SAN DIEGO (KGTV) — The county's second case of measles this year has been reported, health officials announced Tuesday.The person was fully immunized but came into contact with an 11-month-old San Diego resident who contracted the disease after a recent trip to the Philippines.The second patient may have also exposed the public to measles at two locations, the County of San Diego Health and Human Services said. Those locations are:85? Bakery Café, 3361 Rosecrans Street, on Aug. 15, 16, 17 and 18 from 6 a.m. to 4:30 p.m.Min Sok Chon Korean Restaurant, 4620 Convoy Street, on Aug. 15 from 6:30 p.m. to 2 a.m.Ralph’s, 3011 Alta View Drive, on Aug. 16 from approximately 4:30 p.m. to 7:30 p.m.Officials added the case is under investigation and more locations may be identified later.“If you were at any of the locations at the dates and times listed, you should watch for symptoms of measles and call your health care provider if you show any signs of developing the disease,” said Dean Sidelinger, County interim deputy public health officer. “Measles is a very contagious disease that can be easily spread by coughing, sneezing or being in the same room with an infected person.”Measles can develop about seven to 21 days after exposure to the disease. Early symptoms include fever, cough, runny nose, and red eyes. A distinctive red rash also appears one to four days after symptoms appear, starting on the face and head then spreads downward and outward. A person is considered contagious four days before the rash appears.Anyone with symptoms is asked to call their doctor’s office before visiting directly.Complications from measles are more common in children younger than 5 and adults 20 years and older, though the risk is higher with children. Complications include diarrhea, ear infections, and pneumonia. In severe instances, death can occur.Since there is no treatment for measles, the best course is generally bed rest, fluids, and fever-control medication. SAN DIEGO (KGTV) - The first thing Whitney Dickerson does when she gets home from work each evening is make a cup of her favorite tea.It's because her job as a veterinary technician can be stressful. "Everyday I go in and I don't know what's going to go through those doors," she said. "It could be a really emaciated animal with severe mange, it could be a really happy lab coming through."But Dickerson's angst doesn't end when her shift is over. She's not sure how much more she'll be able to afford. "I feel like the city's slowly pushing me out," she said.Now, the rent's getting so high that it's near a tipping point for thousands of San Diegans. More than half of those who responded to a recent 10News Union-Tribune scientific poll said they'd seriously considered leaving California in the last year.  </p><p> The average rent is now ,887 a month, up 8 percent from a year earlier, according to Marketpointe Realty Advisors. And CoreLogic reports the median home price in the county is now about 0,000. "That's a problem for everybody, and I think everybody feels that," said Rick Gentry, who heads the San Diego Housing Commission, which oversees affordable housing in the city. </p><p><strong>HOW DID WE GET HERE?Gentry describes something of a perfect storm when it comes to housing in San Diego -1) There's not enough housing for the middle class.2) There aren't enough resources for low-income individuals.3) The current market has already swallowed up the glut of homes built during the housing bubble before the market crashed in 2008. "And that means the marketplace has gotten that much more expensive and that much tighter," Gentry said. "There's no place to move to."Gentry added turnover has declined drastically at the 3,400 affordable apartments the commission manages, and the section 8 voucher waiting list has ballooned to 80,000. Plus, San Diego County continues to grow with more jobs - employers added 27,000 new payroll positions in the last 12 months. Meanwhile, developers in the county only pulled permits for 10,000 new homes. "It takes a long, long time to get approvals for buildings to put new product online," said Mark Goldman, a real estate lecturer at San Diego State University. "There are more and more impact fees that makes it more expensive, there's a limited amount of land to do it."Goldman said it's a very complicated, risky business to start with a piece of vacant land and try to put a lot of housing on it.He said the amount of time that it takes given environmental review, regulations, and delays raises the cost of projects - to the point that some developers just drop it. WHAT WILL SOLVE THE CRISIS?There is movement in the works to spur development, including a region-wide plan to encourage development along transit routes. SAN DIEGO (KGTV) - The family who lost their home in the Willow Fire is hoping to track down their "angel" firefighter."I know we lost everything, but my dad is still