SAN DIEGO (CNS) - The U.S.-Mexico-Canada Agreement trade deal includes 0 million in funding to address cross-border pollution in the Tijuana River Valley, San Diego's congressional delegation announced Wednesday. The funding would be dispersed in four annual installments of million in the form of U.S. Environmental Protection Agency grants under its Border Water Infrastructure Program. In June, the fiscal year 2020 federal budget for the BWIP was only million, according to the office of Rep. Scott Peters, D-San Diego. ``The USMCA delivers a massive funding investment that can fix the Tijuana River's sewage spills once and for all,'' Peters said. ``This funding can stop the environmental crisis that has plagued our community for decades and will improve public health.'' The bulk of the funding would be used to expand and upgrade the South Bay International Wastewater Treatment Plant, operated by the International Boundary and Water Commission. The funding would be used to fortify the plant's water treatment capabilities, allowing it to stanch flows of polluted storm and wastewater into the river. ``Cross border pollution is a nightmare for our community and for the individuals that work and recreate near the border,'' Imperial Beach Mayor Serge Dedina said. ``This funding is a critical step towards cleaning up the contamination in the Tijuana River Valley and making our beach safe for surfers and others who enjoy our coast.'' Transborder pollution from the Tijuana River has contaminated U.S. waters and coastlines for decades, forcing San Diego County environmental health officials to regularly close beach access near the border. During that time, local and state officials and environmental activists have called for federal assistance to protect the health of the environment and residents near the border. In April, Sens. Kamala Harris and Dianne Feinstein, D-California, submitted a jointly written letter to multiple federal agencies requesting they address sewage runoff in the river. In July, Peters and Reps. Juan Vargas, D-San Diego, and Mike Levin, D- Oceanside, introduced legislation to increase funding for Tijuana River cleanup efforts and prevention of future pollution. And in September, the San Diego Regional Chamber of Commerce's annual delegation of local officials and business leaders discussed the issue with cabinet officials and members of Congress. ``This environmental issue has plagued our region for generations and this funding will take major strides in helping us address health and ecological challenges we face,'' Levin said. ``Along with my colleagues, I made it clear to the Trump administration and House Democratic leadership that it is long past time that we make robust investments in cleaning up polluted water that flows over the border.'' The San Diego chapter of the Surfrider Foundation and the city of San Diego have also filed lawsuits against the IBWC, arguing that it has neglected pollution in the river and its effect on the environment. The city jointly filed its lawsuit with California Attorney General Xavier Becerra. The pending funding is a result of Tuesday's deal between congressional Democrats and the White House to support a revised USMCA. Rep. Nancy Pelosi, D-San Francisco, said the modified trade agreement includes more strenuous labor and environmental standards for the three countries. House Democrats are now expected to vote for the deal's ratification and send it to the Republican-controlled Senate. The USMCA would replace the North American Free Trade Agreement, which went into effect in 1994 and is blamed by some politicians on both sides of the aisle for hastening outsourcing and the decline of the country's manufacturing industries. President Donald Trump, who campaigned on retooling NAFTA, has faced pushback from members of Congress for much of the year for elements of the original deal like tariffs on steel and aluminum and its enforcement provisions. SAN DIEGO (KGTV) - A federal judge has ordered the San Diego Police Department to stop citing people for living in their vehicles.The decision comes after a lawsuit was filed against the city by a group of homeless people and their advocates.On Tuesday, United States District Judge Anthony Battaglia agreed with the plaintiff’s argument that the city’s municipal code was too vague in defining what constitutes habitation of a vehicle.Tristia Bauman, an attorney with the National Law Center on Homelessness & Poverty which helped work on the case told 10News, “we are very happy and pleased that the judge understood what we were arguing.”However, that was only one half of the lawsuit. The other half targeted the city’s municipal ordinance that outlaws RV parking from 2-6a.m. Known as the