(KGTV) - A new law, passed unanimously by the Carlsbad City Council, will allow any place with a license to serve food and alcohol to also host live entertainment.Previously, only places that served primarily food were allowed to have live music or shows."What we’re looking at is more of the solo artist, the pianist, more of the acoustic music that we’re seeing a trend in the rise all over," says City Village Manager Claudia Huerta.The city hadn't updated its live entertainment rules since 2017. Huerta says business owners had requested the change to keep pace with other similar coastal cities. Now, they can apply for a permit to have live entertainment, including music, DJs or other performers like hypnotists and comedians."The village is a special place," says Zac Markham, who owns Humble Olive Oils on State Street. "I really think this will raise bar of the village and make it a place to be for Carlsbad and all of our county."Not everyone is excited about the change. Some neighbors worry that more music will lead to more people and more problems, especially late at night."The whole purpose of that is to get more business, right? I understand, that’s a valid business reason," says Carlsbad Barrio resident Simon Angel. "But is it appropriate for the communities that are going to be impacted by it? We already have people walking through at night. Sometimes they stop and relieve themselves or they get sick in people's front yards."Huerta says the city is working to make sure that doesn't happen. Every application for an entertainment permit will be reviewed by the police. And the City Council will revisit the program after 6 months to make sure it hasn't created any problems.The new ordinance goes into effect in April. However, Huerta says the Village still has to adapt its master plan before the change can take effect. That may not happen until the fall. 1911

Cat owners in a small New Zealand village have been given paws for thought after a local council pledged to carry out a ban on the animals.According to a "pest plan" put forward by Environment Southland, cat owners in Omaui, on the country's South Island, will have to neuter, microchip and register their cats with local authorities.The proposal states that when the cat dies, owners will not be allowed to purchase a new one."There's cats getting into the native bush; they're preying on native birds, they're taking insects, they're taking reptiles -- all sorts of things," biosecurity operations manager Ali Meade told the Newshub news service."They're doing quite a bit of damage."The proposal is also being backed by Omaui Landcare Charitable Trust Chairman John Collins, who says removing cats from the area would enable native animals to thrive.''We're not cat haters, but we want our environment to be wildlife-rich," he told the Otago Times.''Native wildlife is disappearing rapidly around the country and places like this where people still live and enjoy and hear the birdsong are probably few and far between,'' Collins said.Submissions on the Southland regional pest management plan close on October 23.New Zealand is currently embarking on an ambitious plan to become predator-free by 2050 with plans to eradicate species of possums, stoats and rats.The-CNN-Wire 1385

  

CARLSBAD, Calif. (KGTV) - Tuesday night a teen was seen on camera stealing a decoration right off a home's walkway.The Klus family moved to Bressi Ranch three months ago, from Boston, and were thrilled to become part of the neighborhood tradition."I'm totally blown away I had no idea it was this extensive and this creative and it's incredible the scenes of it come up with the kids are loving it," Visitor Amanda Alcorn said."When we moved here the kids were super excited super pumped to be included in the decorating," Nora Klus said. She has a daughter in 5th grade and a son in 2nd grade.They transformed their entry into Skele-topia, a night at the movies.Wednesday morning she noticed something was wrong. She looked at the footage on her Ring Neighbors App from the night before, "I saw a few, it looked like teenagers, and then the last one in the group just snatched our little decoration.""My son was crushed, he was like why would anyone do that?" She said.The same question posed in other neighborhoods where similar thefts, like a beloved cat decoration in Carmel Mountain, and pumpkin smashing happened all over the county.Klus flipped her theft into a teachable moment, "We talked about stealing and, you know, what they would do if they were with friends who want to steal something.""You just hate that someone would sort of diminished from that, take away from all the time and money put into it," Alcorn said.Both Alcorn and Klus hoping the thief has a change of heart. "I hope that we can kinda just move forward and maybe that little person who took that will return it to us," Klus said.Klus put up a sign right next to where the decoration was replaced, reading, "Smile, you're on camera" hoping to deter potential thieves. 1801