here. We're just so grateful," said Gwendolyn Pavlick.Two days later, an emotional Pavlick shared details of her father's narrow escape from the flames. That Wednesday night, her mother was staying with her in Carlsbad. Her father Doug was fast asleep in his home on Wind River Road in Rancho San Diego, when the fire started. It raced up a hill within minutes. Doug woke up to a loud knock."By the time he got to the door, the kitchen was on fire. The fireman said, 'You have to go.' When he ran upstairs to get keys and wallet, the fire went through the windows of his bedroom," said Pavlick.Gwendolyn says her father has dealt with back and foot issues."My dad, who couldn’t run physically, somehow, at that moment, could," said Pavlick.Doug was able to drive away to safety. From a distance, he watched as his home of 33 years burned. Six other homes were damaged from the heat and smoke."It’s heart-wrenching because that house was in our lives so long, it feels like a family member," said Pavlick.On Thursday, Gwendolyn and her parents surveyed the damage, nearly everything lost, including thousands of family photos. Outside the home, they prayed. Gwen's mother told her they will rebuild."After seeing the house, the first thing she said was, 'God gave us this house. He’s going to give it to us again,'" said Pavlick.As for their biggest blessing - her father's safety - Gwendolyn is now trying to find the mystery firefighter who woke her father."I just want to tell him, 'Thank you so much for saving my dad's life.' I don’t know if he is real or an angel," said Pavlick.The home is insured. Pavlick says very little was salvageable. SAN DIEGO (KGTV) — Sunday, San Diego County health officials reported 568 new coronavirus cases and three new community outbreaks, including one at a preschool.The county's new cases were out of 8,943 reported tests, a 6% positive rate, and brought the region's total to 23,682 cases.The three new community outbreaks were reported in a restaurant/bar, in a manufacturing facility, and in a preschool, the county said. SAN DIEGO (KGTV) — The deadline to register to vote in the upcoming election is this Monday, Oct. 19, but unlike most states, California offers a backup option for people who miss the deadline.It’s called conditional voter registration or same-day voter registration, a process that allows California voters to register in person through the last day to vote on Nov. 3. Voters who register conditionally must cast a provisional ballot, which takes longer to verify and appear in the final tally.In the November 2018 midterm election, 2,353 voters used the conditional registration process, according to the San Diego County Registrar of Voters Office.Starting Oct. 20, voters in San Diego County can register conditionally by visiting the Registrar’s Office in Kearny Mesa at 5600 Overland Avenue.“They would register, and then go over and receive their ballot and vote that same day,” said Registrar Michael Vu.Beginning Oct. 31, polling places will open, and voters can register conditionally and cast a ballot there. However, you will want to go to the polling place assigned to your address, which you can find at sdvote.com.Voters who go to the wrong polling place will be allowed to vote for certain offices, like president, but they could have selections for local offices like city council invalidated if the polling place is located in a different district.California started allowing conditional or same-day registration in 2017. It is one of 21 states to allow the practice.Individuals seeking to register conditionally must provide their driver’s license number or the last four digits of their Social Security number to prove they’re eligible, along with their address and other information.Voters do not need to show ID or proof of residency, except in rare circumstances.Once conditionally registered, the voter will be given a provisional ballot. A provisional ballot is just a ballot that’s placed in an extra envelope with a little more information from the voter so election workers do an added layer of verification before the ballot is counted. That takes time.“Generally they are counted last,” Vu said.There are other instances when voters might have to cast a provisional ballot: like if you’re registered but go to the wrong polling place, or if you want to vote in person and forget to bring your mail-in ballot to surrender. In some cases, poll workers can electronically view the status of your mail-in ballot without the need to surrender it, but in other cases the voter may have to vote provisionally.With conditional voters, election officials will first verify that the person is eligible to vote, then they’ll make sure that person hasn’t voted already before adding their ballot to the tally.Voters who successfully complete a conditional registration will automatically be considered registered for future elections. 2860