Nighttime RV Ordinance, or Oversized Vehicle Ordinance (OVO), the judge denied the request to enjoin it, saying the same argument did not apply.In the decision, Battaglia wrote “while the court sympathies that this Ordinance leaves Plaintiffs with nowhere to park between these hours and is decidedly unfair, the law is not ambiguous, unclear or vague in any way.”A spokesperson for city attorney Mara Elliot declined to comment beyond saying they “will review the ruling and advise our client.”An early neutral evaluation conference had been scheduled for Thursday with all the parties. SAN DIEGO (CNS) - Three people suffered non-life threatening gunshot wounds this morning in the Mount Hope Community of San Diego, a police officer said.A group of people were in the area of Market and Denby streets about 1:45 a.m. when several gunshots were heard and three people were shot, said Officer Robert Heims of the San Diego Police Department.A 39-year-old man was shot in the abdomen, a 32-year-old man was shot multiple times in the buttocks and legs and a 30-year-old man suffered a graze wound to his lips, Heims said.All three men were transported to an area hospital with non-life threatening gunshot wounds and police had no suspect information. SAN DIEGO (CNS) - The U.S. Department of Defense announced Wednesday its phased plan to distribute and administer the COVID-19 vaccine from the Naval Medical Center in San Diego and the Naval Hospital in Camp Pendleton.The DOD is working with the Department of Health and Human Services and the U.S. Centers for Disease Control and Prevention on the distribution of COVID-19 vaccines.As one of the 64 jurisdictions to which the United States government has allocated vaccines, the DOD plans to administer its initial allocation of 43,875 doses of the COVID-19 vaccine to populations of uniformed service members -- both actives and reserves. That includes members of the National Guard, dependents, retirees, civilian employees and select contract personnel.The department is prioritizing DOD personnel to receive the vaccine based on CDC guidance, first focusing on those providing direct medical care, maintaining essential national security and installation functions, deploying forces, and those beneficiaries at the highest risk for developing severe illness from COVID-19 before other members of the DOD population.Distribution will be conducted in phases. SAN DIEGO (CNS) - Traffic volume in the San Diego region was at its lowest point this year in April, and volume remains relatively low and speeds higher compared to 2019, according to an interactive map released Tuesday by the San Diego Association of Governments.The SANDAG Highway Hot Spots & Volumes Tracker measures weekday month-by-month vehicle miles traveled on local highways, including traffic speeds and average daily traffic volumes -- which, this year, reflect fewer cars on the road due to the pandemic. The data available on the tracker includes March through October 2020, and users can also compare current data to the same time in 2019. The SANDAG tracker is updated monthly."This new tool is intended to be a resource to assist community members and local leaders with current traffic data to make regional decisions," said Cynthia Burke, SANDAG director of research and program management. "The Highway Hot Spots & Volume Tracker Highway Hot Spots & Volumes Tracker has shown us that the greatest drop in traffic volumes this year were seen in April when we were down 44%, compared to the same time last year."The SANDAG tracker also shows that between June and October, traffic volumes hovered between 15% and 16% lower than compared to 2019.The number of vehicle miles traveled on eight local highways reflected that same trend. Data shows that in October, traffic remained lowest on State Route 163, which was down 29% compared to October 2019, and that State Route 78 and Interstate 805 were the closest to last year's figures at this time -- down 11% and 13%, respectively.The tracker offers multiple ways to interact with and explore the data, such as filtering to focus on points of interest and selecting data points in the chart to make simultaneous comparisons.SANDAG picked several San Diego region hotspots of particular interest, including Southbound Interstate 15 at Deer Springs Road, Southbound Interstate 5 at Manchester Avenue, Northbound I-805 at Governor Drive and Westbound State Route 52 at Mast Boulevard.Speed data at each of the hot spots during morning peak periods revealed that in October, speeds were up an average of about 6 mph compared to March.The largest increases were seen at Northbound I-805 at I-15 -- 13.7 mph faster in October -- and Westbound Interstate 8 at Waring Road -- 10.5 mph faster.
