Over the years, he said, close communication and frequent exchanges between the two countries "have given a strong boost to the sustained, sound and steady growth of our relations."     He hoped that both sides will work together and launch proposed "China-U.S. Strategic and Economic Dialogues" mechanism at an early date so that through continued discussions on strategic, overarching and long-term issues of mutual interest, they will further enhance mutual trust and cooperation.     Third, according to the minister, both sides should expand mutually-beneficial cooperation and inject fresh impetus into the relations. BEIJING, Feb. 12 (Xinhua) -- A section of the local prosecutor's office that deals with dereliction of duty is involved in the investigation into Monday night's massive fire in downtown Beijing, the Supreme People's Procuratorate said here Thursday.     The fire led to one death and seven injuries.     The investigation involves two offices, the Supreme Procuratorate said: the Beijing People's Procuratorate and the district procuratorate of Chaoyang, the section of Beijing where the blaze at the China Central Television (CCTV) complex occurred.     The Supreme People's Procuratorate declined to elaborate on what the investigations covered.     China's procuratorate is the equivalent of a prosecutor's or attorney general's office, handling a range of civilian crimes, but it also has a special division responsible for crimes involving dereliction of official duty, such as bribery and corruption, that the police don't handle.     The fire, which engulfed the building that houses some CCTV facilities as well as the unopened Mandarin Oriental Hotel near the futuristic tower that will house the state broadcaster, was caused by a powerful fireworks show put on by CCTV.     One firefighter died from breathing toxic fumes and seven people were hospitalized. The huge blaze also caused widespread traffic congestion in eastern Beijing and led to the evacuation of hundreds of residents.     The police have detained 12 people so far, including a man in charge of the new site's construction, three CCTV workers and eight people CCTV hired from a fireworks company in central Hunan Province to stage the show.     The fireworks they used were dangerous and needed approval before being allowed in downtown Beijing, a Beijing government spokesman has said. He said that CCTV did not get approval and further alleged that its workers ignored police warnings that night.     Monday was the Lantern Festival, which officially ends the Lunar New Year, and it's traditional to light fireworks on that night.
